1 The Vanderburgh County Board of Commissioners met in session this 24 th day of October, 2017 at 3:01 p.m. in Room 301 of the Civic Center Complex with President Bruce Ungethiem presiding. Call to Order President Ungethiem: Good afternoon. Let me turn the microphone on. Good afternoon, I would like to call to order the October 24, 2017 Board of Commissioners meeting. Attendance Roll Call President Ungethiem: Madelyn, attendance please. Madelyn Grayson: Commissioner Shoulders? Commissioner Shoulders: Here. Madelyn Grayson: Commissioner Musgrave? Commissioner Musgrave: Here. Madelyn Grayson: President Ungethiem? President Ungethiem: Here, having three members present, we do have a quorum. Pledge of Allegiance President Ungethiem: If you would like to join me in the Pledge of Allegiance, please stand. (The Pledge of Allegiance was given.) President Ungethiem: Thank you. Introduction of Students in Attendance President Ungethiem: Any students in our midst today? Please come up, state your name and let us know what school you re from. Commissioner Musgrave: Welcome. President Ungethiem: Welcome, and we do this to everybody. Carina Wahlstrom: My name is Carina Wahlstrom and I m from University of Evansville. President Ungethiem: Welcome. Thanks for coming. Commission President Comments President Ungethiem: The other comment I might have is congratulations to those football teams that won on Friday night. Commissioner Shoulders: Man! President Ungethiem: Let s see, it was the Central Bears, did Harrison win? Commissioner Shoulders: No comment.

2 Page 2 of 12 President Ungethiem: Oh, no comment? Okay. Commissioner Shoulders: No, they did not unfortunately. President Ungethiem: Just a little jab at Ben because he s a Harrison graduate, but we ll stop with that comment. Department Head Reports President Ungethiem: Moving forward, department head reports. Do we have any department heads who are going to report today? I know John is taking a well needed break. So, he s not here. Any other department heads? Seeing none. New Business President Ungethiem: We ll go into new business. The first item on new business is healthcare insurance for Let me preface this by giving you a little bit of historical detail on healthcare insurance. For the past three, four years the county healthcare program, or county healthcare insurance, has been with Anthem Blue Cross/Blue Shield. In the past three years, because of several different factors, including the fact that we implemented a clinic here in the building, we have been able to hold the cost of that insurance company, or the insurance payments basically flat for a three year period of time. So, what that means to the county is that they were paying no more additional cost in insurance for that three year period of time than they were paying in What that also means for the employees is they were also not paying any additional costs in their ten percent premium cost that they were paying. This year things have changed a little bit, and there s several factors involved in that change. One of the factors is our claims costs, which is the amount of money that we were spending to provide that healthcare, has gone up in the magnitude of 20 percent. Okay? So, the cost of providing that healthcare from 2016 to 2017 went up about 20 percent. Now, there are a number of different theories as to why that happened, but the reality of it is, is we have seen, not necessarily we, the insurance company has seen an increase in the cost of providing that healthcare by a factor of about 20 percent. So, we knew, that come renewal time, we were going to be very, it would be very difficult to hold that line flat for Another issue that s creating some of this confusion or some of this uncertainty in the healthcare industry is what the Federal government is going to do with Obamacare. Now, you think, well, I m not on Obamacare, why does, how does that factor into what I m doing? Well, you re not on Obamacare, but Anthem is a player in the Obamacare game. So, Anthem is trying to understand what 2018 is going to be all about. To say that you re not in Obamacare is a little bit of a misnomer, because there s a certain, this has an ACA fee that s tied on to everyone s insurance, and the ACA fee is Affordable Care Act fee. Tony, correct me if I m wrong, that number for Vanderburgh County right now is about $500,000 that Vanderburgh County, as a portion of your premium, pays to ACA to help support that. So, even though you re not dealing with Obamacare directly, you are indirectly supporting that with the fees that are being charged, and that s not something that we do, that s not something that Anthem does, that s something that s mandated by Federal law. So, we re in a position right now where we are starting to, not starting, we have been for the past four months, five months looking at this and trying to figure out how we can continue to provide good healthcare coverage at a reasonable cost. We want to look at a value proposition, not just lowest cost, but a value proposition of what is the best value for the