2 Industrial Extension Bureau (hereinafter referred to as indextb and/or the purchaser ) for their special requirement of shifting of Servers, Computer Hardware Infrastructure including Peripherals and other related accessories intend to invite offers through Open Short Tendering for the location of Gandhinagar with back to back OEM support from M/s. Hewlett Packard Enterprise (HPE). Eligibility Criteria for the bidder: 1. The bidder must have an experience of installation, uninstallation for the similar products (Form No. E1). 2. The bidder must have an office in Gujarat preferably in Ahmedabad/ Gandhinagar. Please attach a copy of any one of the listed documents: Property Tax Bill/Electricity Bill/Telephone Bill/VAT/CST/GST Registration/ Lease Agreement. (Form no. E-1 in Section -1). 3. The bidder must have at least 25 customer reference sites of Local Area Network installation/support with minimum 50 nodes at each site, in Gujarat. Customer references and Purchase orders must be attached along with the bid. (Form No. E-2 in Section -1). 4. The bidder should not have been blacklisted/debarred by any government authority in India. 5. In case, during the evaluation process or later on, any documents submitted as part of the proposal are on verification, found not authenticated by the issuing authority/fake/wrong/illegal, indextb may debar/black list the bidder either indefinitely or for a stated period of time. 6. The bidder should be authorized by OEM (for Items mentioned at Form No. T1) to quote the bid. A copy of such authorisation letter marked in the name of indextb, indicating Full OEM Support for all the products along with the validity, should be attached in Original. The terms and conditions are as follows: 1. The last date & time for physical submission of bid is up to 13:00 hrs. 2. If in any case, item mentioned at Form No. T1 is damaged and/or theft during the transit, bidder is fully responsible for replacing/repairing/ exchanging with the same configuration or with the higher configuration with new system without any additional cost to the purchaser covering with existing OEM warranty. 5. If in any case the item is not available in the market, the bidder will have to supply Higher Version/replacement of that item in the same time schedule with prior written approval of indextb. 6. Failure to arrange for the immediate repair/replacement by the bidder, who will be liable for the following penalty, which will be recovered from the EMD. For each Server. For Rack, Storage and Backup Unit. For UPS, Batteries, Battery Stand. For each Desktop Computer, Printer, Scanner. For any type of Networking Components and Other Peripherals. Rs. 5, per day Rs. 3, per day Rs. 2, per day Rs. 1, per day Rs. 1, per day 7. The bidder must have to produce Warranty Certificate from OEM in Original for Non-Breaking/Continuation of same Warranty, provided at the time of Delivery and Installation. 8. The Bidder shall bear all the costs associated with the preparation and submission of its bid. indextb, in no case will be responsible or liable for these costs, regardless of conduct or outcome of bidding process. 9. The Bidder may examine all instructions, forms, terms, conditions and specifications described in the bidding documents. Failure to furnish all information required in the bidding documents or failure to submit offer for all items mentioned at Form No. F1 or submission of a bid not substantially responsive to the bidding documents in every aspect will be at Bidder s risk and may result in rejection of its bid as non-responsive. 10. The Bidder will have to remit Non refundable Bid Processing Fees of Rs.2, (Rupees Two thousand Five hundred only) and Earnest Money Deposit (EMD) of Rs.50, (Rupees Fifty thousand only) on or before the last date and time of submitting the bids in a sealed envelope at indextb office with the heading Bid Processing Fees and EMD for special requirement of shifting of Servers, Computer Hardware Infrastructure including Peripherals and other related accessories at indextb, Gandhinagar-2018 (2 nd Attempt). Bid Processing fees and EMD must be in the form of Demand Drafts drawn in the name of Industrial Extension Bureau payable at Gandhinagar along with the covering letter. 12. In case of non-receipt of Bid Processing fees and/or EMD as mentioned above within the prescribed time limit, the bid will be straightaway rejected by indextb as non-responsive. There is no relaxation to anyone including SSI unit(s). 13. EMD of unsuccessful bidders will be returned as early as possible after completion of due procedure of the Tender. 14. In exceptional circumstances, indextb may solicit the Bidder s consent to an extension of the period of validity. The request and the responses thereto shall be made in writing. A Bidder may refuse the request without forfeiting its EMD. A Bidder granting the request will however not be permitted to modify its bid. The successful bidder is fully responsible for establishing connectivity(ies) of Servers, Storage, Backup Unit, Desktops as well as Laptops, UPS, UPS Batteries and Networking Components as per the requirement of indextb in consultation with indextb official(s). 15. A detailed Work Order in duplicate will be issued in favour of successful Bidder on completion of due procedure. The successful Bidder will sign and submit the second copy of Work Order in token of his acceptance of the Terms & Conditions laid down in Tender Document as well as Work Order. 16. The EMD may be forfeited: (a) If a Bidder withdraws his bid during the period of validity of bid. (b) In case of a successful Bidder, if the Bidder fails: (i) (ii) To sign and submit the second copy of Work Order as mentioned above or If the bidder is found to be involved in fraudulent practices. 17. Prices shall be inclusive of all freight, forwarding, transit insurance and installation charges. 18. The prices shall strictly be submitted in the given format. Quoted prices shall be without GST. The tax components as applicable shall be mentioned separately in the respective columns. 