Following are all questions and/or requests for clarification received from Proposers by the required deadline of September 26, 2012, along with MST s response. Please note that some questions refer to data that has been posted on a website for shared access to large files. Each vendor who attended the Pre-Proposal meeting has been issued an invitation to access the attachments listed below. Any other party who wishes access may send a request to samorim@mst.org. Question 1 What are the total number of daily, weekly, monthly and annual telephone calls received for the MST Rides ADA & Special Transportation Paratransit services, the other Dial-A-Ride services and the fixed-route transit services? 2 What system is currently utilized to comply with this telephone system requirement? 3 How many telephone lines are currently utilized to handle each of the services outlined in the RFP? 4 How many telephone reservationists are currently utilized to handle the number of calls received? Response This information is unavailable. This is a new requirement. Reference and for specific information on the required capabilities of the telephone system(s) as stipulated within the published scope of work. 2 5 Are the calls currently received in compliance with the guidelines set forth in the RFP (no more than 3 rings, no more than 2 minute hold times, etc., 3 or 5 minute hold times)? 6 Please confirm that only a $50,000 proposal bond is required for either service option Model A, Model B or the Model A and B combined services. 7 Although the RFP stipulates that a taxi contractor must comply with drug and alcohol testing it makes no mention of application of background and DMV checks. The RFP also doesn t appear to require that taxi operators have sensitivity training, passenger assistance training, etc. Can you please clarify these taxi contractor requirements? 8 The RFP mandated minimum efficiency rate is 1.9 trips per hour. LD s are applicable if this efficiency level is not obtained. The efficiency is evaluated monthly but it appears the LD is calculated quarterly. Can MST please confirm this? 9 Does MST provide the paratransit scheduling software? If so, please provide a description of the scheduling software to be provided. 10 Does MST provide the computers for the paratransit scheduling software? 11 Is the Contractor required to sell taxi vouchers or paratransit tickets? This is a new requirement. Reference for specific information on wait or hold time requirements stipulated within the published scope of work. Only one (1) $50,000 bond is required should a firm bid on both Service Models A & B. Reference 3.3 Taxi Services & Sub Contractors Note: Additional information on the regulatory requirements of the Monterey County Regional Taxi Authority can be found at: Reference for specific training requirements of all program employees relating to sensitivity training to include the ADA. LD(s) associated with productivity are both calculated and assessed on a quarterly basis. Reference for specific information as to what equipment / software MST has available for this service model. MST has no Paratransit scheduling software at this time. Reference Change to read: CONTRACTOR shall purchase and maintain all computer equipment and shall provide any software support services of CONTRACTOR owned software at their sole expense. 3 12 The RFP notes that payment is by either revenue hour or by one-way trip. What will be the determining factor as to which method will be utilized by MST for this contract? 13 Revenue hour is first pick up to last drop off, excluding driver breaks, etc. However, there is also language in Section that seems to imply that MST will only reimburse the Contractor when a passenger is actually riding in a vehicle (i.e. any time the vehicle is in service, but empty). Please clarify. 14 Is cell phone time required for utilization of the Mentor MDT s? if so, who pays for it? Reference 8.5 & 8.6 for specific information relating to the Award Evaluation Criteria and the Award Selection Process Reference Change to read: Vehicle Revenue Hour: CONTRACTOR shall be reimbursed for each deployed Vehicle Revenue Hour (VRH). A VRH does not include initial travel time from CONTRACTOR's office, facility, or driver's break location to the first passenger's pick-up. A VRH does not include travel time from the last passenger's drop-off location to CONTRACTOR's office, facilities or driver break destination. A VRH does not include vehicle pre- or post-trip inspections, vehicle maintenance time, driver unpaid break times, meal breaks, or fueling operations. MST does not pay for deadhead hours. Add: : MST shall pay at its sole expense for all mobile data required for the operation of the Mentor Mobile Data / GPS terminals should they be utilized by CONTRACTOR. 15 Language regarding LD s seems to allow for an appeal, but it doesn t specifically say that Contractor is not responsible for things beyond its control. Please clarify. 16 There are two listings of LD s and they appear to be slightly different (i.e. the LD for on time performance 90 or 93 %). Please clarify. 