employees and for the county. When we started this work, we had our agent, which is Torian Hofmann Dillow and Flittner, I always have to get them in the right order, we started asking them to look at different opportunities. We have a number of different opportunities. We have spreadsheets, we have all kinds of options. We have looked at fully insured programs, we have looked at Anthem, we have looked at Humana, we ve looked at IU Health, we ve looked at what, five or six different fully insured programs. We ve looked at self-insured programs from various different groups, trying to determine are we in the right place for our county employees, and are we providing insurance at a good value to the county employees? What it came down to is if you want to be in a good position from a health insurance standpoint, with a minimal amount of risk associated with your spend, a fully insured program is the best way to go. So, we looked at a number of different fully insured programs, and of those fully insured programs, Anthem was the

3 Page 3 of 12 lowest cost. Now, that being said, the original quote that came in from Anthem was a 20 percent increase over what we had in We were working with Anthem, we were working with our broker, trying to understand if we could reduce that. Some point in time after that, the number, Anthem decided that they could deal with a number somewhat less than that, and it came in about 15 percent. So, we were looking at the 15 percent number and looking at other options and trying to understand is there any other way that we can do this and still provide good healthcare coverage? We were approached by a member of the Teamcare program, which provided healthcare insurance for about one fourth of the county employees right now. That one fourth of the employees are the Teamsters, who are on the Teamcare program. They gave us a proposal, which from a financial standpoint, looked to be a better proposal than what we were getting from Anthem. Just recently, within the past couple of days, Anthem has taken a look at that, and informed our current broker that they would drop that cost from 15 percent additional cost to a ten percent additional cost. So, we re very thankful of them doing that. That makes our job, I m not sure if it makes out job easier or more difficult, but it at least makes it more competitive. So, where we stand right now is that the current plan with Anthem Blue Cross/Blue Shield has, they are giving us a quotation that is ten percent above where our 2017 number was. Essentially what that means is that the cost of healthcare insurance to the county would go up ten percent, and the cost of healthcare insurance to the individual employees would go up ten percent. So, whatever you re paying now in a monthly premium for healthcare would go up ten percent January 1 if we would stay with Anthem. Okay? Commissioner Musgrave: Could. President Ungethiem: Could go up ten percent. The other option is the Teamcare plan from Central States, which is part of the Teamsters program. It s number right now is about a two percent increase over what this year s program for Anthem is for the non- Teamster employees. So, it s still, from a financial standpoint, it s still a better financial proposition with Teamcare than it is with Anthem. Now that doesn t necessarily mean it s a better value, it just means that the number, the financial number is lower. Commissioner Musgrave: Now, Mr. President, I was just wondering, I was just wondering if we shouldn t set a special meeting next week to go over all of this, in depth, and hold our vote at that time, rather than go through it in great detail here today. President Ungethiem: Well, I agree with you, and we ve talked about setting that meeting up. That meeting would be Tuesday, October 31, 2017 at 3:00 p.m. We do not have a normally scheduled Commissioners meeting next week. So, it would be during that normal meeting time for the Teamsters, and at that point in time, we actually need to make that decision Commissioner Musgrave: Because there President Ungethiem: --by that point in time, because of enrollment. Commissioner Musgrave: But, there are things that you ve described today that I would like to discuss, but I would like to discuss them all next week rather than go through them point by point. President Ungethiem: Okay, and that is fine. I just wanted to give the people who are here, especially the employees that are here, an understanding of how the process, how we ve gotten to this point in our process. Commissioner Musgrave: Okay. President Ungethiem: The other thing that I would like to do is, is once we get, and we just got this comparison sheet updated in the last hour. So, I would like to go through that and make sure that it is in fact accurate, and then I would like to get this comparison sheet out to the people, so that they can look at it, so they can understand. Commissioner Musgrave: Well, I would rather not go through it line by line today to make sure it s accurate. Perhaps we can do that offline President Ungethiem: We can do that offline.

