IGeLU and ELUNA This agreement frmalizes principles f cllabratin between Ex ubrts, the Internatinal Grup f' Ex Ubris Users (IGelU) and Ex Ubrls Users f Nrth America (ELUNA) n develpment and enhancement f Ex Llbrls prducts. A. Gverning Principle.: The gal f cllabratin between Ex L1brls, IGelU, and ELUNA Is t ensure that the prducts that Ex Libris delivers prvide value and meet market and custmer needs. All prcesses develped t meet this gal shuld fadjitate nging cllabratin. Adequate cnsideratin f the needs and experiences f the users in planning prduct develpment is f mutual interest t Ex L1brls and the users f Its prducts. Cllabratin with Ex librls will be managed by the Steering Cmmittees f IGeLU and ELUNA, with significant Input frm the JGeLU Prduct Wrki ng Grups and the ELUNA Prduct Grups (hereafter Prduct (Wrking) Grups). The prcess will be pen and transparent t all members f the user rganizatins. All members f the user rganizatin will have equal pprtunity t prvide input In the develpment cllabratin prcess. B. General Respnslbllltl : User Gryp Respnsibilities The IGelU and ELUNA Steering Cmmittees and the leaders f their Prduct (Wrking) Grups are jintly respnsible fr reviewing and assessing user needs and experiences and determining what cllabrative prcesses w;ll be used t meet specific needs. The prcesses shuld cver cperatin aimed bth at quick wins fr the shrt term and lng term develpment. Develpment prpsals shuld be supprted by the user cmmunity and prven In a frmal way at least annually. The Steering Cmmittees will be respnsible fr reaching frmal agreements with Ex Libris, and fr their Implementatin, and subsequent evaluatin. Agreements will be evaluated annually and changed as needed. The Steering Cmmittees will be respnsible fr raising Issues f significant cncern t users with Ex libris. Ex Libris Respnsibiljties T ensure cntinuus sharing f infrmatin abut Issues f Imprtance, each Ex Libris prduct manager and the designated IGeLU and ELUNA Prduct (Wrking) Grup leaders will cnduct meetings via cnference call n a regular basis, apprximately nce a mnth. Ex libris will respnd in a timely manner t all issues raised by the Steering Cmmittees. T gvern the cllabratin prcess and t facilitate the exchange f mutually relevant infrmatin, Ex Librls management wi/i meet with bth the IGeLU and ELUNA Steering Cmmittees n a regular basis.

CliBbrlltlve Effrts: The parties agree t cllabrate n fur aspects f develpment: 1) general prduct enhancement, 2) Knwledge Base enhancement, 3) large scale develpment, and 4) strategic discussin. 1. General Prduct Enh.ncement ~ Further develp Ex Librls prducts by delivering highly desired enhancements as Quickly as pssible. principles: There will be a cnsistent enhancement prcess fr all prducts based n the fllwing key principles: Fr all prducts except Aleph there will be a jint IGeLUjElUNA enhancement prcess. Priritizatin (vting) n enhancements fr all prducts will be managed by the IGeLU and ELUNA user grups. Only member institutins f IGeLU and ELUNA that license a specific prduct will be eligible t vte n enhancements fr that prduct. Each member institutin will be allwed t vte nce. Detailed agreements fr enhancement prcesses fr each prduct will be develped by each Prduct (Wrking) Grup leaders and the Ex libris prduct manager. Basic Prcedures: a. JGeLU and ELUNA will cllect enhancement requests frm the user cmmunity. b. Prduct Managers will cllect enhancement requests frm multiple surces (Custmer Relatinship Management system, custmer Visits, sales teams, develpment grups, supprt teams, and thers) and categrize these requests as fllws: Items that Ex Llbrls has already decided t Implement. Ex L1bris will give the user rganizatins a list f these Items, abut which the user rganizatins will nt need t spend time dellberatjng. Items that Ex L1brls will definitely nt Implement. Items that Ex ubrts cnsiders imprtant fr the prduct and will cnsider Implementing. Ex L1brls will give the user rganizatins infrmatin abut these Items fr inclusin In the vting prcess. c. IGeLU and ELUNA will prepare a slate f enhancements t be vted upn cntaining requests frm the user cmmunity and frm the prduct managers. d. Eligible member institutins f IGeLU and ELUNA will cast their vtes. Each member will have ne hundred (loo) vtes t cast In each rund f enhancement vting fr a single prduct. Results f vting will be cmmunicated t Ex Libris, alng With a list f the member Institutins that vted and the nu mber f institutins which vted fr each enhancement. Vtes f member institutins wh have nt licensed the prduct, will nt be cunted. e. The vtes will be taken as serius Input by the prduct managers In determining the prduct rad map. 3 IGelU and ELUNA Cmmitments: Organizing the prcess f gathering enhancement suggestins tgether with relevant use cases, assuring clear specificatin f prblems and desired changes, determining the brader relevance f prpsals within the user cmmunity. Organizing and managing cmmunicatin abut enhancement requests amng users and Ex L1brls. Priritizing enhancement requests n a timely basis accrding t the schedule set by the Ex Libris prduct manager and the leaders f the Prduct (Wrking) Grup. Fr enhancements t be implemented, reviewing and signing ff n functinal specificatins fr as determined by the Prduct Manager and the leaders f the Prduct (Wrking) Grup. Participating In pre-release testing fr the enhancements t be implemented. ~x Librls cmmitments: Prviding a wiki platfrm fr the user grups that can be used fr