Four Thousand Three Hundred Eighty Eight only ) And the amount of tender form fee including e-tendering charges & Vat is Rs.714 /- ( Rs. Seven Hundred Fourteen only). The amount for tender form fee & earnest money to submit as per E Tendering Procedure and online receipt for the same should be uploaded with the tender document along with technical bid. Upon doing so, you shall be able to view the funds remitted by you through NEFT/RTGS as available balance. 2. Please proceed to make the payment. Upon doing so, the required amount to be paid through the Document fee/emd, shall get appropriately deducted from the available balance and payment shall be confirmed real time. 3. A receipt number would also get generated after successful payment. 4. Kindly note that the payment is required to be made one day before you would like to make the document fee/emd payment through our portal.

6 5. Tender who do not deposit earnest money in one of the above acceptable forms shall be summarily rejected. ISSUE OF BLANK TENDER FORMS : i) Blank tender will be available on website or tmc.abcprocure.com. from date 27/08/2014 to 16/09/2014 up to Hours ii) All tenders are cautioned that the tenders containing any deviation from the contractual terms and conditions, specifications and other requirements and conditional tenders will be rejected. Please get in touch with e-procurement support team in case any clarification is required. Note for Contractors/Bidders : It will be solely upon the bidder s choice to select any of these payment options best suited to him. It is understood that the bidder is aware of the payment cycle and other technical requirements/ payment process under each of these modes. It is bidder s responsibility to see that the amount of EMD & cost of Blank Tender Form (BTC) are credited (in case of payment by NEFT/RTGS, the payment referred herein above may not mean final submission of EMD/BTC etc to TMC. The EMD/BTC etc shall be paid/ credited to TMC only when the bidder completes the Tender Document and other formalities online and submits the Tender), in the e-tender System well before the scheduled time and date, to be able to proceed with final submission of his Tender along with the EMD & BTC to TMC. TMC will not be responsible for any failure on part of the bidder in submission of the Tender and/or the EMD/BTC etc. before scheduled time and date, for any reason whatsoever, including, inter-alia, noncredit of said amounts of EMD/ cost of Blank Tender Form, and therefore no claims shall be entertained on these grounds. Under this online payment system for e-tendering the Tenders will not be submitted/ received by TMC unless the EMD & Cost of Blank Tender are received/ credited before scheduled time and date. Hence, bidder shall remit the said amount well in advance. It is clarified that the Tenders both Technical and Financial will not be considered for opening if EMD and BTC are not received/ credited before schedule time and date, for any reason whatsoever. ALERT:- For the RTGS/NEFT payment option, considering that the payments are settled by RBI in batches, it is advisable that the bidder completes the leg of transfer of funds, from his bank account to his own User Account in the e-tendering system, one day before his desired day of submitting his Tender to TMC. 2) EMD will be refunded to unsuccessful tenderers. The security deposit which is 5% of tendered cost has to be paid in form of DD / CASH by successful tenderer. Both EMD and security deposit will be consider for 12 months of period. 3) There shall be no liability on TMC to pay any interest on the Security Deposit. 4) Successful tenderer has to make an agreement with TMC in approved format on a stamp paper of Rs.100/- No order will be released or no bill will be paid before this agreeement.

7 5) Tender offer shall be inclusive of all taxes and duties (e.g. Sales Tax, General Tax,Service Tax, Excise duty, Turnover Tax, Resale Tax, Octroi of Municipal Corporation and other Taxes Vat & all other taxes if any). Net effeftive price after considering all such charges will be taken into consideration. 6) No form for reduction exemption of tax / octroi will be issued by TMC, Thane. 7) The validity of the tender shall be minimum 120 days. The tenderer shall not withdraw his offer within the validity period. If he does so, EMD paid will be absolutely forfeited to the corporation. 8) No addition or alteration in the tender form requirement should be made by tenderer otherwise the tender will be rejected. 9) The contractor must have the valid Government labour insurance policy issued by Directorate of insurance, Maharashtra State otherwise 1% of bill amount will be deducted. 10) The price quoted by tenderer which will be inclusive of the cost of material required necessary labour charges for painting and other necessary work. 11) The warranty / guarantee of the work for vehicle shall be for the defect liability period of 12 month from the date of acceptance of vehicle by TMC. All defective materials and / or defective workmanship shall be replaced/repaired free of cost during warranty/ guarantee period otherwise expenditure incurred in repair work will be deducted from Security Deposit and EMD. 12) The work of has to be completed within a period of 30 days after the chassis / work order has been handed over to the successful tenderer which ever is latter. Penalty of Rs. 100/- per day for further delay will be levied. 13) Municipal Corporation of Thane does not bind itself to accept the lowest offer and reserve the right of splits the supply order without disclosing the reason. 14) No advance payment will be made to the successful tenderer against this job. 15) The work stage wise completed will be inspected by Dy. City Engineer (Mech.)/ Dy. Engineer (Mech.) the necessary changes if required in specification and drawing shall be made as per requirement of department as per instruction of Dy. City Engineer (Mech.) 16) The Security deposit and EMD of successful Tenderer shall be refunded after completion of warranty / guarantee period. 17) Any dispute arising under this tender, the decision of Dy. City Engineer (Mech.) will be final and Hon., Commissioner of TMC shall be arbitrator. In under any circumstances, the case is referred to court, the expenditure of the case for both sides should be borne by tenderer. 18) Thane Municipal Corporation reserves the right to reject the tender or all tenders completely or partly without giving any reason. 19) The contractor must have workshop with in radius of 200 km from TMC area. 20) Only after the successful inspection, testing and supply of equipment to TMC, RTO registration etc. Tenderer has to produce / submit the bill after which payment will be effected as per TMC procedure. 21) The tenderer should carry out RTO registration of vehicle as per M.V.ACT. The tenderer quote should be inclusive of RTO registration charges, After RTO passing only, payment will be released. 22) General Arrangement drawing of the complete fabrication of DOG VAN has to be submitted.