4 Page 4 of 12 Commissioner Musgrave: --rather than take everybody s time here today, and distribute it, to be sure, and Joe Harrison, Jr.: Make sure it s accurate. Commissioner Musgrave: --make sure it s accurate before we distribute it. President Ungethiem: Right. Commissioner Musgrave: Yeah, and then we can go forward with a discussion on accurate points next week. I think the employees are probably generally aware that the discussion is being had, and generally aware that we already offer two plans; one to the Teamsters and one to everyone else. President Ungethiem: Uh-huh. Commissioner Musgrave: But, I think that nobody s ever seen it side by side before. So, is it alright if I just go ahead and make a motion President Ungethiem: Certainly. Commissioner Musgrave: -- that we set a special meeting for October 31 st at 3:00 p.m. in this room for the sole purpose of discussing the, and considering the health insurance for Vanderburgh County for President Ungethiem: Okay, I have a motion. Do I have a second? Commissioner Shoulders: I will second that motion. However, do we also want to have, I mean, if some folks are here to talk about this, are we still opening that up to them, if they are here to discuss anything as it relates to either plan? President Ungethiem: I have no problem with having people come up and give us their opinions Commissioner Shoulders: Sure. President Ungethiem: --on the two plans, so we know what they are so we can address those issues. Commissioner Musgrave: They haven t actually seen the accurate numbers yet. President Ungethiem: They have not seen the accurate numbers, no. Commissioner Musgrave: I would be interested in just hearing their thoughts, but not a comparison, because we re all waiting for that document to be finalized. Okay? President Ungethiem: Okay. Commissioner Shoulders: Fair enough. President Ungethiem: We have a motion and a second. Any further discussion about the meeting to be scheduled next Tuesday, the 31 st? Commissioner Musgrave: I m sorry, what? Joe Harrison, Jr.: No. President Ungethiem: Just a second. Commissioner Shoulders: No further. Okay, I would like to take comments now from the general public. Keep in mind, the numbers that you may have seen, may not be accurate, because we just got this an hour ago. Commissioner Shoulders: Yeah. President Ungethiem: Okay? Please state your name. Linda Freeman: Linda Freeman, Vanderburgh County Surveyor s Office. All I wanted to say was maybe, possibly that we could have the meeting at 4:30, so those of us that, you know, because like there s a couple of people from our office, we re a small office, and I m sure there s a lot of people that would rather be here, that aren t available, that can t be here today at 3:00, but they could be here at 4:30. That s all I was, that s really President Ungethiem: I have no problem with that. You know, it s Linda Freeman: I mean, I know it pushes it later, and it may be a long deal, but we re also talking about something that s affecting our health and welfare. You know, I m lucky I m in reasonably well heath, but my mom, and then I know I ve got some friends that have issues. So, I know that there s some people here, or not here rather, that because, you know, scheduling in their offices. Commissioner Musgrave: Let me ask you this. I don t have any kids at home, but it is Halloween. Linda Freeman: Oh, heck, yeah. President Ungethiem: It is Halloween night, isn t it? Commissioner Musgrave: Do you want to move it to a different day, and hold it at 4:30 rather than Linda Freeman: Yeah, because I go to my mom s house and hand out the candy, because she doesn t like opening the door to strangers. Commissioner Shoulders: Thank you for that. I know Kristin and I looked at each other and are like Commissioner Musgrave: Well, the kids in our neighborhood count on that candy. Commissioner Shoulders: Yeah. Appreciate you thinking that way. I would be in favor of 4:30, just not necessarily that day. Commissioner Musgrave: Alright. Commissioner Shoulders: But, if we need to do that day President Ungethiem: Do you want to do it on Monday instead of Tuesday? Commissioner Shoulders: That would be fine. Commissioner Musgrave: I think that would Madelyn Grayson: That might be City Council night. Joe Harrison, Jr.: Yeah. Linda Freeman: Well, we may need a larger if we, I mean, if we know, if there s going to be a fair number of Commissioner Musgrave: We could use the auditorium. Linda Freeman: Because, I mean, there s actually what, 600 people that are affected by this.

