4 GENERAL TERMS & CONDITIONS 1. Quotations must be submitted in a single sealed cover at our office. The words QUOTATION FOR MONTHLY ELECTRICAL MAINTENANCE SERVICES AT STPI-KOLKATA AND EMPANELMENT FOR PERIODICAL ELECTRICAL MAINTENANCE SERVICES AT ITS SUB-CENTERS should be clearly written on the top of the envelope. 2. Bids received in any other form or after due date shall be rejected. 3. Authorized person of the bidder shall sign, stamp and submit all pages of the bid document, supplementary documents, data sheet and any other document provided in support. 4. Quotations will be opened in the presence of the authorized representatives of the Bidders at scheduled time. 5. In case the day of opening of Quotation is declared as holiday the opening shall be held on the next working day at the same time. 6. STPI may extend the last date of submission of quotation or opening date as it deem required for any administrative reasons. 7. Bidders are advised to visit the office and see for themselves the locations where the services / supplies required to be delivered. 8. Bidder can quote the price bids for individual center (Sl No. 1,2,3,4 & 5) OR all the centers in Price Bid. 9. CONDITIONAL BID WILL NOT BE ACCEPTED AND REJECTED OUTRIGHT. 10. If any of the conditions of Bid are not fulfilled, such Bid/Bids will be summarily rejected outright and objections raised in this regards will not be entertained. 11. STPI reserves the right to choose, accept or reject any or all requests / offers, in full or part at any stage, reduce or increase the quantity without assigning any reasons therefore. The quantity / number shown in the document are only indicative. STPI further reserves the right to split the order among more than one Bidder if considered necessary. STPI will not be responsible for any postal losses or delays in submission of documents. The Bid documents are non-transferable. 12. The rate quoted by the bidder shall be final and no increase in rate shall be allowed under any circumstances. 13. In the event of violation of any terms and conditions given above, it would be construed, as a breach of contract and STPI will be entitled to terminate the agreement without any compensation. 14. Commercial part of only eligible bidders will be evaluated. 15. Bidder shall deposit Rs.3,000/-/-(Rupees Three Thousand only) as EMD along with the Tender in the shape of Demand Draft/ Banker s Cheque in favor of Software Technology Parks of India, payable at Kolkata. Without EMD the bid liable to be rejected. The EMD only for Sl. No.:1 and No EMD for Sl No.:2 to 5 as mentioned in PRICE BID. 16. The successful bidder shall deposit Security of total Annual Tendered/ Order value within 15 days of receiving the order in the shape of Demand Draft/Bank Guarantee. Security Deposit should remain valid for a period of Sixty (60) days beyond the date of completion of contract. In case of extension of contract the extended PBG will also be required. The SD shall be kept for the contract period and the same shall be refunded on cession of contract without interest. The Security Deposit only for Sl. No.:1 and No Security Deposit for Sl. No.:2 to 5 as mentioned in PRICE BID. 17. EMD of un-successful bidders shall be returned / refunded within 30 days after finalization of contract. 18. EMD of successful bidder may be adjusted in their Security Deposit, at the bidder s request or returned after submission of Security Deposit of the required value. 19. The EMD may be forfeited if a bidder withdraws his bid during the period of validity specified by the bidder on the Bid document. 20. The EMD of successful bidder may be forfeited if the agency fails to deposit the security deposit on time or doesn t start the work as specified in the scope of work within the stipulated time mentioned clearly in the bid document after receiving the WO or fails to sign the agreement. 21. In case the performance of the agency is not found satisfactory during the period of contract or the agency fails to abide by any clause of the contract then the Security Deposit can be partly or wholly forfeited. 5 ELIGIBILITY CONDITIONS 1. The bidder must be a registered electrical contractor (Copy of certificate of registration shall be furnished as proof). 2. The bidder shall be Proprietary/Partnership Firm, Company registered under Companies Act, Legally constituted Corporate Body empanelled / registered who possess the required licenses. (Submit copy of relevant documents). 3. The bidder, who is interested to participate for the Sl. No.1 of price bid i.e STPI Kolkata must have fully functional office / service center at Kolkata urban area for immediate escalation of problem.whereas for the participation in other centers the bidder s functional office/service center may be in operational in west Bengal. (Submit copy of relevant documents). 4. The Bidder shall have PAN no. & Service Tax & other registration as necessary. (Copy of the same shall be furnished as proof). 5. The bidder must have atleast 03 (Three) years of experience in providing similar kind of electrical maintenance services in Govt. Deptt./ PSU/ Reputed Industry. 6 SCOPE OF WORK Scope of work includes routine checking, testing & maintenance of electrical installations as detailed below:- 1. General Check up:- a. Checking of the line voltage between three phases at STPI main panel, distribution panel in office building and UPS input panel at both emergency and no emergency in every visit. b. Checking of the phase voltage between three phases and neutral at STPI main panel, distribution panel in office building at both emergency and no emergency in every visit. c. Checking of the neutral to earth voltage at STPI main panel, distribution panel in office building & UPS input panel at both emergency and no emergency in every visit. d. Checking of earthing at the out side earth pits of main building, DG room, switch room. Earth check up Certificate will be submited to STPI-Kolkata for all STPI centers. e. Checking of line voltage in AMF panel, DG panel, LT panel. f. Monitoring the terminal points once in a month, and re-termination if required must be done by receiving confirmation from OIC, STPI-Kolkata g. Checking of the current flow, load in all branches. h. Troubleshooting and repair works if necessary. i. Replacement of lamps, tubes, chokes, switches & repairing work of MCB, MCCB, FAN, MAIN SWITCH after approval from STPI-Kolkata. 