1 Expanding the Horizons of Payment System Development Rio de Janeiro II Conference Room Preliminary Agenda Tuesday, March 15, SESSION I: CHALLENGES IN REFORMING NATIONAL PAYMENT SYSTEMS The National Payments System comprises several integrated mechanisms that, together, satisfy the business needs of the financial and real sectors of the economy for transferring value between counter-parties in a secure, efficient and reliable manner. As such, it is a national asset that enhances the commercial reputation of the country, improves the investment climate, strengthens the image of the banking sector, and provides a much needed vehicle for increasing economic growth and improving welfare. In the first session of the program, World Bank specialists, Authorities and Market players describe the key elements of a structured strategic process for modernizing the national payments system, focusing on the delivery on tangible benefits. Recent developments in payment systems around the World are illustrated in the presentation of the results of the new iteration of the World Bank Global Payment system survey. Finally, the panel discusses some of the challenges encountered in reforming payment systems in recent years. A poorly designed system can exacerbate crisis by generating and/or transmitting disturbances of a systemic nature to the broader financial sector. Conversely, a sound system can mitigate financial crises by reducing or eliminating settlement risks related to financial markets transactions, in particular credit, liquidity and operational risks. The session will host the intervention of international experts who will highlight the role payment and other settlement systems have played in the context of the recent crisis in financial markets. New approaches in a number of key areas will be presented towards the definition of a new paradigm for financial market infrastructure. 1

Session III investigates on these trends from three perspectives. The first panel discusses the important achievements in enhancing the safety of foreign exchange settlement at both the international and domestic level and analyzes some of the challenges, moving forward. The second panel reflects on the fact that countries in several regions or sub-regions around the world have implemented, are implementing or are considering forms of integration of their payments and securities settlement systems. 6 Thursday, March 17, SESSION V: RETAIL PAYMENT CIRCUITS AND PRODUCTS AT THE SERVICE OF END-USERS The final session of the conference is part of the CPSS-World Bank recently launched Forum on Retail Payment Systems and Services. The existence of a wide range of payment instruments is essential to support customers needs in a market economy. A less than optimal use of these instruments may ultimately have a negative impact on economic development and growth. Efforts to significantly and successfully expand the range of available payment instruments rely on the existence of efficient, convenient and safe payment systems and circuits. Top experts will discuss the key areas that affect the retail payments sector from a developmental perspective.
