1 GENERAL SPECIFICATIONS Southcentral Region PR Dozer Line Construction I. SCOPE OF WORK: The P e n n s y l v a n i a Game C o m m i s s i o n ( PGC), S o u t h c e n t r a l R e g i o n, r e q u i r e s bulldozed fire lines to be constructed in a forested area. Services shall include, but not be limited to, the furnishing of all materials, labor, superintendence, tools and equipment for the construction of bulldozed fire lines as per the attached specifications. The contractor is required to provide the equipment, labor, insurance, and all miscellaneous expenses to complete the operation. CONTRACT TASKS: A. Project Locations: 1. McKees Gap South, within State Game Lands No. 049, Union Township, Fulton County. N , W Rock Pile, within State Game Lands No. 099, Cromwell Township, Huntingdon County. N , W Tussey Mountain, within State Game Lands No. 118, Porter/Woodbury Townships, Blair/Huntingdon Counties. N , W Deliverance, within State Game Lands No. 131, Warriors Mark Township, Huntingdon County. N , W Flat Top, within State Game Lands No. 261, Broad Top Township, Bedford County. N , W

Create approximately 45,409 linear feet of new dozer line a minimum of eight (8) feet wide and a maximum of twelve (12) feet wide by bulldozing rocks, soil, standing trees, downed dead wood, and organic material down to mineral soil on the designated areas. Material removed shall be feathered to the outside of the dozer/fire line and away. Dozer/fire line must be navigable by UTV. See attached maps. C. Contractor shall comply with Attachment 1, Dozer Line Specifications III. SITE INSPECTION AND ASSISTANCE: A. A two-day, one-time-only site tour for prospective bidders will be conducted by PGC personnel on Thursday, March 16, 2017 and Friday, March 17, 2017, beginning at 9:00 AM at the PGC Southcentral Regional Office, 8627 William Penn Hwy., Huntingdon, PA (N , W ). Southcentral Regional Office is located on SR 22, William Penn Hwy., approximately.4 miles west from the intersection of SR 22 and SR 26. Notification of attendance is required by 3:00 PM Monday, March 13, Notification is to be made with Assistant Regional Forester Brent McNeal at number above. If no one schedules to meet the tour will be cancelled. PGC recommends potential bidders to visit project site locations. IV. CONTRACT REQUIREMENTS: A. All work must be completed by June 25, B. No extensions will be granted. C. The contractor agrees to comply with all attachments. D. The Operator is obligated to furnish equipment, materials, support equipment, and personnel necessary to produce a dozer line with the specification herein, Contract Requirements and Dozer Line Specifications. The Operator maintains responsibility for an entire project even if another organization is providing part of the equipment and/or personnel. E. As further guarantee of faithful performance of the conditions set forth in this Contract, the successful bidder hereby agrees to furnish the Commission, within 10 days of bid award, with a Certified or Bank Check, or Irrevocable Letter of Credit, payable to the Pennsylvania Game Commission, in the amount of $3, F. Failure to comply with any of the terms or conditions of the Contract may result in cancellation of the agreement and claim may be made against the surety or the security for all or part of the damages sustained by such noncompliance. G. Any extension of time under the Contract, or forbearance of cancellation and claim against the surety will not result in a release of the surety or the Principal from their obligations under the Contract and the surety. H. The contractor shall comply with all State Game Lands regulations. I. An emergency spill kit, large enough for equipment being used, must be available on site at all times during active operations. 2
3 V. INSURANCE REQUIREMENTS: A. The contractor will provide Worker s Compensation insurance sufficient to cover all of the employees of contractor working to fulfill this contract. B. Comprehensive General Liability Insurance, including bodily injury and property damage insurance, to protect the Commonwealth and the contractor from claims arising out of the performance of the contract. The amount of Bodily Injury Insurance shall not be less than $300, for injury to or death of persons per occurrence. The amount of Property Damage Insurance shall not be less than $300, per occurrence. Such policies shall name the Commonwealth as an additional insured. Prior to the commencement of work under this contract, the contractor must provide the Commonwealth with current Certificates of Insurance. These Certificates shall contain a provision that coverage afforded under the policy shall not be canceled or changed until at least thirty (30) days prior written notice has been given to the Commonwealth. HOLD HARMLESS: The contractor shall be responsible for and agrees to indemnify and hold harmless the Commonwealth from and against damages to property or injuries (including death) to any persons and other losses, damages, expenses, claims, demands, suits, and actions by any party against the Commonwealth. VI. DAMAGE TO COMMENWEALTH PROPERTY: The Contractor shall be responsible for any damage to Commonwealth property resulting from the improper use of equipment for this habitat project. The Contractor will be given one (1) written warning that damage is becoming excessive and if the action continues damages will be assessed. A. TIMBER DAMAGES When, in the opinion of the Regional Forester, damage to the residual stand becomes excessive the Contractor shall pay the Commission a fair base current value determined by the Regional Forester per unit of volume. If this value for damage due to Contractor s carelessness or negligence is less than $10.00 per tree then a minimum charge of $10.00 per tree will be made whether the tree is commercial, non-commercial, merchantable or non-merchantable. B. COMMISSION FACILITIES - Contractor shall immediately repair, in a manner that meets with the