2. Supply of consumables:- a. The Contractor may be asked to supply and fix necessary consumables like (bulb, tube light, house wires, holders, switches, plug etc.), which are required for day to day operation after receiving approved indent from STPI - Kolkata. 3. Other Services:- a. The Contractor must provide additional technical support in case of emergeny. b. The Contractor must provide an electrician for fixing of electrical equipments at the time of office meeting, conference & during the service of any other equipment e.g. air conditioners, tea blender, ups, networking equipments and any other as per call from STPI-Kolkata. 4. Report:- a. The contractor s electrician shall provide Maintainanance Report including material requirement sheet ( if any) for each regular visit/special visit/on call visit. The report should clearly mention the nature of problem, work done to solve the problem and shall be signed by both the electrician & STPI officer. 5. Periodicity:- a. STPI-KOLKATA :- One electrician will report to STPI-Kolkata every day to solve any problems like changing of lamps, switches etc. and carry out the general check up as detailed above. b. STPI-DURGAPUR, SILIGURI, HALDIA, KHARAGPUR:- On call visit to these centers to solve any problems and carry out the general check up as detailed above. 6. On Call Service:- a. STPI-KOLKATA:- Contractor must arrange an electrician within 30 minutes as soon as they get a call from STPI in between time period of 8 a.m. to 8 p.m. on all working days, and within 1 hour on holidays. b. STPI-DURGAPUR, SILIGURI, HALDIA, KHARAGPUR:- Contractor must arrange an electrician within 1 hour as soon as they get a call from STPI in between time period of 8 a.m. to 8 p.m. on all working days and within 2 hours on holidays. 7 CONTRACTUAL TERMS AND CONDITIONS 1. The successful Bidder for monthly services has to sign a Service Level Agreement (SLA) with STPI- Kolkata. The SLA to be executed on an Rs.10 stamp paper within 15 days from the receiving of Order. The cost to be born by the Contractor. 2. The contractor must provide in writing the address and contact details of local office situated at Kolkata urban area. 3. The contractor must provide in writing the address and contact details of one senior electrician and at least two service electricians who are always available for the immediate escalation of any type of electrical problem. 4. The contractor shall update the contact details of all service electricians as and when it changes. 5. During the period of contract the contractor shall provide the services as defined in the scope of work without any break. 6. The Service Electrician shall be well equpied with own mobile phones, mechanical, electrical and/or electronics tools and equipments, megger, safaty measures to attend all the activities. 7. If there is some major fault where repair or replacement of material is required than the contractor shall provide the list of materials required or nature of repairing required in separate sheet. 8. The repair/replacement shall be done on consent of STPI only. STPI shall be free to carry out such repair /replacement through the contractor or any other party. 9. The contractor shall provide full technical support during repair/replacement. 10. STPI will not be liable for any type of uncertain hazard occurred during the service time. Proper safety measures should be taken by the service electrician before proceeding to do any job. 11. Penalty : Support service for any problem must be attended within the time frame mentioned in the scope of work otherwise penalty for delay in service must be charged by extending AMC period (i.e. one day for one hour delay in service). 12. Payment Terms: Payment will be released within 15 days after each month end on submission of monthly bill/tax invoice with Electrical Maintenance Report for each service site of STPI (Kolkata, Durgapur, Siliguri, Haldia and Kharagpur). Deduction of Taxes applicable as per law. 13. STPI may also cancel the contract by giving one month notice, without assigning any reason. 14. STPI may cancel the contract if the vendor fails to execute ordered works on time or regularly executes sub-standard works. 15. The Contract Agreement can be terminated at any time by giving two months notice by the Agency and one month notice by or on behalf of Officer-In-charge, STPI Kolkata. 16. The service contract may be extended further for a period of Two years i.e. one year at a time, subject to there is no change in commercial and technical terms or price and subject to satisfaction and approval from competent authority. 17. 10 Annexure-A FORMAT FOR SERVICE LEVEL AGREEMENT This agreement is made on this day of, 2016 between Software Technology Parks of India (DeitY, Govt, of India), Plot 5/1, Block-DP, Sector-V, Salt Lake, Kolkata represented through its Officer-In-Charge or his successor and hereafter referred to as 1 st party or Purchaser And (company name) having its registered office at (address of the company) and service center at, Kolkata (Service center address) represent through Sri., (Designation) or his successor and hereafter referred to as 2 nd party or Contractor Whereas the Contractor has offered to provide services to the Purchaser in terms and in whole as mentioned in the Bid enquiry document no. Ref No:- STPI/KOL/PUR-08/2016/QTN-78 dated : 26 th February 2016 published by the Purchaser. Whereas the Purchaser, on fully satisfied with the eligibility and technical capability of the Contractor, has placed an order on the Contractor to provide such services as given in the Scope of Work mentioned in the Bid enquiry document no. Ref No:- STPI/KOL/PUR-08/2016/QTN-78 dated : 26 th February 2016 published by the Purchaser. And whereas the Contractor hereby agrees to provide such services to the Purchaser and both the parties hereby enters into a Service Level Agreement as follows: a.
