4 Project Background Partnership with CFPUA to install sewer, permanently remove the need for septic Why? To address failing septic. 2 nd highest rate in NHC. Address adverse environmental impact, public health risk, financial burden Soil, drainage conditions also bad for septic NHC received low-interest loan from NCDENR Similar project slated for Marquis Hills

Starting in August CFPUA contractor TA Loving Company Mobilize first (put materials on site, prep work) Install 15,000 linear feet of gravity sewer lines New pump station at end of Carl Seitter Drive Install 9,500 linear feet of sewer force main Water lines also being installed at same time Barring weather, expected to take months
7 3. How will I be impacted? 4. What streets will be affected? Major impacts: Roads, easements on your properties Roads will be disrupted. Repaved after completion. Carl Seitter, Bermuda, Jamaica and Heritage Park Drives Fulbright, Olive, Danie and Emily Streets. Pilgrim Circle. Castle Hayne, Blue Clay, Fairfield, Spring and Nassau Roads Access to driveways could be blocked temporarily Crews will accommodate as quickly as possible Coordination with school buses, trash, first responders
8 3. How will I be impacted? 4. What streets will be affected? Work hours: 7 am 7 pm, Monday-Friday Some work may go past 7 pm. Once started, can t stop. Example: Open trenching. Must finish. Can t leave open. Work conducted within property easements Construction and/or temporary placement of materials If construction work impacts a driveway, ditch, culvert or yard, contractors will restore areas to their original conditions

11 5. Why are water lines being installed? Public outreach revealed many desired public water Wells in close proximity to new sewer lines Water lines added to the project Eliminates the need to come back at a future date Eliminates the need to disrupt repaved streets Reduces future inconvenience Will save time, costs for all parties
12 6. What happens after construction is completed? 7. My well, septic are OK. Why do I have to connect? 1. \ Mandatory Connection process. Requires connection to systems if a property is within 500 of water, sewer lines. Used by cities, counties, authorities Pays for construction, maintenance of infrastructure Why? New mains costs more than $1 million/mile Allows costs to be spread over larger group, making them more affordable overall Enables extension of essential services to more areas CFPUA will mail letter well in advance, hold public information meeting, mail packages to customers with all necessary information, documents
13 8. How much is connecting likely to cost? Current residential charges are: System Development Charge, Sewer*: $2,460 *If impact fee has not been paid Covers investment into system, amount of capacity needed Sewer Connection Fee: $2,200 7/17 Note: (UNDER REVIEW) System Development Charge, Water: $1,920 Covers investment into system, amount of capacity needed Water Connection Fee: $2,100 Other fees: New Customer, Meter Set fees apply Flat or metered rates for sewer usage Private connection from home to meter. Private or personal work (if requirements are met).
14 9. Will there be financing that can help me pay? CFPUA offers financing for the System Development Charges (SDCs), connection fees SDCs: May be financed for eight years at 5% Requires 10% down payment Connection fee: May be financed for eight years at 5% Requires 10% down payment, $250 meter set fee Additional loan processing fees apply Financing may also be available through the New Hanover County Water and Sewer Revolving Loan Program
15 10. Can I delay my connection? Connection deferral offered Three years, with potential for another 3-year extension Not a true deferral. Requirements include: Financial payments Permits approved by New Hanover County Bacteriological tests submitted to CFPUA Payment of System Development Charges Bi-monthly Availability Charges (Base Rates) Applications, additional information will be available on Heritage Park Project page under Quick Links.