17 The RFP notes that the successful Contractor must have a dedicated transition manager who cannot also be the assigned project manager. If a firm is awarded both Model A and Model Reference & CONTRACTOR shall first be notified in writing of MST s intent to assess the LD providing CONTRACTOR with10 days in which to respond. Note: The intent of this process is to provide the CONTRACTOR with the opportunity to explain the circumstances of the violation prior to any assessment being imposed. Are non-union employees offered the same matching contribution? This provision shall not apply to services operated by taxi services, or other subcontracted vehicles CONTRACTOR shall at its sole expense provide and maintain adequate fuel storage facilities for both gasoline and ultra low sulfur diesel fuel and all dispensing equipment as required CONTRACTOR, at its sole cost and expense, shall provide all lubricants, repairs, cleaning, parts, tires, supplies, labor, maintenance and component rebuilding and/or replacement as required for the safe and reliable operation of all equipment that is utilized in the provision of services for this contract. 26 Section states: All MST RIDES ADA & ST services are currently provided in MST-owned mini-vans and mini-buses. However, Section states: The CONTRACTOR shall provide directly or indirectly the vehicles to be used for all transportation services as described in the scope of work. 6 Please clarify and confirm under what scenario the Contractor would be required to provide the vehicles for these services? Would this apply to Model A and Model B services? 27 What are the current number of training hours provided for minivan and mini-bus Operators? 28 What are the actual annual passenger fare collections for Model A and Model B services (please provide previous two years of actual collections)? 120 Hours total 40 hours of classroom and 80 hours of behind the wheel training. For Service Model A: FY $313,539 FY $342,332 For Service Model B: MST does not have this data readily available. Prior to April of 2011 all passenger fares were collected for both contracted and directly operated services were collected through MST s Cubic fare box system. In April of 2011 MST purchased and installed a new GFI smart farebox system which is also used by both MST and its contractor. Reference 3.8, 4.4, & for specific information on revenue handling requirements. 29 Will MST allow proposers to inspect the current MST fleet prior to the submittal of proposals? MST is not able to accommodate an inspection of the fleet prior the submittal of proposals. MST will conduct a turnover inspection of the fleet with the current contractor prior to the expiration of the contract for the purposes of verifying that vehicles have been properly maintained and provide the current contractor time to make any repairs, if needed. An independent inspector conducted a fleet inspection in 2010 and Attachment G#11 includes a history of major component repairs of the existing fleet. A fleet inspection will be conducted with the successful contractor prior to July It is anticipated that at least 11 of the current RIDES vehicles will be replaced prior to July Section states: In the event MST provides a facility for administration support of contracted services and/or a maintenance/bus yard facility for MST recently concluded a multi-year effort to design a facility on the former Fort Ord that could provide vehicle parking and office space for both MST operated and the contractor operated fleet. That building site was rejected by Monterey County and is 6 P a g e

7 MST owned vehicles CONTRACTOR agrees to re-open the contract and renegotiate rates. What is the likelihood that MST will provide a facility for these services? Does this apply to both Model A and Model B? no longer an option. While MST s primary goal is to secure a site large enough to accommodate and grow the MST operated fleet, it is unknown if MST will be successful in securing a site large enough to include the contractor operated fleet. To answer the question more directly, it is unknown if MST will be able to provide a facility to accommodate Model A or Model B, or a facility large enough to combine both Models. 31 Can you please provide the past 3 completed Monthly Operating Reports from the current Contractor(s) to MTS for Services provided in Model A, MST Rides ADA/ST Paratransit & Special Medical Trips Services? 32 Can you please provide the past 3 completed monthly invoices paid to the current Contractor(s) for Services provided in Model A, MST Rides ADA/ST Paratransit & Special Medical Trips Services? Time and mileage data for each vehicle from yard to yard and all pickup/drop-offs in between. 38 Will MST consider extending the proposal due date by two weeks, from October 24, 2012 to November 7, 2012, to allow for sufficient time to review MST s answers to questions submitted from interested service providers? 39 Please provide the current life mileage for the trolley fleet (it appears MST provided the current mileage in the RFP documents and not the life miles as there is a reference in the major component tab to units 1907 and 1908 being refurbished and the units having 223K and 178K original miles, respectively. However, in the fleet list, these vehicles are listed as having less than 100K miles). Please clarify the life mileage for the Trolley fleet. 40 Please provide any information available on the make, model and engine types of the planned replacement vehicles. 