1 RFP17-03 ADDENDUM NO. 1 EL DORADO IRRIGATION DISTRICT SOLAR ASSESSMENT AND DESIGN PROJECT NO AUGUST 10, 2017 To: All Potential Proposers THIS IS AN ADDENDUM TO WHICH SPECIAL ATTENTION SHOULD BE GIVEN IN ORDER TO PRESERVE THE VALIDITY OF ANY PROPOSAL SUBMITTED PURSUANT TO THE ABOVE REQUEST FOR PROPOSALS. THE RFP IS REVISED, MODIFIED, AND CLARIFIED AS FOLLOWS: The proposal due date and time is unchanged and remains as follows: Due Date: August 16, 2017 Due Time: 3:00 PM Local Time Item 1 Questions received and answered by District: Question 1: Please consider expanding the page limit from 8 pages to 20 or 30. The RFP requires responses in 7 sections and additional pages would allow us to be more responsive to the RFP. Answer 1: We are maintaining the 8 page limit as we feel this is adequate for the selected consultant to adequately and concisely address the scope of the RFP. Question 2: Section B, "Cost of Services" states that our proposed rates shall include "minor expenses connected with performance of the services..." Does this include travel, or can that be billed separately? Answer 2: Please review Section B, All proposals must include a complete and current table of all rates and charges to perform all the proposed services with detailed itemization of each task to be performed.. Rates and charges shall also include any

2 Page 2 of 7 part of consultant s capital expenses, including necessary transportation, travel and subsistence expenses of consultant s employees incurred in discharge of duties connected with performance of the services. Question 3: Please clarify relevant addresses, APN, AHJ, and utilities for each site. Answer 3: Deer Creek WWTP - Deer Creek Road El Dorado Hills WWTP Latrobe Road El Dorado Lift Station (El Dorado Waste Water Pond) South Street Bridlewood Tank Hollow Oak Drive Valley View Tanks No Address , 007, 011 Skinner Lane Lift Station Skinner Lane PG&E provides power to all sites. Question 4: Will industry standard models besides SAM be accepted, like PVSyst, or Helioscope? Answer 4: The consultant must provide a SAM model to the District can be viewed and edited by District staff without obtaining proprietary software licenses. Question 5: Satellite imagery for sites shows existing structures; please specify height of relevant existing structures, will those structures remain and layouts would be required to work around them? Answer 5: Existing structures will remain in place at each site. Measurement and verification of building structures will be conducted by the selected consultant during future site visits. Question 6: Some topographic maps provided are unclear; please confirm 40 grade lines. Answer 6: Topographic information is provided by ESRI and is meant to convey the general site relief at each location. Site specific surveys should be conducted by the selected consultant. Question 7: Please clarify what civil design plans (if any) and specifications would be required in 30% delivery. Are you looking primarily for electrical designs? Answer 7: A 30% level of design is intended to provide general site layout, major components, and adequate detail to provide accurate cost estimates and budgeting for the proposed system(s). Question 8: The RFP makes reference to "rehabilitation of the existing 1MW solar field. Can you provide more information regarding the system? For example, when it was installed, installer, manufacturer of the modules and inverters, whether it is tracking or fixed tilt, and any known failings or problems that require rehabilitation.

3 Page 3 of 7 Answer 8: The existing 1 MW solar field was installed in 2006 by Shell Solar. The panels were manufactured by Shell Solar and inverters were manufactured by Xantrex. The panels are arranged in a fixed tilt system. The existing inverters are nearing the end of their useful life. Question 9: Page 2 of 11, second paragraph - Does the District foresee the contract associated with RFP17-03 Solar Assessment and Design, being split between more than one consultant? Answer 9: No Question 10: Page 4 of 11, Section V Consultant does not find any applicable job classifications or rates in the link provided. Is this an issue? Answer 10: This is boilerplate language and is not applicable to design services. Question 11: Page 4 of 11, Section VII, A How strict is the limit of 8-pages for the response? Answer 11: The limit is 8 pages. Question 12: Regarding Task 1 Evaluation. For comparative financial evaluation of the multiple options, what method is preferred, Net Present Value, Internal Rate of Return, or is an iteration of the NREL SAM model for each option what is desired? Answer 12: The selected consultant should also use applicable financial ratios as necessary to present their findings. Question 13: Regarding SAM model inputs, will the District provide the assumed inflation rate, tax rate, etc. to be used? Answer 13: This will be coordinated with the selected consultant. Question 14: Will the Documents and Reports provided by The District include drawings of all the existing electrical connections to the grid and all applicable Interconnection Agreements? Answer 14: The District will make available record drawings in its possession. The consultant will be responsible for coordinating with other utilities to gather additional drawings and facility records as necessary. Question 15: Evaluation will include items "a" through "o" but "not be limited to" those. Is there some other specific evaluation metrics contemplated by The District within the work scope, or is the intent for the successful bidder to use their experience and discretion to provide any other analysis they deem of value to The District's decision process?

