2 EXECUTIVE SUMMARY The 7th Aual Mieral Plaig Survey, AMPS 28, has bee produced i the cotext of a revised Natioal Plaig Policy Framework (NPPF) ad a broadly flat demad for aggregates durig 27. Over this period, crushed rock sales still represeted more tha twice those for sad ad gravel across Great Britai. Demad for lad-wo sad ad gravel cotiues to outstrip the amout of ew reserves beig permitted, with the -year average repleishmet rate decreasig to 53%. Durig 27, ewly coseted sad ad gravel reserves represeted just 24% of aual sales. I the case of crushed rock, the -year average repleishmet rate has reduced sigificatly to 69%, with ew reserves permitted i 27 represetig just 3% of 27 sales. As with previous AMPS reports, the latest data sigals that the log-term reserve base upo which the aggregates sector is so depedat remais uder pressure. The umber of applicatios for ew mieral resources submitted by the idustry cotiues to be low, reflectig the cumulative costs of obtaiig access to lad ad the ecessary permissios ad permits, together with the uderlyig political ad ecoomic ucertaity. The -year average time take to determie a mieral plaig applicatio, excludig pre-applicatio discussio, is 6 moths for both sad ad for crushed rock. Oce the pre-applicatio discussios are icluded, this period exteds to aroud 29 moths. However, the overall time take from applicatio preparatio through to implemetig a coset ca be sigificatly loger. Typically, it ca take betwee 5 to 5 years to covert a ew site from exploratio ito a active, operatioal cocer. The absece of a strategic approach to forecastig eed ad providig for future demad results i icosistecies ad tesios betwee mieral plaig authorities ad the Aggregate Workig Parties, which i tur creates ucertaity for idustry i committig to log term developmets. There is a cotiued ad clear desire from both local authorities ad from idustry for the Natioal ad Sub-atioal Guidelies for aggregates provisio to be updated to support the Maaged Aggregate Supply System (MASS). The MPA s Log term aggregates demad & supply scearios, idicates that a cumulative total of betwee 3.2 to 3.8 billio toes of costructio aggregates are likely to be required by 23 to support ecoomic growth ad developmet across Great Britai. To secure the supply of these materials will require active maagemet, supported by data to moitor performace, to esure the right resources are made available i the right place ad at the right time. If there is o reversal i the reported tred of dimiishig reserves, it is ievitable that icreasig tesios i maitaiig future supply will emerge. THE KEY FINDINGS OF THE REPORT ARE: 2 Sales Total sales of lad-wo sad ad gravel decreased by.4% i 27 while sales of crushed rock icreased by.5%. O balace demad for lad-wo aggregates was broadly flat durig 27. Repleishmet of sad ad gravel reserves Oly 24% of sales were repleished through ew permissios i 27. The rollig -year average for the repleishmet of lad-wo sad ad gravel reserves further decreased to 53% (from 62% i 26), idicatig that sales cotiue to outstrip the amout of ew reserves permitted. Repleishmet of crushed rock reserves The -year average for the repleishmet of crushed rock reserves was 69% i 27, a reductio from 6% i 26. Oly 3.2% of 27 sales were replaced by ewly permitted crushed rock reserves. This sigificat reductio i repleishmet was aticipated with the sigificat ifluece of Scottish reserves coseted i 27 droppig out of the -year average. Number of plaig applicatios There has bee a slight icrease i submissios for sad ad gravel i 27 (5 sites) compared to 26 (3 sites), the majority beig for extesios at existig operatios. The umber of crushed rock applicatios decreased (4 compared to 5 i 26). A further 9 applicatios (23 i 26) were made for time extesios, S73 applicatios ad similar matters to maitai existig operatios. Appeals For the first time i several years MPA members recorded 2 appeals i 27. Number of plaig decisios The umber of determiatios for mieral applicatios cotiues to be relatively low (a total of approvals ad 5 refusals, across both sad ad gravel ad crushed rock sites) compared to the heights of 28/9 (3+ sites). 27 saw the highest umber of refusals sice 23. Time take to obtai permissio It takes 29.4 ad 29.9 moths respectively to secure permissio for both sad ad gravel ad crushed rock reserves, based o a -year average. The data for 27 suggests that sad ad gravel determiatios took 4 moths less tha for those determied i 26. The sad ad gravel data also show that the time to issue cosets post-committee determiatio has icreased, perhaps a partial reflectio of decreasig local plaig authority resources ad icreasig complexity ad iformatio requiremets. Numbers of Core Strategies/ Developmet Plas adopted The 24 Plaig ad Compulsory Purchase Act required that full pla coverage be i place withi three years. However, as of August 28, 9 out of 8 (8%) Eglish Local Plaig Authorities had a adopted Core Strategy/Local Pla, with 22 out of 25 (88%) Welsh Local Authorities havig a adopted Local Developmet Pla. Pla Allocatios Over the past years to 27, 44% of all ew permissios issued were for sites that had ot bee allocated i mieral plas. I 26, the figure was 48%.

