What are the current MV Transit Operations billable rates? CITY RESPONSE: Effective July 1, 2017, MV Transportation s billable rates are as follows: Annual Contract Amount of $625, which represents Fixed Costs of $252, and Variable Costs of $373, Cost per vehicle hour: $ Please provide a copy of the existing MV Transit Operations contract. CITY RESPONSE: The MV Transit Operations contract is available for download at and at the following website: 3. Is a bid bond or performance bond required for this project? CITY RESPONSE: There is no performance bond requirement. 4. What Retirement Benefits are currently offered Teamsters union and nonunion employees (i.e. 401(k), pension, 457 Plan, retiree medical, retiree life, etc.)? 5. What is the current MV employer contribution, vesting schedule and waiting periods for any plans offered? 6. What are the total number of Transit Operations employees both union vs. nonunion providing MT services? Please provide a staffing chart. CITY RESPONSE: Information can be found on Page 54 of the Request for Proposals for Transit Page 1 of 6
2 7. Is there any current benefit plan design (medical, dental, vision, life and disability insurance) information? 8. Can you provide the MV employer/employee cost-sharing for health benefits for all coverage tiers? 9. What is the benefit eligibility waiting period (i.e. 0, 30, 60, 90 days)? 10. Please provide copies of all census related information for the existing employee work group (demographic information specifically employee date of birth, gender, home zip code, current benefit plan coverage tier)? CITY RESPONSE: Information is not available. Questions/Clarifications asked by Ride-Right on 7/11/17: 1. Page 6, Section 1.6 (6): Please provide the number of assessments and travel trainings currently performed annually. CITY RESPONSE: Travel training is not currently provided. 2. Page 6, Section 1.6 (6): How are individuals referred to the travel training program? Is it an expectation that the contractor promote the program and ensure participation? CITY RESPONSE: Travel training is not currently provided. Contractor is expected to develop, implement and promote a travel training program with incentive solutions which help to reduce the impact on the DAR/ADA service and thereby promote the accessibility and availability of the Fixed Route service. 3 3. Page 24, Section : Please provide call statistics to include call volume, call hold time, call handle time, abandon %, etc., broken out by hour of day for the previous 6 months. CITY RESPONSE: This information is not currently tracked or recorded by current Contractor and is, therefore, not available. 4. Page 26, Section 2.2.5: Please describe the make-up of the current 144 hour training program for drivers, and how hours are distributed between classroom, behind the wheel, and cadetting functions? CITY RESPONSE: Existing driver training program only requires 48 hours. For specific details please refer to MV Transportation Contract. 5. Page 34, Section 2.3.2: Does the City have in mind what the expansion and replacement vehicles will be in 2018? If yes, what make/model is the City planning to go with? CITY RESPONSE: Eight (8) vehicles are on order through the CalACT/MBTA Cooperative Purchasing Agreement and consist of: Five (5) Champion Class F Ford (Low Floor), 26, Cutaways with 20/2 passenger configuration; and Three (3) Champion Class F Ford (Low Floor), 26 Cutaways with 13/3 passenger configuration. 6. Page 43, Section 3.5, B: Please confirm that the Price Proposal does not need to be submitted in a 2 D-ring binder. CITY RESPONSE: Confirmed. Please refer to Page 47, Section 3.8 of the Request for Proposals for specific instructions regarding the Price Proposal submittal requirements. 7. Page 46, Section 3.7, 9.a: It is our intent to hire as many of the incumbent employees as possible. For the Dispatcher and Road Supervisor positions, would it be acceptable to provide job descriptions for these roles, versus actual resumes allowing for the successful bidder to interview and continue with the current employees in these roles, if the City approves? CITY RESPONSE: Yes for the Dispatcher position only. CITY would require the actual resumes of any proposed Road Supervisor employees, as there is no employee serving in that capacity with the current contractor. 8. Form F, DBE/EEO: Please confirm there is no established DBE contract goal and a good faith effort is not required. CITY RESPONSE: Confirmed. There is no established DBE contract goal for this procurement and a good faith effort is not required. 