19. Late Bids The bidder will not be permitted to submit the bid after final submission date and time. Modification and Withdrawal of Bids 20.1 No bids will be allowed to be modified subsequent to the date and time of final submission No bid will be permitted to be withdrawn in the interim period between the deadline for submission of bids and the expiry of the bid validity. Withdrawal of a bid during this period will be liable for forfeiture of bidder s EMD. 21. The Bidder s names, Bid modifications or withdrawals, discounts and the submission/non-submission of Bid Processing Fee, EMD and such other details as Committee at its discretion, may consider appropriate, will be announced at the time of opening of the tender bids. 22. Evaluation of the bids: After the closing time of submission, Tender Committee will ensure the submission of Bid Processing Fees and EMD as per terms & conditions of the bid. The eligibility criteria for evaluation will be carried out in respect of the responsive bids. The technical bids of the bidders who are complying with all the eligibility criteria will be opened and evaluated thereafter. The financial bid of the technically qualified bidders will be opened and financially L1 bidder will be decided from the sum total of unit prices for all line items without tax and then L1 will be called for further negotiations, if required. 23. Sealed envelopes to be submitted on or before up to 13:00 hrs One sealed envelope marked as Bid Processing Fee and EMD containing Bid Processing Fee & EMD Another sealed envelope marked as Technical Documents containing Experience Details (Customer References) Main envelope containing above 2 (two) sealed envelopes and marked as for special requirement of shifting of Servers, Computer Hardware Infrastructure including Peripherals and other related accessories at indextb, Gandhinagar-2018 (2nd Attempt). 24. Terms of Payment: Payment for providing Services shall be made by indextb in Indian Rupees as follows: 24.1 No advance payment shall be made % payment after successful shifting and commissioning of the setup as mentioned at Form No. T Remaining 50% payment will be made only after 15 days of successful installation and smooth operation of the setup at indextb. 25. indextb reserves the right to change any condition of the bid for any item even after inviting the bids, with/without prior notification. Right of indextb to accept any Bid and to reject any or all Bids : indextb reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to awarding the Contracts, without thereby incurring any liability to the affected Bidder(s) or any obligation to inform the affected Bidder(s) of the grounds for such a decision. 27. All corrections/additions/deletions shall require authorized countersign of the bidder. 28. In the judgment of the competent authority of indextb, if the Bidder has indulged in corrupt or fraudulent practices in competing for or in executing the Contract. 29. Right of indextb to accept any Bid and to reject any or all Bids : indextb reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to awarding the Contracts, without thereby incurring any liability to the affected Bidder(s) or any obligation to inform the affected Bidder(s) of the grounds for such a decision. 30. The Bidder s names, Bid modifications or withdrawals, discounts and the submission/non-submission of Bid Processing Fee, EMD and such other details as Committee at its discretion, may consider appropriate, will be announced at the time of opening of the tender bids. 31. In order to allow prospective bidders reasonable time to take into consideration the amendments, if any, while preparing their bids, indextb at its discretion, may extend the deadline for submission of bids. 32. indextb reserves the right to accept or reject any or all quotations in full or part or to waive any informality, minor deviations and omissions without assigning any reasons thereof. 33. indextb reserves the right at the time of award of contract to purchase only part of the equipment or to increase or decrease the quantity specified for any item without changing any tender unit price. 34. indextb reserves the right to make necessary alterations/modifications/ additions to the requirements, if needed. 35. While tenders are under consideration, bidders and their representative or other interested parties shall refrain from contacting by any means or by any persons or representatives, indextb on matters relating to the bids under study. If necessary, Managing Director, indextb may be requested for clarification of Bids in writing. 36. The bidders are advised in their own interest to ensure that their offers reach the office of indextb, Gandhinagar on or before the closing date and time. Extension in the Date & Time of closing of the tender will not be considered in any case. 37. In any Case, Telex/Telegraphic/Fax/ offer(s) will not be considered. 38. indextb will not be responsible for loss of tender form or for delay in Postal Transit. 8 Scope of Work Scope of Work of the project includes following activities, which will be carried out by successful bidder. 1. Maximum 3 days (continuous work) schedule will be given to complete the Project. Early schedule by the bidder is however preferable. 2. Successful bidder should make Proper arrangement for followings. a. Manpower (Technical as well as Labour) for shifting of Setup and making setup LIVE. b. Without any disturbance(s), damage(s), whole Setup should be shutdown properly and should be LIVE within scheduled period with the OEM Support. 3. Establishing point-to-point LAN Connectivity in consultation with the appointed agency(ies) by indextb, who have laid cables. a. Point-to-point internal Connectivity at Computer Centre (Block No. 15, 1 st Floor). b. Connectivity between Computer Centre (Block No. 15, 1 st Floor, Udyog Bhavan, Gandhinagar) and Head Office of indextb (Block No. 18, 2 nd Floor, Udyog Bhavan). 4. Testing of the whole Setup after make it LIVE. 5. Power supply through Industrial Socket for Rack, Servers and other peripherals will be made available through appointed agency(ies) by indextb. Successful bidder will be responsible to connect power supply to the Rack, Server and other Peripherals. 6. indextb will not provide any kind of Manpower, material, equipment and any other materials(s), which will be required during this project. Successful bidder is responsible for arranging any kind of need during the Project. 7. indextb will provide full time, full access (round the clock) to work at both locations i.e. Computer Centre (Block No. 15, 1st Floor, Udyog Bhavan, Gandhinagar) and Head Office (Block No. 18, 2nd Floor, Udyog Bhavan) of indextb. 8. indextb will depute a coordinator for observing activity(ies) of the Project.
