1 Addendum #1 RFCSP # 1473 Student Transportation Services Questions ***UPDATED 7/13/17*** 1) What is the preferred start date? We would like to transition as soon as possible, Dec.2017 if not then Summer of 2018 at the latest. 2) Section 2.5, page 7: Awarding of Contract To confirm, will the district accept alternate proposals that deviate from the original proposal language? We will consider alternate proposals. 3) Section 4.1, page 15: Project Overview Language states the district is operating 135 total routes, per day, 75 general ed routes and 55 special needs routes which total 130 routes., we didn't clarify that there 4 CTE routes that are not considered general ed routes but do run everyday. And we anticipate adding a new gen ed route for this school year. a. Can we be provided with detailed route information in excel format for all am, pm & mid-day routes with route times, daily driver paid hours and total daily mileage from/to the district facility? RISD can provide all route information in and excel format. b. Can we be provided with detailed summer school route information? Need to know number of routes operated, number of days per route and mileage per route? 12 High Schools routes, 23 Junior High routes, 23 Elementary routes. Monday- Friday. The miles per route will depend On number of student enrolled in Summer School. This information is subject to change year To year. c. Can you advise how many routes require a bus monitor/aide and the number of daily paid hours for each? All SPED routes will require a bus monitor. Most routes are three hours. The hours will fluctuate depending on the number of students on a route. d. Approximately how many car seats/harnesses are required? 10 car seats 200 harnesses. These number are subject to change depending on students IEP. e. Can you provide us with the total number of contractor operated athletic trips and field trips and the number driven with RISD coach drivers for the school year? To include the total mileage per trip and the total paid driver hours per trip? No. 4) Section 4.2, #1, page 15, Staffing Can we be provided with the salaries for all of the current support staff, to include annual salary/hourly wage, position title, hours paid per day, number of paid days per year? All the staff members filling these position are employed by our a. Are any staff employees members of a labor union? If yes, which positions and can we be provided with a copy of the labor agreement?. All the staff members filling these position are employed by our
2 5) Section 4.2, #3, page 16 Can we be provided with a list of all current driver wage rates? (We do not need driver names) All the drivers filling these position are employed by our a. Same request for bus monitors? All the monitors filling these position are employed by our b. Are drivers and monitors members of a labor union? If yes, can we be provided with a copy of the labor agreement?. All the driver and monitor filling these position are employed by our c. Are the current drivers paid a daily minimum hour s guarantee? No. 6) Section 4.2, #4, page 16 What brand of routing software is currently being utilized. Our current vendor uses Zonar Fleet Management systems for tracking buses. Our Current vendors is using excel as routing software. 7) Section 4.2, #5, page 16 Will the district offer any type of fuel protection? No. 8) Section 4.2, #8, page 17 State each bus must be equipped with its own routing software. Can you further explain the expectation/type of equipment? All buses must be equipped with GPS and video monitoring system. The video monitoring system will monitor student and driver behavior during routes, and record the external environment. The GPS system needs to track the position and the speed of the buses for the entire route. The GPS system should provide a map of the route the buses travel. 9) Section 4.2, #11, page 17 Facility Information a. Who is responsible for cost of utilities? If the contractor, can we be informed of the total annual cost of all utilities the contractor will be responsible for? If using our bus barn and dispatch building there is no charge for utilities as long as the vendor staffs all routes and monitors daily. b. Will the contractor need to install a telephone system? no c. Does the district have a radio tower repeater that the contractor can utilize? No but will verify and report back 10) Section 4.5, Proposed School Bus Inventory Can we be provided with a detailed listing of the current fleet inventory, to include: passenger capacity, wheelchair capacity, type of fuel, year of manufacture and if equipped with air conditioning? We can send what DCS has shown us, not all requested data is available. (7/11/17) UPDATED: See Addendum # 3 All highlighted buses are special needs buses, further broken down by: Yellow highlight: special needs bus currently on a route Green highlight: Special needs bus listed as a spare Red Highlight: Not currently in service/to be disposed