any cmmu nlcatln the user grups Wish, including cmmunicatin abut enhancement requests amng users and Ex Libris. Implementing enhancements with tp pririties as sn as pssible and implementing enhancements with higher numbers f vtes befre thse with lwer numbers f vtes, if at a II pssible. Prviding infrmatin as t why enhancement requests will nt be Implemented. Prviding functinal specificatin dcuments fr enhancements t be implemented t IGeLU and ELUNA fr review. Prviding Infrmatin abut the status f individual enhancements, especially Infrmatin abut when and hw an enhancement will be delivered. Dcumenting all enhancements In release ntes and general prductin dcumentatin Enhencement Prce.. fr.1i prductll except Aleph 1. Vyager\!,), SFX Ill, Verde lll, DIgITlill, MetaLlb~, and PrimS have varying develpment cycles, with enhancements delivered In majr and minr releases as well as revisins. As a result, the enhancement prcess may differ frm prduct t prduct. 2. The prduct enhancement vting prcess will begin at least three mnths befre the scpe f the release Is finalized s that the Prduct (Wrking) Grups have enugh time t slldt Input frm their members and frm Ex L1brls and t priritize enhancement requests. 3. Ex Libris will agree with the leaders f the Prduct (Wrking) Grups n the frequency f vting fr enhancements. The aim Is t cnduct ne enhancement vting prcess per year fr enhancements that will be incrprated In a majr release r several minr releases. 4. The prduct manager will btain develpment estimates fr the tp priritized enhancements requested by IGeLU and ELUNA and cnsidered feasible t implement. 4 5, Once a dedstn has been made n the scpe f the new prduct release, Ex Ubris will prvide detailed infrmatin abut the enhancements planned fr the release, as well as the reasns that ther prpsed enhancements are nt being included Enh.ncement PrCM8 fr Aleph The Aleph enhancement prcess differs frm that f the ther prducts as lng standing agreements regarding the Aleph enhancement prcess are being cntinued. 1. IGeLU and ELUNA may agree t discuss lind/r t prpse Aleph enhancements jintly. Hwever, each rganizatin will have a separate vting prcess. 2. Ex Ubris will guarantee 120 days f Aleph develpment per versin fr IGeLU and 120 days fr ELUNA. 3. The Aleph prduct manager will btain develpment estimates fr the enhancements requested by IGeLU and ELUNA. As many enhancements as pssible will be implemented in pririty rder within the 120 develpment days fr IGeLU and the 120 develpment days fr ELUNA. 2. knwledge... ~: Imprving the metadata fr electrnic resurces In the Knwledge Bases f Ex Libris prducts. Prcedure: Detailed agreements fr enhancement prcesses fr the Knwledge Bases will be develped in cperatin between the leaders f the Prduct {Wrking} Grups, prduct managers f Ex Ubris, and the leaders f the Ex libris Knwledge Base teams. These can be part f the agreements n the functinal enhancement prcess, separate agreements, r jint agreements fr several Knwledge Bases. IGelU and ELUNA Cmmitments; Priritizing the list f prpsed additins t each Knwledge Base. Organizing and managing cmmunicatin abut enhancements f the Knwledge Bases amng users and Ex L1brls. Encuraging resurce vendrs t cperate with Ex Librls, and facilitating cmmunicatin between resurce vendrs and Ex Ubris. Appinting users t act as representative develpment partners with Ex Llbrts, Testing the quality and usefulness f metadata delivered by Ex trbrts Prviding Ex Ubris with tcally develped metadata fr resurces users have requested t be included in the Knwledge Bases and suggesting pssible imprvements in existing Knwledge Base metadata. Ex Librjs Cmmitments: Prviding access t an anntated and cntinuusly updated list f requested resurces fr additin t the Knwledge Bases, It shuld be pssible t srt the list by name f resurce, date f request, status f request, r ther suitable criteria. The mechanism fr ding this will be mutually agreed upn by the leaders f the relevant Prduct (Wrking) Grups and the Ex Ubrls prduct managers. Prduct Develpment Cllabratin Agreement - 10 Mi!lY

Large Scale Develpments ~: Enhancing Ex Librls prducts and maximizing the utility f additins t its prduct suite by prviding user input n: 1) the redesign f majr mdules I functinalitles r the additin f majr new features t existing prducts: 2) the develpment f new prducts. IGeLU and ELUNA Cmmitments: Reprting substantial develpment needs r2lised by members f the user cmmunity t Ex L1brls. Selecting users that will serve as members f fcus r advisry grups as majr new functinality r new prducts are envisined, specified, develped, and tested. Ex Ubrjs Cmmitments: Infrming the Steering Cmmittees and relevant Prduct (Wrking) Grup leaders abut majr develpment initiatives fr existing prducts r new prducts. Wrking with the designated user representatives thrughut the develpment cycle. Insfar as pssible, selecting develpment partners wh represent a brad spectrum f the existing r ptential user cmmunity fr a prduct. 4. Strategic Discuuln Ex Ubris and the user rganizatins agree t peridically discuss strategic develpments in libraries and In the Ex Libris prduct suite. D. Implementatin Cnsideratins: The parties agree t cllabrate n mving tward implementatin f this agreement as sn as psstbte. This agreement supersedes The IGeLU's Prduct Develpment Cperatin Aareement with Ex l,jbris (f August 22, 2006). The "Agreement between Ex L1bris and ICAU cncerning the cperatin In AlephSOO Develpment" (2004) will be updated accrding t this a9 reement.
