The sealed quotations complete in all respects must reach this office latest by 16/11/2018 upto 13:00 Hrs. The Technical Bid will be opened on 16/11/2018 at 15:00 Hrs and the date and time of opening the Financial Bid will be intimated to the technically qualified bidders in due course of time. The items are lying at NIC, Odisha State Centre, Bhubaneswar. Only registered Recycler / Reprocessor of e-waste and hazardous waste such as for batteries with Central Pollution Control Board (CPCB)/State Pollution Control Board (SPCB) are required to participate. They will have to submit the copy of certificate to this effect along with tender and these certificates must have the validity till the materials are lifted from premise of NIC,Odisha State Centre,Bhubaneswar. 2. The bidder must submit the PAN number and must have GSTIN number along with the tender document. 3. Only the bidder himself/herself or one authorized representative will be allowed to participate in the tender process. The bidder/representative must bring the original e-waste and hazardous waste reprocessing certificate for batteries which will be verified during the technical evaluation process,the copies of the documents submitted by the party along with the tender.

3 4. The bidders may inspect the items on a predetermined date as given in Bid schedule and satisfy themselves about the items they are bidding for. For inspection of items under auction at NIC Odisha State Centre, Bhubaneswar, the bidder may contact Mr Samsad Ahemad Khan, Scientist- F, Chairman Auction Committee. 5. The auction items are given in the tender documents. 6. The items shall be sold to the highest bidder. 7. The Earnest Money Deposit (EMD) of the successful bidder shall be adjusted against final payment of sale value. The EMD of the unsuccessful bidders shall be returned within ninety days of the auction date without any interest. 8. No items, once disposed to the successful bidder, shall be taken back by NIC, on any condition whatsoever and it is the responsibility of bidder to carry the hazardous items safely to the disposal site. 9. The successful bidder has to deposit full balance payment to Government of India account electronically through Bharat Kosh (NTRP) using the URL and produce the documentary proof (Transaction Receipt) in token of having deposited the balance amount of sale value in full to Govt. account through Bharat Kosh within 5 (Five) days after receipt of confirmation from NIC, failing which the offer will be cancelled and EMD shall stand forfeited. 10. Due care should be taken by the successful bidder at the time of dismantling of the AC Plant. It should be ensured that no damage to any of the existing Government property would occur during the dismantling process. If any change is brought to the notice of the competent authority, the same will be repaired forthwith at the cost of the bidder, failing which appropriate action as deemed fit will be taken by NIC. 11. The successful bidder shall be required to lift all the items from the disposal sites to his premises within 60(sixty) days at the cost of bidders after the payment of the balance amount of sale value. On failure to do so, NIC Odisha State Centre will have the right to forfeit the entire amount of the bidder. 12. In case transportation of hazardous waste and e-waste for final disposal to a facility existing in a state other than the state where the waste is generated, the successful bidder shall obtain No Objection Certificate from state pollution control board of both the states. Terms and Conditions for Tender Quoted: 1. The bid must be accompanied by Earnest Money Deposit (EMD) of Rs.1,00,000/- (Rupees One Lakh only) in form of an accounts payee Demand Drafts/Pay Orders of any of the scheduled Commercial or Nationalised Bank drawn in favour of DDO, National Informatics Centre payable at Bhubaneswar, without which the bid will be summarily rejected. No Cheque/Money-Order/cash shall be accepted.

4 2. The quotation must be submitted on or before the due date, otherwise it is liable to be rejected. Tender received after due date due to any reason whatsoever including postal delay shall not be considered. 3. The Financial bid should be quoted both in figures and words. Any overwriting or erasing in the figure shall not be considered for acceptance of the rates offered by the tenderer; GST as applicable shall be borne by the tenderer. 4. NIC reserves the right to accept or reject any/all quotations without assigning any reason whatsoever. Decision of NIC Odisha State Centre will be final and binding on the tenderer. 5. Incomplete and unsigned quotations are liable to be rejected. 6. The EMD deposit shall not attract any interest. 7. The minimum tender value should not be less than Rs.25,88,889/- failing which Financial bid will be rejected. 8. For Financial evaluation, the highest bidder shall be chosen based on the figures quoted in Annexure- B. 9. Financial Bids of only those tenderers will be opened who have qualified in the Technical Bidding. Procedure for Submitting Bids Bids should be submitted in the office of State Informatics Officer,,. Bid should be submitted in one large sealed envelope marked as Bid for Auction of Obsolete e-waste Items: Not to be opened before 16/11/2018 at 13:00 Hrs and addressed to State Informatics Officer, National Informatics Centre,. This large envelope should contain two separate sealed envelope: one for Technical Bid and another for Financial Bid. A. Envelope containing Technical Bid should be marked as Cover A-Technical Bid and must contain the following: A1. Enclosed Technical Bid performa Annexure- A. A2. Earnest Money Deposit(EMD). A3. Copy of valid certificate of registration Central Pollution Control Board (CPCB) /State Pollution Control Board (SPCB) for e-waste, hazardous waste i.e. batteries and other wastes. B. Envelope containing Financial bid should be marked as Cover B-Financial Bid and it should contain only rates.