41 Section of the RFP states the following: CONTRACTOR will be required to electronically probe and empty (vault) fareboxes on a daily basis when vehicles are used in revenue service at MST s Albert (Monterey) or Wright (Salinas) Division. CONTRACTOR s employees will be required to complete all required documentation at the MST is unable to extend the deadline. Auto OD Trans, ABS Service Model A: Each day Paratransit Driver s submit and account for all cash, coin, and tickets upon pull in, all of which is checked against each Driver s manifest to ensure that all passenger fares are accounted for. Service Model B: At the bus yard, fixed route, On Call & Trolley drivers use a probe to unlock the cash box, remove the cash box, insert the cashbox into the GFI receiver unit, the receiver cycles/drops the revenue into the vault. Section of the RFP states the following: At CONTRACTOR s sole expense, CONTRACTOR may elect to purchase a GFI receiver/probing unit and spare cash boxes for installation at CONTRACTOR s facility. This probing/vaulting system is not a requirement of this RFP. A satellite probing/vaulting system is estimated to range in cost between $100,000 and $175,000 depending upon configuration. CONTRACTOR is required to demonstrate their ability to meet MST s network and facility security requirements prior to purchasing and installing a satellite probing/vaulting system. cash box from the receiver and inserts it back into the farebox. Please describe the current process regarding farebox probing and vault pulling for both paratransit and fixed route services. 42 Has the current provider elected to purchase the GFI receiver/probing unit and spare cash boxes? 43 Can MST confirm the cost of the satellite probing/vaulting system? 44 What are the configuration issues that affect the cost of the system? 45 What is the current employee retention rate? 46 Regarding 13(c) provisions, please provide a copy of the US DOL FTA certification letter applicable to the services for which FTA funding is utilized, as No MST can only provide a cost range. The final cost will be based on how the satellite system is configured, along with equipment redundancy and spares selected. Cost of the system is impacted on whether the fare collection system is equipped with one or two vaults/receivers and multiple mobile vaults. Year to date, the attrition rate for the contractor s employees has been running at about 4%. No specific letters are available. 10 P a g e

11 well as any official FTA or DOL letters, or side agreements that apply to this service. 47 Regarding 13(c) provisions, please clarify if any current or existing retirement plan obligations are the responsibility of the agency, the outgoing contractor, or a new contractor responsibility. 48 Attachments and supporting documents referenced in the RFP are not included with the procurement documents available on-line. For example, Attachment SM-A #4, G#2 and G#3 are referenced but not provided. Please provide all attachments and supporting documents as referenced in the RFP. This requirement only applies to public sector employees. However, there may still be an obligation if the intention of the contractor is to employ the current workforce. Terms will need to be negotiated outside of this agreement. Between old contractor and the new contractor. Attachments SM-A #4, G#2 and G#3 are, and have been, available on-line. 49 Please provide a complete fleet vehicle list, including both revenue and spare vehicles provided by MST. A complete vehicle list is available in attachment SM-A#4 and SM-B #1. 50 Please provide current odometer readings for all agency provided vehicles. Odometer readings as of September 24, 2012 are in Attachment R # Please identify the number of nonrevenue vehicles by vehicle type provided by the current contractor. Seven vehicles: includes sedans, shop vehicles and driver relief vehicles. 52 Please provide the vehicle replacement plan for the agency provided revenue vehicles. 53 Do any of the agency provided revenue vehicles have remaining original manufacturer warranty or extended warranty on any of the vehicle components? Refer to Section Additional vehicle replacements are unknown at this time as fleet replacements are based on both programmed funding and award of special competitive grants. As of September 2012 the four vehicles listed in attachment R #4 with less than 36,000 miles have the original manufacturer s warranty. 11 P a g e

12 54 Please provide the warranty terms, conditions, and expiration of applicable vehicle or parts warranties covering the agency owned vehicles. 55 In order to provide accurate collision and comprehensive insurance coverage for the vehicle fleet, please provide a replacement value for each vehicle type used in the service, including both revenue and nonrevenue vehicles. 56 To assist in documenting current vehicle condition, please provide complete copies of the three most recent CHP Terminal Inspection reports for the current operating facility, including all pages of the vehicle inspection reports. 57 Please provide a complete list identified by vehicle number of engine replacements or re-power performed during the past three years on the current revenue vehicle fleet. 58 Please provide a complete list identified by vehicle number of transmission replacements or rebuilds performed during the past three years on the current revenue vehicle fleet. 59 Please confirm if all revenue vehicles are gasoline powered. There are currently 16 engines and 7 transmissions under warrantee other than original factory warrantee. For the purposes of insurance coverage the approximate book value for the entire Contractor operated fleet as of September 2012 is $2,045,000. See the CHP Terminal Inspection attachments R #1 through R # 3. Correct Yes, the current firm is utilizing one taxi firm to provide approximately 15% of the one-way trips. This arrangement has just been implemented in mid- September. Contract Information: Serra Yellow Cab th St., Suite D Daly City, CA (650) Trapeze Cert module. This software is provided by the current contractor. 