3 INTRODUCTION AMPS 28 is the latest i a series of aual reports produced by the Mieral Products Associatio (MPA), iformed by a survey of the plaig activities of the membership across Great Britai i 27. MPA members are resposible for % of UK cemet productio, 9% of GB aggregates productio, 95% of asphalt ad over 7% of ready-mixed cocrete ad precast cocrete productio. It also represets other essetial primary materials such as idustrial sad, lime, ad dimesio stoe. The objective of the AMPS survey is to update ad report aual statistics that are relevat to the mieral plaig processes withi Great Britai. These processes support the delivery of the permitted reserves which ultimately sustai the mierals idustry ad those activities that rely o it, primarily costructio ad maufacturig. Attetio is draw to other reports produced by the MPA which evidece the Sustaiable Developmet performace of the idustry, the cotributio it makes to the UK Ecoomy, ad other idustry achievemets i relatio to quarry restoratio ad biodiversity. Some of the data relate oly to costructio aggregates, which represet by far the largest elemet of mieral extractio activity i Great Britai. The plaig applicatio statistics relate to all plaig applicatios submitted by MPA members ad iclude data for aggregates ad other mierals (soft sad, high PSV ad idustrial materials such as cemet, clay, dimesio stoe ad silica sad). Each figure sets out the scope of the iformatio that is preseted ad the variatios betwee the topics reflect the historical data that ca be draw upo. This is pricipally because the AMPS report is cotiually evolvig i respose to commets received. Cosequetly, some data has oly bee collected relatively recetly, whilst other data goes back to the 99s. The overall objective is to produce a documet that is useful to all those ivolved i plaig for mierals, primarily aggregates. the sustaiable future supply of essetial mierals caot be assumed, it requires effective plaig, moitorig ad maagemet 3

4 THE REVISED NPPF AND THE FUTURE OF MINERAL PLANNING The eed to esure a steady ad adequate supply of aggregates ad idustrial mierals has arguably ever bee stroger, particularly cosiderig the Govermet s priorities for housig ad ifrastructure. The importace of a resiliet supply chai of raw materials icludig mierals over the medium ad log term, which was idetified i the recetly published Idustrial Strategy Costructio Sector Deal ad the idustry-produced UK Mierals Strategy, has ow bee further reiforced by the policies cotaied i the revised versio of the Natioal Plaig Policy Framework (NPPF) published i July 28. While this uderstadably focuses o Govermet s priorities aroud housig, i doig so it is tellig that the NPPF also recogises that the sufficiet supply of mierals to provide the ifrastructure, buildigs, eergy ad goods that the coutry eeds is essetial. The cotiuig eed for mieral plaig authorities to pla for a steady ad adequate supply of aggregates ad idustrial mierals reiforces the fact that supply caot be assumed, but eeds to be plaed, moitored ad maaged to esure that the right mierals are made available i the right place ad at the right time to support Govermet s priorities aroud housig ad ifrastructure. This was reflected i statemets made by the Govermet i respose to cosultatio resposes amely; The Govermet ackowledges the support for a effective plaig policy for mierals ad the eed to facilitate security of supplies, ad the fial Framework recogises that a sufficiet supply of mierals is essetial. The Govermet recogises that plaig for mierals is essetial to icreasig the supply of housig ad other developmet, ad that without updated guidelies, there is a real risk of uder-provisio ad possible sterilisatio of mieral resources the case that has bee made for revitalisig the MASS The Govermet iteds to explore these issues after the publicatio of the Framework. It is becomig icreasigly clear that the MASS system is strugglig to perform i the cotiued absece of updated Natioal ad Sub-atioal Guidelies that provide a clear ad strategic statemet of future demad ad eeds for costructio aggregates. Without this, there is greater risk of uderprovisio resultig from local subjectivity ad iterpretatio aroud what costitutes eed. Furthermore, there have also bee cases where draft mieral plas have bee withdraw just prior to Examiatio after several years of effort for similar reasos. These issues arise because the curret backwards-lookig LAA system which attempts to forecast future mieral eeds based o past, ad recessioary, sales figures, is uable to properly cosider future mieral demad. Cosequetly, the absece of a strategic approach results i icosistecies ad tesios betwee mieral plaig authorities ad AWPs, which i tur creates ucertaity for idustry i committig to log term developmets. 