1 Deferment, Suspensin and Cancellatin Plicy and Prcedure 1. PURPOSE 2. SCOPE 3. POLICY The Cllege f Event Management establishes this plicy and prcedure t clearly define the plicy relating t student deferment, suspensin r cancelatin f the enrlment as a student at Cllege f Event Management. Internatinal students are subject t the requirements f the ESOS Act and this plicy is designed t reflect the limitatins placed n Cllege f Event Management. The plicy and prcedures apply t all Cllege f Event Management students. It is the plicy f the Cllege f Event Management t ensure that students cmplete their curse within their curse duratin. Hwever, unfreseen and unexpected circumstances ccur beynd the students cntrl which can affect their ability t cmplete their curse. Therefre, this plicy is cllaged t allw fr a mre systematic prcess f deferment, suspensin, and cancellatin f students. Definitins f what cnstitutes Deferment, Suspensin r Cancellatin are given belw this plicy sectin. 4. POLICY RULES Cllege f Event Management- Initiated Deferral, Suspensin r Cancellatin f Enrlment Cllege f Event Management may defer a student s cmmencement n the fllwing grunds: When a curse is nt ffered Cllege f Event Management may suspend a student enrlment n the fllwing instances: When a student is deemed t be in breach f the Student Cde f Cnduct When a student is deemed nt making satisfactry curse prgress and fails t cmply with the requirements f the Interventin Plan Cllege f Event Management may cancel a student enrlment n the fllwing instances: When a student demnstrates serius breach f the Student Cde f Cnduct Australian Cllege f Event Management Pty Ltd 1
2 When a student is in breach f the curse prgress plicy When a student is cntinually absent frm scheduled curse hurs Nn-payment f utstanding fees In cases where suspensin r cancellatin f the student s enrlment is initiated by the cllege, students will be ntified and given 20 wrking days t access the cllege s internal cmplaints and appeals prcess (see Students Cmplaints and Appeals Prcedure). There will be n change in enrlment status and the student will nt be reprted t DOE /DIBP until the appeals prcess is cmpleted. Once the deferral, suspensin r cancellatin is prcessed, the Cllege will ntify DOE/DIBP via PRISMS. Cllege f Event Management will reprt t the TPS directr if a student defaults frm the starting the curse within 5 business days. Cllege f Event Management will reprt t DOE/DIBP via PRISMS if the student has nt stated the curse within 14 days. Student-Initiated Deferral, Suspensin, Cancellatin f Enrlment Students may initiate the deferral, suspensin and cancellatin f enrlment, including granting f a leave f absence during the curse thrugh frmal agreement n the fllwing limited circumstances: On the grunds f cmpassinate r cmpelling circumstances cnditins that are beynd the cntrl f the student, which may impact, n the student s curse prgress r wellbeing. These may include, but may nt be limited t the fllwing: Where students d nt receive their visa in time t arrive at Cllege f Event Management t cmmence study. Serius illness r injury where a medical certificate states the student was unable t attend classes. Bereavement f clse family members Majr plitical upheaval r natural disaster in hme cuntry requiring emergency travel and this has impacted n the students studies. A traumatic experience i.e. invlvement in r witness a serius crime r accident and has impact n the students Where the Registered prvider was unable t ffer a pre-requisite unit. Other reasns may be cnsidered but must have cmpelling dcumentary evidence t supprt the request. Australian Cllege f Event Management Pty Ltd 2
3 It shuld be nted that deferring t g hme t be married r attend the wedding f a family member is nt nrmally cnsidered t be cmpassinate r cmpelling circumstances, which are beynd the cntrl f the student. This culd be rganised in such a way that the schedule des nt cnflict with the student s curse timetable. Unavailability f a curse. Student visa delay. Where a decisin is made by the Cllege f Event Management, the student always has the right t appeal this decisin using the appeals prcesses as utlined in the Cllege s Cmplaints and Appeal Prcess. This must always be clearly cmmunicated t the student with the ntificatin f the decisin. 5. DEFINITIONS Term Cancellatin Deferral Leave f Absence Suspensin Cmpassinate & Cmpelling circumstances Definitin A cessatin r end f enrlment in a curse Pstpnement f cmmencement f studies Temprary pstpnement f studies after cmmencement f studies Temprary putting n hld studies during the curse after which the student may recmmence study. Suspensin culd be a result f a breach f the Cllege f Event Management s disciplinary plicy by the student. Suspensin may nt necessarily cme as a cnsequence f misbehavir and may nt necessarily push ut the cmpletin date. Cnditins which are beynd the cntrl f the student which may impact n the student s curse prgress r wellbeing. Examples f these circumstances are as fllws: Where students d nt receive their visa in time t arrive at Cllege f Event Management. Serius illness r injury where a medical certificate states the student was unable t attend classes. PROCEDURES The prcess fr management f student requests fr Deferment, Suspensin r Cancelatin is shwn belw: Instructins fr Cllege Administratr/Student Services Officer In reviewing the applicatin the fficer must be satisfied that enugh evidence has been prvided t satisfy the Natinal Cde. The evidence will vary accrding t the situatin and the Officer must use their best judgment in determining what is sufficient. In the event f uncertainty they shuld seek advice frm a senir member f staff. Fr example a student requesting t defer as a result f clse family illness (e.g. Mther) must prduce a medical certificate and airline tickets shwing illness is legitimate and an intentin t return. When the cancellatin relates t changing frm ne curse t anther, then the prcess will als include prcessing a new applicatin frm as per the Internatinal Admissins Plicy. The Offer Letter number generated will then be stred in the register see belw. Befre making a decisin the Officer shuld cnsult with finance t cnfirm that all payments are up t date r acceptable arrangements/ adjustments fr carrying frward fees during the perid f deferment have been made. All dcumentatin including the request, the supprting evidence and the utput must be printed and filed in the student file. s/ntificatins shuld be sent t relevant persnnel advising them that the student has suspended their study s that recrds can be updated and any necessary arrangements made. The prcess, nce sufficient evidence is supplied shuld take n mre than 7 wrking days, preferably less. The student service fficer shuld set a diary entry t set a reminder fr when the student is due back. Requests t cancel their enrlment will nly be cnsidered if the student des NOT intend t transfer t anther Cllege f Event Management in Australia. Fr students cntemplating a Transfer please refer them t the Internatinal Student Transfer Plicy. IF the request is denied, then the student must be advised in writing and als infrmed f their right t appeal in accrdance with the Cmplaints and Appeals Plicy. All student deferments must be cmmunicated in writing t the student. The student shuld als be advised that the deferment culd pssibly impact n the duratin f their student visa and that they must cntact their nearest DIBP ffice t cnfirm if their visa will be impacted.