approval of the Regional Forester, any damage to Game Land roads and other facilities, including access roads, resulting from their use for this fire line construction operation, general wear and tear excepted. Regional Forester may notify the Contractor in writing to temporarily discontinue use of any of the above whenever, in their opinion, such action is necessary to prevent serious damage. VII. BID AWARD: Bids are to be submitted electronically thru the Commonwealth s PA Supplier Portal system by 2:00 PM, Wednesday April 5, If you have not registered as a vendor with the state, you must do this first at before submitting an electronic bid. 4 This bid must include the Unit Price per Foot (linear) as well as a Total Price. The bid will be awarded on a lump sum total of the entire project. The work may begin upon receipt of an approved Purchase Order and the posting of a performance bond. All work must be completed by June 25, No extension of time will be awarded. The Commission reserves the right to reject any and all bids and to choose the bid that, in its sole opinion; best meet the needs of this project. ALL VENDORS WHO CONDUCT BUSINESS WITH THE PENNSYLVANIA GAME COMMISSION MUST HAVE A VENDOR NUMBER ASSIGNED TO THEM IN ORDER TO RECEIVE PAYMENT FROM THE COMMONWEALTH. Vendors may access the website or phone (877) or (717) or ra-srmhelp@state.pa.us for assistance to register as a new vendor or, if you are an existing vendor, to change a main or remit to address. This is a Department of General Services (DGS) website so you need to contact them directly if you have any problems with the website. The bid as a unit price (total price & per foot price) shall include all labor, equipment, tools, insurance and all items necessary for the completion of the project. VIII. PAYMENT TERMS: Payment shall be on a reimbursement basis for the actual length of dozer line created and rehabilitated pursuant to the contract specifications as determined by a PGC forestry representative. Actual length of dozer line will be calculated using GIS/GPS technology. Only work successfully completed to the specifications will be paid by the agency. 4
5 Attachment 1: DOZER LINE SPECIFICATIONS 1. SCOPE This work involves the clearing and grubbing of dozer line fire breaks at designated locations on State Game Lands No. 049, 099, 118, 131, & 261. The location of the dozer line fire breaks are designated by pink paint dots on trees which marks the approximate center line of the break. Trees, brush, and debris need to be pushed to the outside edge of the burn unit. Brush and debris should not be placed inside the planned burn unit area. These terms and conditions will apply to all locations where practical except when adjacent to the property boundary. Brush must be placed in rows with numerous breaks in the row of brush. Piling of the brush is not acceptable. The contractor is expected to maneuver around the larger trees. The location of each project is detailed on the attached maps. 2. PROCEDURE & TERMS A. The contractor is required to use a D-4 or larger equivalent dozer with a six way blade or bucket to clear the brush, small trees and soil humus from the site. The finished width of the fire break is to be a minimum eight feet (8 ) and maximum of twelve (12 ). All fire breaks are intended to be used as access fire breaks/access trails and as such they must be navigable by a 6-wheel UTV. An approximate 45,409 linear feet of new dozer line fire breaks will be constructed. B. Erosion control will be obtained by placing water bars or intercept dips at the recommended spacing based on the slope of the site. The contractor is responsible for installation of the water bars. The Regional Forestry staff will be available to designate locations of all water control devices. C. Damage to existing infrastructure (roads, trails, food plots, etc.) will be the repaired by the contractor, at their expanse, to the pre-existing or better condition. D. The contractor is responsible for contacting PA One Call (8-1-1) at least three (3) business days prior to any earth moving activities or hauling to insure all utility lines are clearly identified. For more information, visit Failure to provide adequate lead time will delay the start of the project. E. Access gates to the project areas will remain closed at all times. F. The following will be No-Work Days during the contract period: 1. The opening day and all Saturdays during spring gobbler season, including the youth spring gobbler hunt. G. Attachment 1 contains maps that provide location and specific site information for the dozer line areas. H. Dozer line centerline is marked with Pink paint dots. Dozer line may deviate 15 feet in either direction of centerline due to conditions on the ground. I. The contractor shall comply with all State Game Lands regulations. J. Contractors will not remove anything from the property including flora, fauna, artifacts, timber or fuel wood. K. The contractor will remove all trash and garbage, personal and otherwise, generated from the work performed. Burning is not permitted on the State Game Lands. 5
6 L. An emergency spill kit, large enough for equipment being used, must be available at all times during active operations on the projects sites. M. The contractor will notify Assistant Regional Forester Brent McNeal three days (72 hours) prior to beginning and completion of the project work. The contractor may work at times other than the schedule of the PGC forestry representative. N. The PGC forestry representative will regularly inspect the work and may direct contractor to regrade certain sections of the dozer line to meet required specifications. Contractor is encouraged to be present at this inspection. O. Final inspection of the dozer line project will be conducted by the PGC forestry representative. The contractor may be present at the final inspection. Upon successful completion of the required work, payment will be released to the contractor. 6
