1 Outcmes frm the Third Meeting f the Expert Grup n the Integratin f Statistical and Gespatial Infrmatin, April 2016, Paris, France Summary 1 (Draft as f 27/05/2016) Sessin 1 Intrductry Sessin An verview was prvided f the wrk prgress made since the secnd meeting, held in Lisbn, Prtugal, in May The activities carried ut by the Expert Grup include an infrmal cnsultative meeting, held in August 2015, as a side event t the fifth sessin f UN-GGIM, the preparatin f a reprt submitted fr discussin t the 5 th sessin f UN-GGIM and anther reprt fr infrmatin t the 47 th sessin f the Statistical Cmmissin, including the preparatin f a prpsal fr a Glbal Statistical Gespatial Framewrk (GSGF) that has been shared and cmmented by the members f the Expert Grup. The Expert Grup discussed in detail the prpsal fr a GSGF, reviewing the key issues raised in the cnsultatin amng the members f the EG and agreeing n the way frward fr the glbal cnsultatin, invlving bth the gespatial and statistical cmmunities. The Expert Grup als discussed hw it can best cntribute t the wrk f the Inter-Agency and Expert Grup n the Sustainable Develpment Gals (IAEG-SDGs) with regard t the supprt f gespatial infrmatin fr the measurement and mnitring f the SDG-related indicatrs, thrugh the disaggregatin f data by its gegraphic dimensin (lcatin, regin, urban/rural, cverage, etc.). Sessin 2 Glbal Statistical Gespatial Framewrk Prpsal - fcus sessin After a summary review f the Glbal Statistical Gespatial Framewrk (GSGF), cnsultatin issues raised n the GSGF Prpsal were intrduced and thrughly discussed. Six issues were particularly highlighted: (1) Expectatin that GSGF shuld be a standard. It was stated that the GSGF is a principles framewrk. Sme questins were raised abut the cmpleteness f the GSGF as a standard; it was stated that this is nt its intentin. It was agreed and cnfirmed that the GSGF is a principles framewrk. It was als stressed that if we use the wrd standard in the prpsal, it shuld be clear that it s a technical standard (e.g. ISO), statistical standard, etc., given the fact that sme principles lend themselves t standards and standardizatin, e.g. data and metadata interperability, gegraphy standards, etc. (2) Cncerns were raised abut the fact that lcatin references and gecding are t fcused n address, which is nt applicable t sme develping cuntries. Suggestins were made that lcatin references be bradened t ther lcatin descriptins, including enumeratin gegraphies, and that address r prperty is a preferred mdel wherever applicable r attainable. The Expert Grup agreed with these suggestins but strngly encuraged develping cuntries t gecde t a pint if address r prperty is nt attainable and applicable. The EG als encurage cuntries t test pint referencing (e.g. lat./lng.) r sme frm f prxy e.g. centrid f a plygn, telephne twer, especially in rural areas. 1 Unedited versin.

2 (3) GSGF needs t be extended t envirnmental data. It was stated that the GSGF is currently limited t sci-ecnmic data, including traditinal NSO envirnmental statistics, and there are many types f envirnmental data, and the Framewrk desn t attempt t accunt fr all f these. The Expert Grup agreed that preference be as inclusive as f different data types as pssible, framewrk t be flexible and made as inclusive as pssible t encurage as much gereferencing as pssible. There was sme supprt fr agreeing t limit t sci-ecnmic data but with a review pint in three years time t include ther envirnmental data as uses f these data types, in fficial statistics, gain mre transactin e.g. experimental ecsystem accunts becme less experimental. The Expert Grup shuld als try t ffer practice suggestins like prduce fficial statistics n grids fr thse cuntries wh d want t lk beynd traditinal fficial statistics data surces (i.e. sci-ecnmic) r are using nn-traditinal surces in newer fficial statistics e.g. land accunts. In summary: Be inclusive but ffer practical suggestins and a review pint. (4) Authritative data t be changed t Fundamental data t reflect the need t access the mst current and up-t-date data, and align it with UN-GGIM terminlgy. The EG agreed n the prpsal. (5) New data surces identified as an area that culd benefit frm GSGF e.g. mbile phne datasets. The Expert Grup agreed n the prpsal and encuraged the sharing f examples and gd practices n mbile technlgy and ther innvative data surces. (6) Open data plicies and principles are nt universally agreed n. The GSGF prpsal has included reference t the internatinal principles r agreed natinal plicies n pen data. The EG agreed n this. Sessin 3 Glbal Statistical Gespatial Framewrk Prpsal related internatinal activities Tw presentatins n Sustainable Develpment Gals, gespatial infrmatin and a Glbal Framewrk as well as n Glbal Wrking Grup n Big Data and links t the Glbal Framewrk were made. The Expert Grup discussed the best way t cntribute t the SDGs Indicatr Framewrk as well as t the Big Data wrk, and particularly their link t the Framewrk. The Expert Grup sught t have an EG member representative n these ther grups e.g. the IEAG-SDG WG n Gespatial Infrmatin (first meeting tw days befre UN-GGIM in Aug 2016), UN GWG n Big Data Task Team n Satellite Imagery Data, SEEA, and Land Management grups. Sessin 4 Glbal Statistical Gespatial Framewrk Prpsal hw t cntribute t SDGs Indicatr Framewrk (the way frewrd) A panel discussed the way frward fr the Glbal Statistical Gespatial Framewrk, with emphasis n hw t cntribute t the SDGs Indicatr Framewrk. The Expert Grup agreed that, fr each f the five principles f the Framewrk, we need t: Cllect cuntry level examples f practices, plicies, guidelines, standards, use cases, etc.; Cllect reginal and glbal practices, standards, etc., where they exist; Cllect examples f bstacles cuntries have faced in implementing the principles and hw they have been vercme; Publish thrugh the UN website.