14 procure during the next contract term. 67 Please confirm the address and location information for the Albert (Monterey) and Wright (Salinas) MST Yards, and provide historical data on the amount of deadhead time and mileage utilized to travel to and from the sites for vault probe and farebox emptying. 68 Please provide name and contact information for the GFI representative that handles the MST account so that we may obtain an accurate quote for GFI systems compatible with the MST operations. 69 Please clarify if MST requires 24 hour dispatch coverage due to the late night services? 70 Currently, some on call drivers take calls to arrange pickups, and the RFP states that all reservations should be centralized. Will the current process need to be changed to increase reservations/dispatch staffing versus the use of the on call drivers? 71 Since service has expanded greatly over the original contract, there has been an increased need for supervisory staffing. What level of road supervision is required by the contractor? 72 With a very large service area, the vehicles have high mileage that compounds quickly. In addition to the replacements outlined in the RFP that are subject to funding, does MST have plans to replace any more of its fleet during the next contract term? Monterey: One Ryan Ranch Road, Monterey, CA Salinas: 443 Victor Way, Salinas, CA Ultimate deadhead time and mileage will be determined on where the successful Contractor locates their facility. Mark Mahon Director Sales, Western Region (847) Hour dispatch coverage for the late night services is not currently required. At this time the current process will not need to be changed, however, as volume increases on these services this issue may need to be re-visited by MST and its contractor. Reference 5.9 Daily Supervisor Requirements Additional vehicle replacements are unknown at this time as fleet replacements are based on both programmed funding and the award of special competitive grants. 14 P a g e

15 73 Please clarify MST s requirements for security at the contractor s yards. Are you requiring a separate security firm, or may the contractor cover this requirement with staffing of its own? 74 This past year the contractor spent $65,000 on trolley wood detail. Would MST consider covering this cost in the new term, or will the wood detailing remain the cost of the contractor? 75 Will the RFP s yard security requirements apply to the small park-outs in the outskirts of the county, such as contractor s current park-out in Greenfield? 76 Please confirm that any taxi provider that is part of the contractor s solutions must be compliant with the same insurance, training, drug and alcohol compliance that the primary contractor is responsible for. 77 Please describe MST s preference regarding contract award. For example, is it preferred to award both service Model A and Service Model B to one Contractor or separate? 78 RFP Section 3.3 Taxi Subcontractors: During the prebid meeting, MST mentioned that MV is currently in a beta test process regarding using Taxi Subcontractors in their service delivery model. What percentage of MV s service is being provided by Taxicabs? Is there a desire to keep this type of service delivery methodology Refer to Section The requirement is to provide a secure facility; it is the Contractor s discretion on how that is provided. The wood trim replacement/restoration was conducted on six trolleys after 8 years of service. It is not expected that another restoration effort will be required for a number of years. Proper maintenance and regular cleaning of the wood trim is a contractor requirement. No Reference 3.3 Taxi Services & Sub Contractors Note: Additional information on the regulatory requirements of the Monterey County Regional Taxi Authority can be found at: No preference. Interested firms may bid on either service model, or both. 15 % of one way trips are being provided by Taxicabs. As this mode of transportation is in its testing phase, it is too early to determine if this program will untimely become part and party to the service model, however, interested firms are encouraged to provide proposals for alternative delivery models that are cost effective service. 15 P a g e

16 with the new contract? 79 RFP Section : Please confirm that MST will be responsible for providing the IVR system. 80 Please clarify vehicle fleet parts for which the Contractor is responsible and those for which MST is responsible. 81 The RFP illustrates a Vehicle Replacement Plan where (11) paratransit buses and (7) fixed route buses will be purchased prior to July 18 th, Please confirm which current buses will be retired upon the arrival of these new buses. Contractor at its sole cost and expense shall provide all lubricants, repairs, cleaning, parts tires, supplies, labor, maintenance and component rebuilding and/or replacement, with exception to MST owned fareboxes and electronic destination signs. MST provides fuel. Retirement of any specific vehicles is made when new vehicles are ready for service and with input from the Contractor. As a point of clarification, Section indicates four (4) fixed route buses for replacement, with the potential replacement of an additional three (3) vehicles. Any and all vehicle replacement is solely based on whether funding is available. 