6 Page 6 of 12 President Ungethiem: A little over 600. Linda Freeman: Yeah, I mean, I don t know that that many would show up. Commissioner Musgrave: The 25 th, which is Commissioner Shoulders: Tomorrow. Joe Harrison, Jr.: The 30 th Linda Freeman: The 25 th is tomorrow. Commissioner Musgrave: The 1 st? November 1 st at 4:30? President Ungethiem: The 1 st would be the Wednesday? Linda Freeman: Yes. Joe Harrison, Jr.: Does he need something on the 1 st? Brian Gerth: I just want to President Ungethiem: Brian s cringing, because he s got to get all of this Brian Gerth: Open enrollment is all I m President Ungethiem: Open enrollment. Linda Freeman: Yeah, the enrollment thing, I know that too. President Ungethiem: We re in a little bit of a time crunch, because he s got to have everything out the next week. Linda Freeman: Right, but, just like I said, I know that some people Commissioner Musgrave: I want to accommodate the employees, but I have a feeling that the employees would not be accommodated by 4:30 on October 31 st. Commissioner Shoulders: Yeah, I agree. President Ungethiem: You are correct. Commissioner Musgrave: So, November 1 st at 4:30? President Ungethiem: I m available that day. Commissioner Musgrave: Good? Linda Freeman: Thank you. So, we ll be waiting for the numbers. President Ungethiem: Would you like to amend your motion? Commissioner Musgrave: I would, I make a motion to rescind the earlier date, and to replace it with November 1 st at 4:30 in this room, if it s available, but another room should this one not be available. Commissioner Shoulders: I second, and I m glad Bruce can go trick or treating now. Linda Freeman: Yeah, and I didn t think about that. President Ungethiem: I ve got my costume all ready. Linda Freeman: I do hand out candy at my mom s. Thank you, thank you very much. President Ungethiem: We have a motion and a second. Any further discussion? Brian Gerth: And the rest of my office. President Ungethiem: Alright, other discussion? Jeff Mueller: First of all, great shirt that you have on, Commissioner Ungethiem. President Ungethiem: Thank you, thank you. Jeff Mueller: So, number one engineering school in the nation for undergraduate, for how many years? So, anyway, we ll go on. Just a couple of comments that I wanted to make, one thing that I ve heard a lot of comments about is clinic versus non-clinic. So, I do hope that when we talk about value that we talk about the importance of the clinic, and also the importance of how some supplies and other things are handled on the two systems. One other thing I wanted to bring up that I think s important President Ungethiem: Before you go on, let me answer the question about the clinic. Jeff Mueller: Okay. President Ungethiem: We are in a negotiation with the clinic as well right now. I think you re going to be very, very pleased with what s going to come out of that, and the healthcare insurance, regardless of the decision on healthcare, will not affect the clinic in any way. Jeff Mueller: Now, let me put one other thing out, as an office holder, and I ve talked to a few members of County Council about this too, one of the things that I would like to see, no matter who it is, is that when we get done, if we ve had some meetings in the past with all employees, and they would have two or three different ones scheduled. Our carrier can come in and explain very well the insurance policies, and also, I m talking about when we re done with one, and also how employees without hurting their care at all, can help the facts. In general like, if you go and do this instead of that. You know, some of the things that, you know, don t go to the ER, or go to this unless you re having a heart attack, but if people could explain the benefits and how their insurance programs work, because when you give somebody a book this thick, it doesn t work. Commissioner Musgrave: Great idea. Jeff Mueller: As an office holder, I would give my employees an opportunity to go to that meeting. I would hope every other office holder would do that too, but I think it s important to have an explanation of the insurance system to the employees. Thank you. President Ungethiem: Regardless of which plan we choose, we are planning to have informational sessions here in the building for whichever plan we go with. Jeff Mueller: Good. Commissioner Shoulders: Thanks, Jeff. Commissioner Musgrave: Just let me say, that s it s entirely possible we ll go with both, because we have both now. President Ungethiem: Say that again. Commissioner Musgrave: It s entirely possible we ll go with both plans, because we have both plans now. President Ungethiem: Well, we have both plans now Commissioner Musgrave: Right. President Ungethiem: --for a percentage of the folks, yeah.

