Strategic Plaig ad Commuity Cosultatio Commuity cosultatio is a essetial part of a effective strategic plaig process. The developmet of The Towship of Cetre Welligto s Priorities ad Iitiatives for cosidered the feedback of more tha 1,000 citizes through: Over 20 meetigs with commuity groups ad idividuals, such as the BIAs, etrepreeurs, mior sports, Fergus ad Elora fire fighters, high school studets ad our advisory committees. A 29-questio survey (olie ad paper) that wet to 1000 radomly selected households. A olie ad paper survey was also offered to the commuity at large. Survey respodets revealed three high-priority items they are willig to see more tax dollars spet: 1. Repairig roads 2. Repairig/replacig bridges 3. Supportig the ew hospital

3 Reliable Ifrastructure The Towship will maage ad upgrade the commuity s ifrastructure assets i a evirometally resposible way. 1.1 The Towship will replace or recostruct four bridges by The selectio of bridges for replacemet/recostructio durig this term will be based o the objectively-derived priorities i the Towship s asset maagemet pla. 1.2 Before the 2016 costructio budget, the Towship will idetify at least oe cadidate bridge for replacemet/recostructio by meas of alterative methods of desig ad/or procuremet ad/or alterative materials. 1.3 Through its aual costructio budgets, the Towship will udertake a steadily ehaced program of repavig roads throughout this term of Coucil. 1.4 Through its aual costructio budgets, the Towship will do more to coect existig eighbourhoods for pedestrias ad cyclists, by meas of sidewalks, trails, cyclig routes ad/or parks. 1.5 The Towship will coduct a feasibility study i 2016 to examie the busiess case for meetig the emergecy power eed at the Sportsplex by meas of a eergy co-geeratio solutio. 1.6 Throughout the term, the Towship will implemet a Tree Maagemet Program. 1.7 Throughout the term, the Towship will cotiue to implemet its Eergy Coservatio ad Demad Maagemet Pla. 1.8 The Towship will idetify the best optio for where to locate ad how to upgrade its public works ad parks operatios facilities. 1.9 The Towship will lobby the Otario Govermet that commercial water-takig should ot be permitted uless there is clear ad publicly available scietific evidece that there will be o sigificat impact o the quality ad quatity of our local water supply Towship staff will review ew opportuities to promote ad make muicipal water more accessible at evets ad i public places. As we pla, repair, update, ad add to Cetre Welligto s ifrastructure base throughout our term, we will: Udertake asset maagemet projects i the order of priority set out i the asset maagemet pla, subject to ew techical iformatio Icorporate the impact of climate chage i ifrastructure desig stadards, urba desig guidelies, etc. Cotiue to esure that developers ad developmet-derived reveues provide a full suite of moder ifrastructure, icludig park facilities i ew eighbourhoods Cotiue to urge the provice to restore permaet fudig to Cetre Welligto for the maiteace ad repair of Highway 6 through Fergus, ad to take resposibility for a solutio to Highway 6 cogestio

4 Healthy Growth The Towship will pla ow for its ievitable growth, so that we retai a vibrat ad accessible commuity ad our high quality of life i the future. 2.1 I 2016, the Towship will complete a growth strategy for the developmet aticipated by the year By 2018, the Towship will have completed ad adopted a update to its Official Pla, primarily i order to icorporate the 2041 growth projectios ad the recommeded developmet sequece. 2.3 The Towship will udertake a Trasportatio Master Pla i order to aticipate trasportatio ifrastructure eeds util I 2016, the Towship will prepare a Fire Service Master Pla i order to aticipate fire service facility ad equipmet eeds util I 2017, the Towship will idetify ad prioritize sports facilities which will be eeded to accommodate a growig populatio util 2041, as well as update the Parks, Recreatio, ad Culture Master Pla accordigly. 2.6 Based o the future growth-geerated eeds idetified i the studies oted above, the Towship will update its Developmet Charges Study ad bylaw. 2.7 I 2015, the Towship will complete ad adopt Urba Desig Guidelies. Throughout our term, as we prepare for Cetre Welligto s cotiued populatio growth ad developmet i accordace with Provice ad Welligto Couty s 2041 projectios, we will: Cotiue to idetify ad weigh the impact of growth proposals o our eviromet ad o existig eighbourhoods Esure smart, balaced growth through its Growth Maagemet Strategy. I combiatio with the Official Pla ad Urba Desig Guidelies, this strategy will esure that the pace ad desig of growth remai cosistet with the objective of retaiig Cetre Welligto s small-tow feel, while coformig to the priciples of the Provicial ad Couty requiremets. Through these plas we will work to defie ad measure what small tow feel meas to our commuity. Esure that services, icludig trasportatio ad servicig capacity will be plaed ad provided i advace of growth so that the impact of growth o our quality of life is miimized Esure that the pace of ew residetial growth does ot outstrip the pace of ew local job creatio Esure that developer-derived reveues, rather tha existig taxpayers, pay for the expasio of services required by growth