3 The Expert Grup discussed the capacity building issue with regard t the Glbal Framewrk. Fcus was abut advice and guidance t cuntries n where they can g fr help with implementing the framewrk: E.g. fr 2020 Rund f Censuses, bth the UN and UN reginal bdies can advise; E.g. fr SDGs, the IEAG-SDG, UN Glbal Wrking Grup n Big Data, UN-GGIM Reginal Bdies, etc. are all prviding guidance; E.g. fr methds in hw t use new data surces like satellite data fr fficial statistics, the UN Glbal Wrking Grup n Big Data can advise; E.g. examples integrated fficial statistics like Land Accunts; Publish thrugh the UN website. The Expert Grup recgnized the imprtance f knwledge management, with the active use f the UN-GGIM website thrugh: Links t ther UN and prfessinal frums e.g. EFGS, IAOS; Use cases; Ptentially FAQs, blg, etc. The Expert Grup als recgnized the interactin with existing, new and emerging glbal and reginal bdies pursuing areas f detail that cntribute t the cnslidatin and implementatin f the Glbal Framewrk. It agreed n reaching ut t ther bdies with similar mandates t the EG in rder t: Develp a map f all the linkages and hw they interact. Publish an interactive map n the website; Steer relevant grups t the Framewrk and its relevance and applicability t their wrk prgrammes; Seek t utsurce technical issues raised thrugh the EG cnsultatin prcess t these ther bdies e.g. metadata and data interperability t UNECE-HLG and Standards Bdies like ISO and OGC; Where gaps still exist, i.e. n ther bdy will take the issue n, the EG may decide t take it n Seek t have an EG member representative n these ther grups, as stated earlier in sessin 3. Participants were infrmed that nce the EG agrees n the final draft f the Prpsal, UNSD will then undertake a glbal cnsultatin, with the intent f submitting the Principles Framewrk t UN- GGIM and UNSC in 2016 respectively fr adptin and endrsement. Sessin 5 Crdinatin f activity n standards The Expert Grup discussed principle 4 - data and metadata standards and interperability- and agreed n the fllwing: Identify tuch pints where bth NSOs and NMAs have cmmn interests e.g. SDMX, addressing;

4 Identify gespatial bdies such as Eurpean WG n Cre Data and UN Glbal Wrking Grup n Fundamental Data and statistical bdies such as the UNECE-HLG-MOS-Standards that may be able t wrk tgether t facilitate the integratin f gespatial and statistical data; At the natinal level, encurage NSOs wh are underging mdernisatin and transfrmatin activities t reach ut t Natinal Mapping Agencies t identify areas where mdernisatin effrts culd be designed and develped t facilitate the integratin f gespatial and statistical data. T als reach ut t Natinal Mapping Agencies t establish mechanisms fr cperatin in mdernisatin effrts e.g. inviting the NMA nt mdernisatin gvernance bards; At the natinal level, encurage NSOs and NMAs t cllabrate when partaking in internatinal and reginal experiments and trials e.g. psitining fr 2020 Rund f Censuses, Big Data experiments thrugh UNECE, UN-GWG, etc., SDG experiments. Sessin 6 Expert Grup Future Prgramme priritizatin f tpics The Expert Grup reviewed the EG-IGSI Mandate and amended it as fllws: Prvide a frum fr crdinatin f statistical and gespatial cmmunity with the view t develping a Glbal SGF as a standard fr the integratin f statistical and gespatial data Prpse wrk plans and guidelines t advance the implementatin f a Glbal SGF s there is increased infrmatin t supprt scial, ecnmic and envirnmental plicy decisin making Address varius technical, institutinal and infrmatin plicy issues related t implementatin f a Glbal SGF, especially issues f cnfidentiality Pursue implementatin f the Glbal SGF in the 2020 Rund f Censuses with understanding it will apply t ther initiatives (ther Censuses) and glbal initiatives such as Pst-2015 (ie SDGs) and Big Data It was als agreed that: The Glbal Statistical Gespatial Framewrk was, pending incrpratin f EG feedback n the six key issues, ready fr glbal cnsultatin; UNSD wuld facilitate the glbal cnsultatin during May, allwing time fr a final prpsal t be ready by end June fr cnsideratin at UN-GGIM in August UNSD will facilitate the adptin f the Glbal Framewrk at UN-GGIM in August, and endrsement by UNSC sn after (ut f sessin) r in March (at UNSC). EG members wuld prepare a cuntry level example f the practical applicatin f the Framewrk principles in their cuntry. A blank template wuld be sent t EG members asap t be cmpleted and returned by mid-june 2016; UNSD wuld prvide advice n the establishment and maintenance f an interactive knwledge management and infrmatin sharing platfrm; A mapping f UN and UN Reginal Bdies (bth statistical and gespatial) wuld be drafted and shared amngst EG members fr cmment, gaps, etc., and used as the basis fr utreach and knwledge management activities e.g. fr mapping existing EG wrk prgramme issues t existing bdies that may be able t take these issues n