8 Page 8 of 12 Commissioner Musgrave: Okay, so, it s not essentially an either or question really. President Ungethiem: It could continue to be both in the future, that s true. Commissioner Musgrave: That s right. Anthony Bushrod: Anthony Bushrod, Voters Registration. You say that you all have been working on this four or five months, under the undetermined things on the Teamsters union plan, there s four or five items that have benefit undetermined. If it hasn t been determined from four or five months ago, do you think it will be determined by the time we come back for the meeting? Commissioner Musgrave: You re looking at like a three or four version older version of that document. It s been updated a lot. So, we ll get, as soon as we finalize the document President Ungethiem: We plan, once we finalize this and make sure it s accurate, we plan to send this, via , to every employee affected. Anthony Bushrod: Okay. President Ungethiem: So, you will get a copy of this. Anthony Bushrod: Okay, so that benefit undetermined, that s just because it s an old one? President Ungethiem: Yeah, and, on this, there s no undetermined. So, those have been corrected. Anthony Bushrod: Okay, thank you. President Ungethiem: Okay. Jane Laib: Hi, Jane, Laib, Vanderburgh County Clerk s Office. I just was curious about, on the Teamster s union plan, as far as the co-insurance percentage, the in-network, it lists 90/10, 80/20, and 70/30. Commissioner Musgrave: Those are the sort of questions that we can t answer here. We re looking for your general comments about it, but we can t answer these specific questions, but somebody can offline. Okay? Jane Laib: Before a vote is actually taken? Commissioner Musgrave: Yeah. Jane Laib: Okay. Commissioner Musgrave: We ll have to put in that the resources that they can reach out to. President Ungethiem: Yeah. Commissioner Musgrave: And, it s not me. Susan Taylor: Susan Taylor, County Clerk s Office. We really appreciate the free clinic. For three years neither my husband nor I have had any out-of-pocket. We haven t used Anthem, everything we ve done has been at the clinic. But one of the major complaints that the clinic people have, and those of us that are really sickened sometimes, because somebody will make a 60 minute appointment, and they have no skin in the game, they ll blow off that appointment. So, there s 60 minutes that somebody who is sick could have taken that time up. I think that those people ought to suffer the consequences of that behavior. They ought to, in fact, if they went to their own doctor and they didn t show, then they would have to pay some money. So, I wouldn t blame the Commissioners if they said, look, our people want to be able to get in there when they have an acute sickness, and then they ll have to tell you, well, it may be next week, because they ve got so many people that blow off those appointments. I appreciate the clinic very much. President Ungethiem: Okay.