82 Please confirm the minimum required hours of training and if there is an established minimum for each new employee. Reference sections: 5.10 Personnel Training Requirements & 5.11 Personnel Qualifications, Licensing & Certification Requirements. 83 Please confirm that the contractor will be responsible for daily scheduling. Are the driver start times for each route set on a fixed schedule for each day s service? At what time will schedules be available for review by contractor each evening? 84 Has the service experienced any significant service related challenges in the past 5 years? If yes, please provide a brief overview of the challenges faced and the current status of the issue (resolved, under review, etc.). We assume you are referring to service model A. The CONTRACTOR is responsible for daily scheduling. Reference In July of 2008, the Central Coast Alliance for Health - CCAH, (The State s local MediCal broker), significantly reduced funding for non emergency medical transportation in Monterey County. Prior to this, the private sector was providing these trips while receiving direct reimbursement from CCAH. This shift caused a gradual surge in ridership on the MST RIDES ADA Paratransit program of about 40% as scores of dialysis patients fled to the public sector (MST), for transportation services. 16 P a g e

17 In order to absorb this sudden increase in ridership, MST had to identify funding to expand the MST RIDES fleet by an additional 18% - 20%, to handle both the increased demand, and further stabilize the program's overall on-time performance. Over time, this has been successfully accomplished. 85 Would MST consider a service hour variance for re-negotiations of less than 25%? For example, would MST consider a variance of 10%? Service Model A: MST makes no guarantee in business volume. Service Model B: At this time, MST will not consider a variance in service hours of less than 25%. 86 Can MST clarify if contract extensions are by mutual agreement? 87 Confirm that MST will provide the Trapeze software to the contractor. 88 Please confirm the fixed route VRH definition. Does the VRH begin at the arrival time of the vehicle in cases where the vehicle arrives early or does the VRH start at the appointed time? 89 Can MST provide a current organization chart for the current contractor? 90 How many special events and other services were operated last year? 91 How much time is allotted for Coach Operators to sign in and pre-trip their vehicles: 92 Is there a required DBE goal for this project? Correct The current contractor provides the Trapeze software suite. The contractor shall be responsible to provide for any software that they employ for Paratransit scheduling. Reference Reference Unavailable Since January 1, 2011 the current contractor has deployed resources for special events on eight (8) separate occasions. Most of these were services provided to Local, State & Federal VIP(s) conducting official Government business. The current contractor allows 12- Minutes for its employees to conduct a pre-trip vehicle inspection. It is the policy of MST to ensure nondiscrimination on the basis of race, color, sex, national origin, religion, age, disability, ancestry, medical condition, sexual orientation, or marital status in the award and administration of contracts that it awards. While there are no Disadvantaged Business Enterprises (DBE) participation goals set for this Contract, it is the intention of MST to create a level 17 P a g e

18 93 Please confirm the coverage amounts required both for General Liability and Automobile Liability insurance. The coverage amounts stated in the Scope of Services differ from the coverage amounts required in Attachment A. 94 Please clarify what you are seeking when stated in Section 11.2 C, that Commercial General Liability Insurance coverage shall include, without limitation, contractual liability coverage adequate to meet the Contractor s indemnification obligations under this CONTRACT. All Commercial General Liability policies carry standard limitations. 95 Section 11.3 (d), Page 171 all insurance shall contain a clause It is agreed that this insurance shall not be canceled or coverage reduced until thirty (30) days after MST shall have been given written notice of such cancellation or reduction. The Standard Notice of Cancellation endorsement provides notification in the event of cancellation only. Insurers are not willing to agree to notification in the event of a service reduction. Will MST remove this requirement? Section 11.3 (e) requires Contractor provide notification in the event of a reduction of any insurance policy. 96 Please confirm the service start date of the service is July 18, 2013, and not July 1, 2013 as stated in section playing field, when possible, on which DBEs can compete fairly for contracts and subcontracts relating to MST s construction, procurement, and professional service activities in accordance with MST s DBE goals. MST reviewed both sections and found no discrepancies. However we did find that in Attachment A there is a redundant section. Please strike page 187 and page188, beginning with the first full paragraph on page 187. Please strike, without limitation from this section. MST will not remove this requirement.
