5 Strategic Framework ad Guidig Priciples for the Spaish ERA Roadmap The Spaish Strategy of Sciece, Techology ad Iovatio provides the framework for the SPANISH ROADMAP FOR THE ERA DEVELOPMENT with a shared visio with Europe2020 Strategy, the Iovatio Uio Flagship ad the H2020 eablig fudig istrumets for achievig strategic objectives. The Strategy is the cotext for the mid-to-log term plaig of RDI policies for the State Admiistratio ad the Regios. It cotais specific measures to promote the developmet of ERA i its core priciples ad i its crosscuttig priorities. I summary, both the Law ad the Strategy cotai priciples ad measures that cotribute towards the cosolidatio of ERA. The Spaish ERA Roadmap objective is to idetify ad prioritise the activities to be promoted durig that cotribute to the effectiveess of the Spaish System of Sciece, Techology ad Iovatio. 5

6 Spaish ERA Roadmap The activities of the Spaish ERA Roadmap are distributed alog the ERA priorities. They are the outcome of a throughout diagosis ad aalysis of the atioal situatio, PRIORITY 1 of the Spaish ERA Roadmap IMPROVING THE EFFICIENCY OF THE SPANISH SYSTEM OF SCIENCE, TECHNOLOGY AND INNOVATION Six areas of actio are idetified with the objective to icrease the efficiecy of the Spaish System of STI ad related to the idetified weakesses. ad may of them have bee icorporated i the ew State Pla of Scietific ad Techical Research , recetly approved by the Coucil of Miisters (29/12/2917). 6

7 Spaish ERA Roadmap : Improvig Efficiecy through SoE PROMOTION OF SPANISH RESEARCH GROUPS AND COMPANIES IN H2020 is oe of the areas of actio: Ø To support the participatio of agets i H2020 by raisig the collaboratio betwee public ad private agets, promotig the opeess of the System, to execute projects with a Europea added value, to raise the efficiecy ad aligmet amog the atioal ad Europea fudig sources cotributig towards the ERA stregtheig. We are cosolidatig schemes similar to the Seal of Excellece ad that are associated to the H2020 calls, by recogisig ad fud applicats that have passed the iteratioal evaluatio threshold, but have ot bee supported due to the lack of availability of fuds. IMPACT OF RDI PUBLIC INVESTMENT AND POLICY COORDINATION BETWEEN THE CENTRAL GOVERNMENT AND THE REGIONAL GOVERNMENTS Ø The model of goverace referred i the Law ad the establishmet of the Coucil of STI Policy, its Executive Committee, facilitates this State RDI coordiatio. These actios are crucial to ehace the iteratioalizatio of the Spaish System of RDI ad its agets ad to cotribute to the cosolidatios of the ERA.

14 Diamizatio actios: Horizote PYME «HORIZONTE PYME» (Cetro para el Desarrollo Tecológico Idustrial). The HPYME SoE offers a clear added value to atioal ad regioal authorities as a reliable selectio of promisig compaies with iteratioal ambitio, meritig a Europea fudig but uable to achieve it, but still worth to be supported. These grats have bee positively evaluated (marked over 13) by the EC i their SME istrumet calls (H , 2016 ad 2017) but ot fuded. Limited for the phase 1, Spai has bee able to lauch at 3 atioal calls chaelled through the de miimis regime (< ). The HPYME grats goes up to betwee 40-90k ad fud viability studies icludig busiess plas. 14