8 Manner in which Tender to be submitted. Envelope No.1 (Techincal Bid) Envelop No.1 on must contain the following documents.- 1) Earnest Money Deposit (EMD) and tender document fees should be deposited on line as per E-Tendering procedure ( Dept.Code-1400, Function Code-75, Budget Code ) 2) Attested copy of work order for new body fabrication for minimum 01 No. Dog Van/ Water tanker / Dumper / Goods Van / Special purpose van etc. fabricated on HCV/MCV/LCV chassis issued by Govt.,/ Semi Govt., organization / Municipal Corporation for as above any type of fabrication of vehicle. Attach scanned copy should be signed by at least with Executive Engineer and above cadre. 3) Vat clearance certificate stating Tax has been paid by the tenderer till the end of month of December of last year i.e. Tax clearance certificate up to , Form no. 415 has to be submitted. 4) The tenderer shall produce satisfactory job completion certificate issued by Govt.,/ Semi Govt., organization/ Municipal Corporation for minimum 01 No. Dog Van/ Water tanker / Dumper / Goods Van / Special purpose van etc. fabricated on HCV/MCV/LCV chassis. Attach scanned copy should be signed by at least with Executive Engineer and above cadre. 5) The tenderer should submit shop establishment license / factory license on same place. 6) Vat Registration Certificate / Pan Card. Note ALL THE ABOVE DOCUMENTS MUST BE ATTESTED BEFORE SCANNING & SUBMITTING IN ENVELOPE NO -1

9 Envelope No.2 (Price Bid) " Envelope No.2" shall contain Tener offer. Manner in which tender will be opened :- The tender will be opened as mentioned below : Envelope No.1 First envelope No.1 will be opened if necessary documents mentioned above are not found in it, then envelope No.2 will not be opened and the same will be recorded on it. Envelope No.2 If envelope No.1 contains all necessary documents, then only envelope no.2 will be opened and rates will be declared / noted. Signature of the Tenderer with Stamp and Date. 10 SPECIFICATION FOR FABRICATION OF DOG VAN ON ASHOK LEYLAND DOST LS BS III CHASSIS. SPECIFICATION:- The super structure of the body will be constructed out of 14g M.S. Sections. The external paneling of rear body including rear doors will be of 20g galvanized pre coated sheet. The half height of the body (above the paneling ) shall be covered with G I crimp wise mesh of 25 x 25mm will be provided. The internal paneling of the rear body will be of 22g per coated galvanized sheet. Attendant cabin will be provided behind driver's cabin with single door on left side. One attendant seat for three persons will be provided in attendant cabin. Width wise partition will be provided in rear body with 2 doors. Two flap type door on left side of the body behind attendant cabin will be provided. 16g aluminum chequered sheet will used for flooring. Sliding windows provided on left & right side of the body for attendant body. ( As per Drawing Attached) PAINTING :- All structure will be process with zine primer will be processed with rubberized paint. Finish shed as per your choice in enamel paint. MISC. :- 1. Rear view mirrors nig size - 2 Nos. 2. Sun Visors. - 1 No. 3. Number Plate - 2 Nos. 4. Horn - 1 No. 5. Roof lamp with swith on dash board - 2 Nos. 6. Mud flap on front and rear wheel - 1 No. 7. Red and White reflectors. - 2 Nos. As per R.T.O. rules. Registration of Dog Van 02 Nos. has to be done by successful tenderer at Thane RTO at no extra Cost. The cost of RTO passing and Registration should be including in tender cost.