5 the Aggregates Moitorig Survey 24 (AM4), udertake by the British Geological Survey o behalf of (the) DCLG ad Welsh Govermet, suggest that this forms part of a loger-term declie, with a 44% reductio i all aggregate reserves i Eglad ad Wales over the period 2 to 24 ad a 2% reductio sice 25 (see Figure ). Total permitted reserves are ow less tha 4 billio toes for the first time i over 3 years of reported data. The tred i uderrepleishmet reported through the AMPS process suggests that these figures will cotiue to fall, ad uless reversed has the potetial to result i serious implicatios for the ability of the mieral products sector to maitai essetial supplies. The uderlyig priciple of a adequate ad steady supply of aggregates for costructio ad the ecoomy has uderpied the mieral plaig system ever sice through the developmet of MASS which historically has bee a top dow predict ad provide system, apportioig future supply requiremets idetified by Natioal ad Subatioal Guidelies. However, the cotiued uder repleishmet of reserves reported i AMPS reports idicates that this system cotiues to be subject to pressure from a rage of factors, some beig iteral to mieral operators ad others exteral. EXTERNAL FACTORS There is a reducig profile of mieral plaig i cetral govermet (capacity & expertise), which coicides with a 44% reductio i all aggregate reserves i the period 2 to 24. MASS recogises the eed for aggregates provisio to be plaed, moitored ad maaged. This historically has bee a top dow predict ad provide system, apportioig supply through Natioal ad Sub-atioal Guidelies. Aggregates Workig Parties (AWPs) have historically esured, through the applicatio of the Guidelies, that iter-regioal flows maitai a key role i esurig a steady ad adequate supply aroud the coutry. However, with the Guidelies out of date the origial top dow approach has bee eroded, requirig a more bottom up approach that employs Local Aggregate Assessmets (LAAs) iformed by historic sales. Evidece ad data are required to iform the preparatio of soud plas which allocate sites for future extractio. Moitorig data have historically bee derived from the AMRI surveys, recetly discotiued by ONS, ad the AWPs who are ow wholly depedet upo iformatio preseted i LAAs. The LAAs are backward lookig as mieral plaig authorities ad AWPs are ot equipped to adequately or robustly quatify future demad ad coordiate supply betwee areas, ad so rely almost exclusively o historic sales as a guide to future demad. AWPs provide a critical role i coordiatig the delivery of MASS but have o log-term certaity which reduces their effectiveess. 6 INTERNAL FACTORS Aecdotally, it is suggested by MPA members that: I geeral, idetifyig ad securig access to workable sad ad gravel resources is becomig more difficult. The absece of full Mieral Local Pla (MLP) coverage, particularly allocatio of sites, meas icreased busiess risk ad a lack of cofidece to ivest, particularly give the uderlyig ecoomic ucertaities that exist. The absece of adopted MLPs delays dates i optio cotracts for applicatios to be submitted by operators. Regulatory complexity meas that lead-i times for ad cost of preparig applicatios are growig. O lad teure, there is a cotiuig shift away from freehold towards leasehold. Cosequetly, gettig ladlord coset to a scheme ca ofte be more difficult tha gettig the plaig permissio itself. O lad use aspiratios, lad owers are icreasigly lookig for higher value developmet rather tha mierals. Cosequetly, there is a reluctace to put lad forward to MLPs. Ecoomically, ladower reveue from mieral workig is ot deemed attractive. Chagig corporate behaviours, iflueced by the uderlyig ecoomic climate, have resulted i a shift towards shorter term plaig horizos. POTENTIAL OUTCOME Costraits o future supply have already emerged locally, with costructio aggregates havig to travel further to meet demad, ad these costraits are likely to icrease especially with curret ambitios for housig ad ifrastructure. There is a clear desire from local authorities ad from idustry for the Natioal ad Sub-atioal Guidelies that provide the strategic cotext ad statemet of eed for aggregates to be urgetly updated. The absece of a strategic approach results i icosistecies ad, i tur, tesios betwee mieral plaig authorities ad AWPs, hece the importace of cetrally derived demad estimates defied through Natioal Guidelies. The decliig ifluece of Cetral Govermet i mieral plaig also creates ucertaity for idustry i committig to log term developmets. It is otable that recet Govermet proposals resultig from the Housig White Paper have ackowledged the eed for a soud ad cosistet evidece base alogside mechaisms to quatify future housig eeds to support the timely ad effective delivery of local plaig processes for housig. The same requiremets equally apply to the mierals that are eeded to realise the ambitios aroud housig delivery. These developig tesios are evideced by the delay ad eve withdrawal of some local mieral plas after several years of developmet. I oe case, this occurred just prior to the draft pla goig through Examiatio due to political cocers aroud the potetial for overprovisio, compouded by a reliace o backward lookig data preseted i the LAA. These delays are costly to both the