5 EG members encuraged an extensin f their mandate t include cmmunicatin, especially t decisin makers. Part f this wuld als be lking at best practices fr analysis and utputs that attract plicy/plitical interest; EG members encuraged develpment f sme guidance n tpics such as cmparing gegraphy ver time; generating natinal data mre frequently than a five/ten yearly census (e.g. mdelling); mechanism fr hw institutins can partner and wrk tgether (e.g. jint gvernance, cllabrative prjects, legislatin, etc.); guidance n hw t bring NSDS and NSDI develpments tgether; EG members thanked Eurstat, Finland and Australia fr taking frward the wrk prgram activity t develp cmmn terminlgy and agreed t establish a small editrial bard frm bth NSOs and NMAs t cntinue this wrk, including translatin, and wrk with thse in the standards cmmunity (e.g. Andrew Jnes re ISO repsitry and W3C re a terminlgy repsitry) t build cherence and re-use f the same terminlgies. The EG als agreed that we need t encurage mre Expert and Wrking Grups t reprt jintly t UNSC and UN-GGIM (Unique psitin f having tw members f the EG being the Chair and Vice-Chair f UN-GGIM and ne member f the EG being Chair f UNSC). The EG agreed n an extensin t the current mandate t include cmmunicatin with decisin makers. Part f this wuld als be lking at best practices fr analysis and utputs that attract plicy/plitical interest The Expert Grup cnfirmed the cntinuatin f the existing wrk prgram: Build capability thrugh the applicatin f the Framewrk and gespatial technlgies t the 2020 Rund f Ppulatin Censuses; Enhance cllabratin and partnership between statistical and gespatial rganisatins; Wrk twards cnsistent terminlgy internatinally and acrss cmmunities; Prtect cnfidentiality within statistics released fr small gegraphic areas and acrss different gegraphies; Ensure data interperability between statistical and gespatial dmains; Investigate the applicatin f statistical, administrative and grid gegraphies t data release; Develp and share methds fr ensuring effective and authritative gecding; and Cntribute t the brader discussin n the use f Big Data in fficial statistics and gespatial infrmatin. Other issues were raised in the cnsultatin prcess f the Glbal Framewrk fr cnsideratin in future wrk prgram: Develp methds t track changes ver time fr gemetries (Germany). Define data assets in a "service riented architecture cnstruct (USA). Develp "channel management standards (USA). Develp best practices fr maintaining data ver time (USA). Wrk twards establishing the Glbal Statistical Gespatial Framewrk int a frmal standard (New Zealand). Agree t a system f unique identifiers fr all gespatial features, including an apprpriate time and versin cntrl mechanism (Eurstat). Prmte favurable access and use cnditins fr gespatial data relevant fr gecding and use within the cntext f framewrk purpses (Eurstat).

6 Wrk t harmnize the gegraphic and gespatial bjects used by the statistical and gespatial cmmunities as their gegraphic reference framewrk (Pland). With regard t Membership, cmpsitin and terms f ffice were discussed and agreed upn: Elect tw c-chairs, t serve fr a perid f three years, renewable fr perid f an additinal three years; Current term ends Nvember 2016; Prpsal is fr UNSD t write ut t members f EG seeking agreement t renew term f current c-chairs fr anther three years (t steer Glbal SGF t apprval and endrsement by UNSC and UN-GGIM. Recmmendatins The Expert Grup made the fllwing recmmendatins: Recmmendatin 1: The UN-GGIM adpt the Glbal Statistical Gespatial Framewrk Aim fr August 2016 Imprtant achievement fr the UN-GGIM as it seeks t becme a UN Functinal Cmmissin The UNSC endrse the Glbal Statistical Gespatial Framewrk March 2017 Recmmendatin 2 The UNSC and the UN Cmmittee f Experts n GGIM supprt the cntinuatin f the EG but with a fcus n: Cnslidatin and implementatin f the Glbal Framewrk Capability building Knwledge management Interactin with existing, new and emerging glbal and reginal bdies pursuing areas f detail that cntribute t the cnslidatin and implementatin f the Glbal Framewrk Cntinue t cllect examples f the cuntry level applicatin f the framewrk As a start, EG members agreed t prepare cuntry level applicatin examples fr inclusin in the prpsal ging t UN-GGIM and UNSC The cuntry level examples t be published n the UN website