3 All non-highlighted buses are gen ed route buses. All accessories/options on each are listed in the columns to the right. a. Will the current fleet be available for purchase? The current fleet is owned and operated by our current vendor. (Dallas Country Schools). 11) Section 4.4, Pricing Sheet States the district reserves the right, in its sole discretion, to approve or reject any increase or decrease in costs on an annual basis during the term of the contract. Can you further clarify, does this mean we are not guaranteed even a minimum annual rate increase based on the consumer price index (CPI)? We always anticipate a slight increase based on CPI but reserve the right to approve or reject. a. Can we specify a fixed annual rate increase in our proposal response? yes 12) Can we be provided with copies of the most recent contract, to include any addendums, pricing pages and/or other contractual updates? (7/11/17) UPDATED: See Addendum # 4 13) Does the district anticipate student enrollment to increase or decrease in the coming years? We will continue to grow based on our current demographic projections by students per year. 14) What was the total dollar amount paid to the current student transportation contractor from July 1, 2016 through June 30, 2017? We are still closing out the school year and don t have final numbers at this time. 15) Can we be provided with detailed copies of invoices and billing reports for March, April and May of 2017? We will provide the latest invoices available. (7/11/17) UPDATED : See Addendum #4 16) What is the transportation budget for the school year? $6,552,890 Added 7/11/17: 17) Do you know the name of the driver s union? We will need to contact them? RISD does not know the answer to this question. Added 7/13/17: 1. Please clarify the priority of the RFP, the General Stipulations and Conditions, and the Federal Provisions (p. 61 of RFP) when conflicting. Regarding termination for convenience, General Specification and Condition XI(B) states that either party can terminate the contract upon 30 days written notice to the other party ONLY at the end of the first 12 months of the contract. But RFP Sections states that either party has the right to terminate the contract at the end of a school year by giving written notice no later than February 1. And the Federal provision B on p. 61 of the RFP states that RISD can terminate for convenience immediately
4 upon written notice to the Vendor. Regarding termination for default, Section of the RFP states either party can terminate for default of the other party after a 30 day notice and cure period. But the Federal Provision B on p. 61 of RFP states that RISD can terminate immediately upon default of Vendor. After the initial 5 year agreement ends, RISD will and awarded vendor will mutually agree to renew the agreement June of each year. Our current contract expires in Feb Moving forward we would like for our contracts to be renewable in June of each year. This this not be federally funded, therefore provision B on pg 61 will not apply. The termination clause that will apply is stated in the General Stipulations and Conditions. 2. Would RISD consider revising the indemnification language to specifically exclude from indemnification any claims that arise from the negligence or willful misconduct of RISD? 3. Would the District consider a force majeure clause in the contract that would excuse the parties from performance during a force majeure event? 4. Would the District consider a service level adjustment trigger? 5. Can RISD specify anticipated starting and ending dates of this 5 year contract? June 2018-June Please clarify the level of involvement RISD anticipates from the CEO? There is a requirement for someone with decision making authority to be involved. The company can choose the position. 7. Will RISD athletic coaches be driving contractor provided buses for athletic events? No
5 8. Will there be a lease agreement for the use of the RISD facility? 9. Will there be an inspection period for the facility? 10. Will RISD consider reciprocal/mutual environmental protect language whereby each party is only responsible for any environmental conditions at the facility that such party causes? 11. Please clarify any specific bus requirements. See Addendum 3 and Would RISD consider contract language that would address the costs of seat belts on buses or any other change in laws that require changes to equipment on the buses? RISD will consider reasonable requests for alternate contract language as part of its overall evaluation of responses. Respondents should note objection or comment to any item in the 13. Does RISD prefer audio recording on the bus cameras? 14. If awarding to more than one vendor, how does RISD anticipate splitting the work? That would be determined based on awarded vendors. This would not be our preference. 15. Would RISD consider a fuel escalation clause in the contract? 16. The 387,702 miles stated on page 15 of the RFP seems to low for all work to be performed. Please provide: a. Total miles (including deadhead miles for each Regular and SPED route b. Total number of trips and average miles and hours per trip. The data provided is all we have.
