Ordinance/Resolution: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF WEST PALM BEACH, FLORIDA, AUTHORIZING THE APPROPRIATION OR TRANSFER OF CITY FUNDS IN FISCAL YEAR 2015/2016 IN ACCORDANCE WITH SECTION 4.03 OF THE CITY CHARTER OF THE CITY OF WEST PALM BEACH, FLORIDA, FOR THE PURPOSE OF AMENDING THE GENERAL FUND BUDGET TO PROVIDE APPROPRIATIONS FOR ACTIVE SHOOTER RESPONSE KITS; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. Staff Recommended Motion: Approve Resolution No (F). Background: The Police Department has identified the immediate need for funding to purchase active shooter response kits that enables the officer to rapidly add a plate carrier over their existing concealable vest to upgrade their protection when a threat situation escalates. The Department of Homeland Security (DHS) formally defines an active shooter as an individual actively engaged in killing or attempting to kill people in a confined and populated area. The level of police response to an active-shooter attack is unique to the circumstances of the incident. This body armor helps to mitigate the risks in Active Shooter Events and enables the officer to quickly approach armed individuals and address the threat, and protect the public and support themselves during the incident in an efficient and effective manner. Funds are available within the patrol cost center due to savings from the reduced price of gasoline throughout the budget year. The department will stay within the approved FY 2016 budget. The department has identified the change in purpose areas that exceed $10, which require approval by the City Commission, in compliance with City Procurement Code, Article II, Sec