local tax payer ad to idustry, ad create further doubt ad ucertaity aroud the effectiveess of the Pla led system. With up to date Natioal ad Subatioal Guidelies there would be clear ad cosistet startig poit from which to deliver the steady ad adequate supply of aggregates that are required to support log term ecoomic growth ad developmet, as recogised by the Natioal Plaig Policy Framework. WHAT IS NEEDED The basic approach of pla, moitor ad maage remais valid ad is best oversee ad coordiated by the Miistry of Housig, Commuities ad Local Govermet, supported by a Natioal Aggregates Coordiatig Group, give the characteristics of both the mierals that are produced ad the costructio sector that is beig supplied. Reliace o a backward lookig, local approach, particularly give the regioal imbalaces betwee mieral supply ad demad ad local political priorities, risks uder-provisio ad the cost-effective delivery of housig ad ifrastructure. To esure a steady ad adequate supply of mierals, there remais a urget requiremet to revitalise MASS by providig: Leadership i cetral Govermet to provide statemets of eed, ad coordiatio of moitorig; Icreased mieral plaig capacity with MHCLG; Log-term fudig providig certaity to the AWPs; Log-term commitmet to data collectio (AMRI/AM); Log-term forecasts of future eeds, that cosider future demad both baselie growth ad to support priority policy areas (housig & ifrastructure). 6

8 SECTION ONE AGGREGATE SALES AND REPLENISHMENT. SALES Figure 3 has bee derived from sales data provided by MPA members, which typically represets 9% of the total GB primary aggregates market. It shows that primary aggregates sales cotiue to icrease towards 27, pre-recessio, levels with crushed rock aggregates recoverig more rapidly tha sad ad gravel. However, durig 27, lad-wo sad ad gravel sales (4.5 Mt) were.4% lower tha the previous year, while crushed rock sales (99.6 Mt) were.5% higher. Millio toes Figure 3. As a cosequece, the -year average repleishmet rate for crushed rock stads at 69% (see figure 7), dow from 6% i 26. This reflects the sigificat cotributio of Glesada permitted i 27 fallig out of the -year average. 9

12 SECTION TWO PLANNING ACTIVITY 2. NUMBER OF APPLICATIONS A total of six applicatios for ew sad ad gravel sites were submitted i 27, ad ie applicatios were made for extesios to existig quarries uchaged from 26. By cotrast, 24 saw oly oe applicatio for a ew site ad five extesios beig submitted, represetig a all-time low i idustry submissios. 25 Figure 8. 13 Figure shows the umber of Review of Old Mieral Permissios (ROMP) submissios ad Sectio 73 (Sectio 42 i Scotlad) applicatios that have bee made each year. Five ROMP submissios were made durig 27 (four i 26) ad 4 Sectio 73/42 (26 i 26). Of the Sectio 73/42 applicatios seve (7 i 26) were for extesio of permissio term. These figures probably reflect the cotiuig impact of the recessio, where sites have bee operatig at reduced levels of output ad /or mothballig. 6 Figure. It would still appear to be the case that where a refusal recommedatio seems ievitable, the most likely outcome would be the withdrawal of the applicatio. 3

14 SECTION THREE PLANNING AUTHORITY PROCESSES 3. NUMBER OF DETERMINATIONS Approvals for sad ad gravel icreased to ie durig 27 compared to seve durig 26. However, there were five refusals i 27, followig o from two i 26 which represeted the first refusals sice 22. This is the highest umber of refusals sice 23 (five). This will eed to be moitored closely to see if this is a tred. For crushed rock there was a sigle approval (three i 26). Figures ad 2 idicate that the umber of sad ad gravel applicatios beig determied cotiue to remai below pre-29 levels. With five applicatios refused i 27, the average approval rate for sad gravel applicatios over the period 999 to 27 stads at 9%, while for crushed rock it is 96%. However, these figures should ot mask the fact that of those sad ad gravel applicatios determied i 27, 36% were refused, compared to 2% i 26. It is ecouragig that the time required to get sad ad gravel applicatios to determiatio oce submitted has reduced further to eight moths i 27 (compared to 2 moths i 26). However, of cotiuig cocer is the exteded period it is takig to issue plaig cosets post determiatio, with sad ad gravel cosets takig eight moths (five i 26) ad crushed rock cosets takig 6 moths. Aecdotal evidece cotiues to suggest that a cotributory factor to these exteded periods ca be local authority plaig ad legal staff resources ad experiece. The -year average time for a permissio to be issued is 29.4 moths for sad ad gravel ad 29.9 moths for crushed rock. It is importat to ote though, that the permissio phase represets just oe part of a wider site developmet process that ca take to 5 years to complete (see figure ). Moths Figure 4. I Wales, 22 out of 25 (88%) Local Developmet Plas have bee adopted. The 24 Plaig ad Compulsory Purchase Act required that full pla coverage be i place withi three years, ad it is clear this has ot bee achieved.