5 Ecoomic Prosperity The Towship will help the busiess commuity to excel ad expad, ad to create jobs, so that Cetre Welligto s ecoomic vitality keeps pace with its populatio. 3.1 Begiig i 2016, a campaig will be lauched to market the pletiful supply of property i Cetre Welligto for ew idustrial ad commercial busiesses. 3.2 I 2015, the Ecoomic Developmet Task Force will be requested to review the muicipal fees ad charges applicable to ew idustrial ad commercial developmet ad make recommedatios to Coucil. 3.3 Over 2016 ad 2017, the Ecoomic Developmet Task Force will be requested to explore ad recommed appropriate actio i several areas: o programs for promotig etrepreeurship ad for coachig ad traiig ew local etrepreeurs, icludig youg etrepreeurs o the potetial for a icubatio cetre ad/or support services for ew local micro-busiesses o potetial parterships to icubate ew agriculture-related busiess ad promote more local agricultural research 3.4 I 2016, the Towship will review the rage of o-farm small busiess uses permitted i its zoig bylaw. 3.5 Durig the term, the Towship will work with Fergus/Elora Tourism to measure the results of tourism promotio activities, improve effectiveess, ad icrease commuity egagemet i support of tourism. The policy will eable the Towship to respod expeditiously, cosistetly ad resposibly to proposals from our varied ad active commuity orgaizatios, ad will emphasize the Towship s reliace o commuity iitiative for projects of this sort. It will iclude requiremets for: o a substatial demostrated level of commuity support for the proposed project, icludig substatial fiacial ad/or i-kid cotributios o a review of the ogoig operatig costs, if ay, to the Towship which may arise from the proposed project o a assessmet of the commuity s eed for ad beefit from the proposed project o a assessmet of how the proposed project aligs with the priorities set out i Coucil s Priorities ad Iitiatives ad i the Towship s various master plas such as the Parks, Recreatio ad Culture master pla. 4.2 O the basis of this commuity project parterships policy, durig this term of Coucil, the Towship will be particularly prepared to respod to: o proposals that ehace the atural eviromet ad the appreciatio of our atural eviromet by residets ad visitors o proposals that ehace pedestria ad cyclist safety o discussios ow takig place amog Cetre Welligto s commuity cultural orgaizatios toward a potetial cooperative cultural resource cetre o programs which support local etrepreeurship 4.3 O the basis of this commuity projects parterships policy, the Towship will actively meet with youth groups ad relevat commuity orgaizatios to explore their priorities ad iitiatives for Cetre Welligto s youth. 4.4 O the basis of this commuity projects parterships policy, the Heritage Committee will be asked to idetify ad prioritize potetial heritage coservatio projects for the remaider of the term ad beyod. 4.5 I 2015, the Towship will revise its commuity loas policy, askig applicats to preset a busiess case ad evidece of havig explored other possible ledig sources before approachig the Towship. As the Towship supports commuity iitiative, we will: Cotiue to actively promote the advatages of Cetre Welligto s geographic locatio, quality of life, uique eviromet ad diverse make-up Recogize that the commitmet of voluteers ad commuity orgaizatios has bee essetial to this commuity.
