FY 2015 Update - General Fund Financial Sustainability Modeling Process Tracy Rowland That the Board of County s approve the proposal from Burton & Associates for the FY 2015 Update - General Fund Financial Sustainability Modeling Process for an update of the original analysis, not to exceed $25, and approve BT15-86 in the amount of $25,230 from General Fund Cash Balance Carried Forward to BOCC contract services. g REQUEST FOR PROPOSAL(RFP) FOR OLDER AMERICAN ACT (OAA) THROUGH AREA AGENCY ON AGING STANDARD CONTRACT Wanda Klesper That the Board of County s authorize the Chairman and/or the County Administrator to execute the Older American Act (OAA) 2016 Request for Proposal (RFP) and the Chairman and/or the County Administrator to execute the Standard Rate Agreements for said grants for the contract year January 1, 2016 through December 31, 2016, with up to five (5) one-year extensions. h. ANNUAL E-911 PSAP MAINTENANCE SERVICE CONTRACTS - CENTURYLINK Karl Holtkamp That the Board of County s authorize the Chairman to execute the maintenance contracts with CenturyLink to provide annual maintenance for both, the County and City PSAP's (Public Safety Answering Point) in the amount of $43, Proclamations/Public Hearings a. General Business a. CITIZEN REQUEST - J.D. MIXON Robbie Chartier That the Board of County s consider a request submitted by the Kiwanis Club of Okeechobee for preliminary approval of construction of a playground to include special needs at the Okeechobee County Library. b. CONTRACT EXTENSION FOR IN-HOME HEALTH CARE SUB-CONTRACTOR RATE AGREEMENTS FOR COMMUNITY CARE FOR THE ELDERLY (CCE), ALZHEIMER'S DISEASE INITIATIVE (ADI), and HOME CARE FOR THE ELDERLY (HCE) Wanda Klesper That the Board of County s authorize a thirty (30) day contract extension for CCE, ADI and HCE In-Home Health Care Sub-Contractor Rate Agreements set to expire June 30, 2015 and reject all bids for the In-Home Health Care Sub-Contractor Rate Agreements for contract year July 1, 2015 through June 30, 2016 due to irregularities in the distribution of the RFP process and authorize rebidding for these services. c. INTERLOCAL AGREEMENT FOR PROVISION OF PRETRIAL SERVICES BETWEEN OKEECHOBEE COUNTY AND ST. LUCIE COUNTY Robbie Chartier That the Board of County s authorize the Chairman to execute an Interlocal Agreement for Provision of Pretrial Services between Okeechobee County and St. Lucie County for a one year term commencing on or after July 7, 2015 and ending on September 30, 2016 in the amount of $20,000 to be paid quarterly, pending review by County Attorney for legal sufficiency and; That the Board of County s approve BT15-87 in the amount of $20,000 from General Fund Cash Balance Carried Forward to Jail Operating expense in the BOCC's budget. d. GLADES COUNTY JAIL INMATE HOUSING PROPOSAL Robbie Chartier That the Board of County s discuss and provide staff direction on proceeding with a proposal to house inmates at the Glades County Jail to addressing overcrowding situation at the Okeechobee County Jail. e. 4 That the Board of County s approve the transferring of management of Animal Control to Okeechobee County Sheriff's Office beginning July 1, 2015 and reevaluating prior to June 30, 2016, subject to the development of a Memorandum of Understanding between the BOCC and the Sheriff by the County Attorney. f. CENTURYLINK INSTALLATION OF A REDUNDANT LINE WITH FIBER FOR CONNECTIVITY TO E-911 Karl Holtkamp That the Board of County s authorize the use of CenturyLink as a sole source vendor for the execution and installation of a Fiber line for redundancy into the County PSAP (Public Safety Answering Point) in the amount of $95, g. DISCUSSION OF AN INTERLOCAL AGREEMENT WITH THE CITY OF OKEECHOBEE TO PROVIDE FIRE VEHICLE REPAIR SERVICES. Ralph Franklin That the Board of County s conduct a discussion with the Public Safety Director/Fire Chief regarding an Interlocal Agreement with the City of Okeechobee to provide fire vehicle repair services. h. DISCUSSION: STRATEGIC PLAN OBJECTIVE 1: CREATE A QUALITY WORKFORCE Robbie Chartier That the Board of County s discuss and provide staff direction regarding Objective 1: Creating a Quality Workforce. i. REVISION OF SALARIES AND JOB DESCRIPTION FOR FACILITIES MAINTENANCE AND CEMETERY Kim Hopkins That the Board of County s approve the Facilities Maintenance Mechanic/Shop Foreman job description; and That the Board of County s approve the current Pay and Classification System to incorporate the revised pay grades and salaries for Facilities Maintenance and Cemetery. j. REVISION OF SALARIES AND JOB DESCRIPTION FOR ROAD MAINTENANCE Kim Hopkins That the Board of County s approve new job descriptions for Equipment Operator and Equipment Operator/Driver and eliminate Equipment Operator I, II, & III and Laborer job descriptions; and That the Board of County s amend the current Pay and Classification System to incorporate the revised pay grades and salaries. k. APPROVAL TO DISPERSE FUNDS TO REIMBURSE CSX RAILROAD FOR REPAIRS TO EVERGLADES BOULEVARD CROSSING Lee Evett That the Board of County s authorize payment to CSX railroad in the amount of $68, in accordance with the 1978 Agreement, for repairs to the Everglades Boulevard crossing. The Board is contractually obligated to pay all costs for such repairs in order to maintain an easement for Everglades Boulevard to cross the railroad's property.
