3 Itroductio I cotiuatio of their assigmet o the Istitutioal Stregtheig ad Developmet of Eviromet Statistics i the ECOWAS Regio, the two Cosultats, Mme Fata Kaba ad Mr. Philip Bakole udertook the study visits to six ECOWAS Coutries from 14th Jue to 5th July The Coutries visited were: Burkia Faso, Cote d Ivoire, Ghaa, Liberia, Mali ad Togo. The missio was to eable the cosultats gather relevat iformatio o eviromet statistics to eable them fialize their cosultacy assigmet with the Commissio o the above subject.

4 Missio Objectives Evaluate the capacity of the atioal statistical system i the productio of evirometal data; Collect relevat iformatio o eviromet statistics with the aim of developig a regioal compedium; Discuss the list of evirometal idicators for the ECOWAS regio adopted i Abuja i May 2008 for the compilatio ad dissemiatio of eviromet statistics; Propose groudwork for the preparatio of the activities of the programme, icludig the elemets of the budget.

5 Missio Strategy Due to fiacial limitatios, it was decided from the oset that the two Cosultats should ot travel together to all the selected Coutries. Rather, it was agreed that Mrs. Fata Kaba should cover the Frech-speakig Coutries while Mr. Bakole should cover the Eglish-speakig Coutries. However, for the purpose of uiform approach o the field ad to facilitate the compariso of otes, it was agreed that the two Cosultats should meet i Cote d Ivoire (Suday, Jue 14, 2009) at the begiig of the trip to eable them have a commo experiece o the proposed modalities ad to meet agai at the ed of their trip i Burkia Faso (Suday, July 5, 2009).

6 Activities i Coutries Visited As agreed by both Cosultats at the begiig of their trip i Cote d Ivoire, the programme of activities by the Cosultats i each Coutry visited were: Etablish prelimiary cotacts / Discuss with Head of Statistical Agecy i the coutry; Iterviews with atioal ad iteratioal Agecies with eviromet-related activities; Workig sessios with represetatives of the various stakeholders/agecies cocered with issues related to the eviromet.

7 Activities i Coutries Visited ed Ageda of the workig sessio i each coutry visited: 1. Opeig of the sessio (by the Director Geeral of the Structure of Official Statistics); 2. Powerpoit Presetatio (by the Cosultats) : ECOWAS Program o Eviromet Statistics; Questioaire o the agreed idicators for ECOWAS Coutries; Sample data tables prepared by the Cosultats for iput of available data by the respective Coutries visited; Outlie of the program's budget for five years. 3. 8 Major Fidigs I all the Coutries visited, there are i existece, the Natioal Office of Statistics ad a Miistry/Agecy for Evirometal matters; I additio to the above, there are other Eviromet-related Agecies whose activities ca geerate eviromet data; I exceptio of Cote d Ivoire ad Mali, most Coutries are yet to have a Natioal Steerig Committee o Eviromet Statistics; Although most Agecies collect data o eviromet i their daily activities, there has ot bee a coscious effort towards havig a set of uiform idicators for the assemblage ad maagemet of eviromet statistics;

9 Major Fidigs Very weak collaboratio ad cooperatio amog the various Agecies ad betwee the NSO ad the other Agecies ivolved i the geeratio ad maagemet of eviromet statistics. I most Coutries, Lie Miistries hardly respod to request for evirometal data from the NSO. I some Coutries (e.g. Liberia ad Ghaa), they hardly eve respod to call for meetigs o eviromet matters by the NSOs; I almost all the Coutries visited, the NSO has a special Uit resposible for the collatio of Eviromet Statistics although activities of this Uit are at differet levels of developmet from Coutry to Coutry; The Coutry visit was a welcomed idea i all the Coutries visited;

10 Observatios of Cosultats Comme prévus, les cosultats ot reçu les réposes de la Cote d Ivoire, du Mali et du Togo. Les autres pays sot otifies de la écessité de faire parveir leur iformatios sur des doées et sur des élémets du budget. Ces etrée serot utilisées a établir correctemet le programme d actio das les pays et aider das la préparatio des élémets de dépese. Remider otes were set to coutries to isist o the eed to sed their questioaires o the idicators ad the budget data for the use of this iformatio i the establishmet of a actio programme coheret ad adapted to the ECOWAS realities.

11 Coclusio O the whole, the missio has achieved the objectives origially set. The achieved results iclude: Promise of establishig a Advisory Committee (Togo); Promise to stregthe collaboratio amog members of the advisory committee (Cote d'ivoire, Mali); Promise for ehacig collaboratio amog differet structures (Burkia Faso, Mali, Liberia ad Ghaa); New ethusiasm for the developmet of eviromet statistics at Coutry level (e.g. Liberia ad Ghaa expressed iterest i orgaizig atioal semiar/traiig workshops o eviromet statistics ad requested for assistace from ECOWAS); Acquisitio of available data from the Coutries visited.