4 Page 4 of 7 Answer 15: The evaluation must include items a through o. The District will rely on the consultant s expertise to propose, develop and present any additional scope they deem necessary for the project. Question 16: Page 2 of 5, Task 2 Design EID states meetings, Kick-Off, Review and Final. Are these combined with the same meetings described in Task-1 Evaluation? Answer 16: Yes Question 17: Page 2 of 5, Task 2 Design EID states consultant to arrange for site visits. Can the consultant expect EID staff escort and availability for Q&A during the visits? Answer 17: Yes, the consultant will be responsible to coordinate, organize, and conduct site visits and meetings. EID staff will be available to assist as requested. Question 18: Page 14 of 17, Section 1.4 Consultant maintains all required insurance coverages during the course of any contract. Consultant takes exception with the requirement to maintain EID for a period of 5-years beyond completion of the work and would like this stricken from the contract. Answer 18: Please refer to Paragraph VII.A Section 6 and address exceptions accordingly. Question 19: Are there any environmental reports (biology- information on plants, animals and bugs)/historical (details of land use, spills, etc.)/pre-historical (archeological significant areas to be avoided, for example) for the existing 1 MW project at the Dry Creek Waste Water Treatment Plant (DCWWTP) and the other sites mentioned? Answer 19: The sites have no known environmental or historical restrictions. Question 20: Any notes on future expansion of the existing facilities on the sites within the year lifetime of the new solar projects? Is there any equipment to be removed from the proposed sites at this time such that the area could be used for solar facilities? Answer 20: Future expansions have not been evaluated. No equipment is planned to be removed from the proposed sites. Question 21: Who is currently performing the O&M of the existing PV Solar facilities? Answer 21: District staff. Question 22: Where sites have large tanks, is the District open to considering panel placement on top of the tanks if they could support such and an installation?

5 Page 5 of 7 Answer 22: This may be evaluated if the panels do not interfere with operations, or affect the integrity of the tanks, and is a cost effective option. Question 23: Can the District provide the electrical usage (load) profile of the existing facilities as well as the production from the PV Solar facility (hourly data)? Answer 23: Approximately one year of power production data is available from the solar facility. PG&E data is available for multiple years. Question 24: Can the District provide its utility bills for the past 24-months for each site with usage in hourly detail? Answer 24: Hourly data is available from PG&E. Question 25: Are all District facilities located within the PG&E service territory? Answer 25: Yes Question 26: With the installation of PV Solar at existing parking lots and on office/garage roof tops, the District could take control of even more of its future energy expense. Would consideration of our services for these facilities be a welcome addition to the scope of this RFP? Answer 26: This may be an option, however the District believes that the sites identified would likely provide adequate area and be more cost effective than smaller individual structures. Question 27: Has there been a pre-bid meeting? If so, can we get details of the meeting including an attendance list and notes of the discussions? Answer 27: No Question 28: May we receive a complete list of questions and answers with regard to this RFP from the District in adequate time to consider them for our proposal? Answer 28: Addendum 1 is intended to address all questions submitted to the District prior to the August 9 Question/Addenda deadline. Question 29: I would like to clarify if the 8 page limit includes or excludes the cost proposal section. Answer 29: A cost summary should be included in the proposal. A detailed table of rates and charges per Paragraph VII.B may be attached as a separate appendix. Question 30: What is the annual energy usage and utility costs at the sites listed in Exhibit B?

6 Page 6 of 7 Answer 30: Annual energy costs for all District facilities will be made available to the selected consultant. Question 31: Are there any recent energy projects that have been completed that would create changes in the sites energy use and utility cost? Answer 31: No Question 32: What are the details of the existing solar field shown in Exhibit B-2? Answer 32: The existing 1 MW solar field was installed in 2006 by Shell Solar. Question 33: What is the District s budget for procuring and purchasing solar systems? Answer 33: The District has not budgeted for a solar system in its current CIP, but will use the findings and recommendations of this assessment and design to allocate future funds. Question 34: What is the District s budget for procuring a PPA solar system? Answer 34: The District has not budgeted for a solar system in its current CIP, but will use the findings and recommendations of this assessment and design to allocate future funds. Question 35: Can you confirm that the RFP is requesting a vendor to design and propose a Basis of Design Report (BODR) that outlines how a consultant will evaluate solar? Answer 35: The scope of the RFP is to produce a BODR including cost estimates, a system advisory model, and a 30% plans and specs per Exhibit A. Question 36: Can you confirm that the RFP is requesting a vendor to design and propose a Basis of Design Report (BODR) that outlines how a consultant will evaluate solar? Answer 36: Installation and purchase of the selected alternatives will be completed at a later phase.