9 Page 9 of 12 Susan Taylor: Thank you. President Ungethiem: And it will not go away, I ll guarantee that. Any other comments? Okay, for the employees, we are going to update this comparison sheet between the two options that we are looking at. We will have that information out to you later this week so that you can take a look at it. We will also have a place where you can ask questions and get answers. We want to make sure that you are as comfortable with this decision as we are. It s your money. It s my money. I m on the plan. I think both of the other Commissioners are on the plan. So, it s our plan as well. We hope to make that decision that s the best value for all of us. Any other comments? Commissioner Musgrave: I just want to point out that I cannot support the Teamster s union plan for the entire county. I want to make sure that you know that going out. I never get past line two on the sheet that you have here. The current plan, or line three, the current plan is fully insured, and the other plan is uninsured. I won t support any uninsured plan for the entire county. I would also like to note that we did not seek quotes for multiple uninsured plans. We sought quotes for multiple insured plans, but only for one uninsured plan. That doesn t bother me, because I won t support any uninsured plan. I would like the employees to fully research and understand what an uninsured plan means. If there were a loss the way there was with the Indiana State Teacher s Association uninsured plan, where the uninsured plan such as the city has right now, those losses can be catastrophic, as they are for the city s finances, as they were for school corps around the State. So, I simply will not support an expansion of an uninsured plan. So, you know what I think from the get go. President Ungethiem: Ben, any comments? Commissioner Shoulders: I don t. I think that we ve, all three have done our individual homework, and are continuing to do due diligence. I wanted to reiterate that even as recently as an hour and a half ago, we re continuing to get adjustments and revised pricing and so forth. So, as Commissioner Ungethiem stated, we will have this out for your perusal, along with a site where you can ask questions, and want you to be as vetted and as up to date from a homework standpoint as we are. So, that s the only other comments I have at this point. President Ungethiem: Joe, any comments from a legal perspective? Joe Harrison, Jr.: I have none. President Ungethiem: Okay. Alright, any other new business? Old Business President Ungethiem: Any old business? Commissioner Musgrave: I was wondering about the letter you were going to write to Josh Armstrong regarding the Joe Harrison, Jr.: I got some information on the Economic, what is it, EID? President Ungethiem: Incentive District. 1 Joe Harrison, Jr.: But, I didn t get any questions from anybody, from any of you. Commissioner Musgrave: Well, I asked some on the floor. So, yeah, the question about were not-for-profits going to be taxed, churches? Joe Harrison, Jr.: But, I didn t get any other questions from anybody. So, I can send out Commissioner Musgrave: Okay. 1 Should be Improvement.

10 Page 10 of 12 Joe Harrison, Jr.: --a letter to him. I did get a nice brochure from the Auditor s Office that had a lot of information. I can tell you the answer, I believe, on the not-for-profit is, that they are going to be assessed a fee. That was in the brochure. Commissioner Musgrave: Oh, then I would like to Joe Harrison, Jr.: I don t even know if we need to ask him that. Commissioner Musgrave: --put that on our agenda to vote on. Because I simply can t back anything which erodes the exempt status of property when it comes to property taxes. I just can t. We don t have to vote on that today. President Ungethiem: Can we set that up for the 7 th? Commissioner Musgrave: Yeah. President Ungethiem: Okay. Commissioner Musgrave: So, if you would please put that on the 7 th. President Ungethiem: If you would please make sure that that s on the agenda for the 7 th. Commissioner Musgrave: And, if the powers that be would like to come and discuss, that s fine. I mean, they blew us off at our last meeting. Joe Harrison, Jr.: I will send out the, if you don t have it, that brochure. Commissioner Musgrave: Okay. Joe Harrison, Jr.: Is that, didn t you send it to me? I don t know where that came from. Madelyn Grayson: I mean, yeah, we can get it to you. President Ungethiem: Okay. Joe Harrison, Jr.: Thank you, but I think the Auditor s Office did do some research on that issue, and they informed me. I don t know if it s in the brochure, but the Auditor s Office did indicate that a fee would be assessed on all non-profits in the district, the proposed district. Is that correct? Brian Gerth: Yes, that s correct, and I believe we have two or three buildings for the county? President Ungethiem: Yeah. Joe Harrison, Jr.: Yeah. President Ungethiem: That s inside that district.