9. Form J, Price Proposal Form: Please clarify Fixed Route hours for July 1, 2019 through June 30, The first page indicates 10,000 and 4,400 hours but the second page shows 25,000 and 8,750 hours. 4 CITY RESPONSE: Addendum #1 has been issued ( or to correct Price Proposal Forms in APPENDIX I. For consistency purposes, please replace ALL forms contained within APPENDIX I, with the new forms in Addendum # Form J, Price Proposal Form: There is a significant increase in hours as we assume for the extension years. Please explain why such a big increase is anticipated. Should this increase occur, is the proposer to assume the CITY will procure a sufficient number of additional vehicles to operate the service? 11. Form K-1, Line Item Operating Budget: Please provide updated pages to correspond with the years of the contract. 12. Forms K-1/K-2, Line Item Operating Budget: Can proposers add lines where necessary in an effort to be more transparent in costs? 13. Form L-1, Staffing Levels and Wages/Salaries: Please provided updated pages to correspond with the years of the contract. 14. Forms L-1/L-2, Staffing Levels and Wages/Salaries: Can proposer add lines where necessary to correspond with proposed staffing? CITY RESPONSE: Yes, that is perfectly acceptable. Please use new forms provided in Addendum # Do the drivers currently fuel the vehicles, or is there a separate individual(s) performing this task? CITY RESPONSE: Yes, the drivers are responsible for fueling the vehicles. 16. What are the current rates paid the current contractor for all components of pricing (fixed, variable). CITY RESPONSE: Effective July 1, 2017, MV Transportation s billable rates are as follows: Annual Contract Amount of $625, which represents Fixed Costs of $252, and Variable Costs of $373, Cost per vehicle hour: $ Page 4 of 6
5 17. What was the total amount paid to the incumbent contractor for the last two fiscal years (by year)? CITY RESPONSE: July 1, 2015 June 30, 2016: $595, July 1, 2016 June 30, 2017: $615, (this is an estimate; as of this writing, Current contractor has not submitted the June Invoice for services). 18. Please provide all bidders with copies of the last three months of: a. Monthly invoices b. Monthly management reports CITY RESPONSE: To be provided at a later date. 19. If local, state of federal governments change the laws, rules or regulations that affect minimum wages and/or benefits that are mandated for the employees that are employed by this contract, and this event was not known at the time of bidding, and this event occurs during the term of any contract resulting from this procurement how will the City respond to the request for increased compensation? Bidders need to understand the risk associated with such an unknown event should it occur. CITY RESPONSE: The City will be open to discussing any modifications to the contract should there be changes in the law that result in significant cost increases to the Contractor. 20. In order for all bidders to accurately gauge the cost of insurance and maintenance, please provide the revenue miles and revenue hours, total miles and total hours, and current deadhead miles and deadhead hours for the services contemplated by this RFP. CITY RESPONSE: To be provided at a later date. 21. What are the current pull out and return to yard times for each route? CITY RESPONSE: All three fixed routes have a 3 minute pull out and pull in time from the City Yard. 22. Please provide contact information for any local union representative that represents any of the current employees. CITY RESPONSE: Teamsters Local 439, Reuben Moreno, 1531 E. What are the average miles between road calls per year for each of the three past years? 28. Please provide the amount of liquidated damages (and what categories those damages were assessed to) for each month over the past year that were charged to the current contractor. CITY RESPONSE: The City did not invoke its right to assess liquidated damages to the current contractor. 29. Will the City make any vehicles available to an incoming contractor to perform the necessary training during the transition period? If yes, how many and what type? CITY RESPONSE: Yes. Please refer to Page 9, Section 1.8 (c) and APPENDIX C Vehicle List for details. 30. What are the 3 biggest challenges that the City faces for the services contemplated by this RFP?
