2 Date: February 17, 2017 COUNCIL AGENDA ITEM DISCUSSION: PROPOSAL FOR STARTING SALARY INCREASES FOR GENERAL EMPLOYEES AND INCREASES FOR CURRENT EMPLOYEES TO AVOID/REDUCE SALARY COMPRESSION WITHIN THE CURRENT COMPENSATION PAY PLAN REQUESTED BY: CITY COUNCIL PREPARED BY: CITY MANAGER CITY CLERK BACKGROUND / DESCRIPTION: The City of Williston has experienced recruitment and retention impacts in recent years as a result of a compensation plan that fails to account for salary standards among like sized cities and the competitive offerings available in other cities of close proximity. These types of issues negatively affect the quality of the applicant pool and the service and productivity of the organization, as a whole. The result is an agency that spends much of its time and resources dealing with an ongoing and never ending cycle of recruiting/hiring/training/replacing employees, rather than one that invests its efforts in bolstering the quality of each employee over the long term. Throughout December, January and February, the City Clerk developed a survey and conducted a salary study of like sized cities that provide like services to represent an industry standard for small city pay plans in Florida. In addition, the surrounding municipalities of Ocala and Gainesville were factored in to the results because of the competition they create and how it impacts on the hiring pool for this organization. The initial compilation indicated that the City of Williston is in the lowest range of the salary average among peer cities surveyed across the board with a few exceptions. The City of Williston starting salary is almost always lower than the average for like sized or locally competitive cities. Upon review of the survey, staff and Council requested that the study be modified by eliminating the cities of Malabar, Bradenton Beach and Indian Shores and including localities with a rural base similar to those shown in the prior police department study. Information was gathered from those localities and included, as provided. Note that some agencies were non-responsive to the information requests which were, in many cases, made on multiple occasions. Respondent cities that were not included but were surveyed advised that their city pay scale is outdated and not used, there are no relevant full-time positions to compare due to the fact that they primarily utilize part-time personnel or no information was given on starting salaries. An assessment of this study provides similar conclusions to the prior iteration: the City of Williston is in the lowest range of the salary average among peer cities surveyed across the board with a few exceptions. The City of Williston starting salary is almost always lower than the average for like sized or locally competitive cities. Fiscal impacts vary between the two studies. Finally, an additional study has been provided by Williston Fire Rescue. This study indicates that the average/mid-level hourly pay for firefighters and WFR employees is, in all but two cases,
3 below the average pay among small departments. It further indicates that the average/mid-level pay for firefighters and WFR employees is, in all but one case, below the average pay among larger departments. LEGAL REVIEW: None. FISCAL IMPACTS: $34,305 - $44,638 in salary annually plus benefit liability and WFR calculated costs. Prorated fiscal impacts for the current year are $26,540 - $30,194 plus WFR calculated costs. RECOMMENDED ACTION: Approve an increase of starting salaries by the amounts shown and a corresponding increase for existing employees to avoid/reduce compression. In addition, pay scale included rates at less than minimum wage and referenced raising salaries to $7.93 per hour (two minimum wage raises ago) and $8.10 (one minimum wage raise ago) scale out of date/rates have not been updated to comply with minimum wage requirements. None of the small cities of less than 5,000 offer all of the services provided by the City of Williston. Typically, small cities do not offer gas and electric. The City of Williston is unique relative to small cities. It is essentially a microcosm of the larger cities. Original study was a standard salary survey that included peer cities of similar size and service offerings. Service offerings are important to compare because benchmark positions can be identified that include the same responsibilities, duties and skill sets. A utility tech in a city that does not have a gas or electric service does not require the same skill set, expertise and exposure as a utility tech in a city with water and wastewater only. Similarly, a city without those services does not require maintenance of reports, billing activities and administrative support provided by a city that does offer a gas or electric service. Finally, several small cities do not have planning departments and rely solely on the RPC's to address planning needs and maintain their LDR's and Comp Plans. The new study eliminates some peer cities per Council and staff input and includes regional cities with similar services. There are a few organizations included, like Levy County, that do not have similar services but are regional. Information was initially requested from Cross City, Fruitland Park, High Springs, Keystone Heights, Midway, Sneads, Wachula and Zolfo Springs response was that the city pay scale is outdated and not used, there were no relative full time positions because they primarily utilize part time personnel o no information was given on starting salaries.
