This includes the provision of support services to all departments consisting of financial and management accounting, accounts payable, budgeting, data processing and risk management. To ensure compliance with the PFMA, Treasury Regulations, GRAP, GAAP, IAF and other applicable legislation. Position based in Pretoria N/A 1. Lead, direct and manage the Financial Accounting function for NRCS 2. Budgeting and cost control 3. Lead, direct and manage the Management Accounting function for NRCS 4. Annual Financial Reporting 5. Provide specialist advice and recommendations to committees and relevant parties 6. Supply Chain Management 7. Business Planning 8. People Management 9. Capital Management 10. Funding and Cash Flow Management 11. Corporate Governance CA (SA) At least 10 years experience in a Financial Management role and at least 3 years in a strategic financial management role, preferably within the Regulator environment In-depth knowledge of Finance as a discipline In-depth knowledge of Accounting within a Government Entity In-depth knowledge of the PFMA and King II Report In-depth knowledge of financial procedures and processes In-depth knowledge of Procurement as a discipline Business Plan interpretation Corporate Governance policies and procedures Financial reporting and report writing Advanced Excel GAAP, GRAP, IAF Income tax, employees tax Negotiation skills National Regulator of Compulsory Specifications Chief Financial Officer Page 1

3 1 Lead, direct and manage the Financial Accounting function for NRCS Income and debtors o Establish effective mechanisms for levy and fee determination o Direct the collections of levy fees, tests and services o Determine levy and other annual increases o Management of credit notes Creditors and Payments o Approve payments o Manage payments of creditors and travel o Implement finance policy Formulate, recommend and ensure implementation of financial policies and procedures o Approve large transactions according to Delegation of Authority Bank and Cash o Review bank services on annual basis and conduct due diligence o Control over petty cash o Ensure that risks are properly disclosed and that policy is consistent from year to year Journals, reconciliations and expense allocations o Approve journals o Implement accounting framework for the allocations of expenses o Approve all reconciliations Accruals, provisioning o Manage monthly accruals of expenditure incurred but not paid o Manage the provisioning on uncertain amounts Accurate, timeous and interpreted reports Approval of transactions according to Delegation of Authority Financial prudence and sustainability Effective levy/fee structure developed and implemented Minimal fraud Maximum levy collection National Regulator of Compulsory Specifications Chief Financial Officer Page 3
4 2 Budgeting and Cost Control Manage the annual budget process Present budget to The Department of Trade & Industry and Treasury Monitor and manage monthly cost control Compare and report variances of monthly expenses with budget Identify opportunities for cost savings Prepare accurate forecasts Approved budget by the NRCS Board Accurate 3 Lead, direct and manage the Management Accounting function for NRCS Obtain approval from the Board by facilitating the process Implement budget based on approval Ensure the production of a monthly variance report for operational costs and analyse actual versus budgeted amounts Lead the reporting of expenditure to the Board and Audit Committee on a quarterly basis Manage and constantly improve accounting controls and procedures Refine pricing through costing models based on activity based services rendered Align budgeting process with internal policies and procedures General Managers / Executives aware of financial position within their department Accurate, timeous and interpreted reports Expenditure monitored against budgets Budgeting plan aligned to corporate strategy Appropriate pricing structure 4 Annual Financial Reporting Compile Annual Financial Statements for the business Deal with the auditors Negotiate on Audit fees with the external auditors Debate technical aspects of Audit report with Auditors Comply with disclosure principles in GRAP, GAAP and IAF Unqualified Audit report National Regulator of Compulsory Specifications Chief Financial Officer Page 4
