Korba (CG) Ref No. SECL/ DA/CE (E&M)/NIT/F-2/09-10/184 Dt: 11/11/09 TENDER NOTICE Sealed and super scribed tenders are invited in two bid system on behalf of the CGM, SECL Dipka Area from the bonafide, reputed and experienced contractor / repairer for taking up the following works at Dipka Project. (As per bill of quantity). 9,83,430/- 9, /- 45 Days 1. The bidder has to accept the description of works & terms and conditions of NIT, by signing all the pages of the tender notice. 2. ISSUE OF TENDER DOCUMENTS : Tender documents will be issued individually on requisition in writing from the Intended contractor on their accredited representatives. Tender documents can be obtained from Office of the Staff Officer (E&M), SECL, and Dipka Area Distt: Korba (CG) at the above address on payment of the prescribed cost during working hours on any working day as per dates mentioned below: i) BEGINS ON: 01/12/09 ii) CLOSES ON: 15/12/09 ii) Last date receipt of application / requisition: 14/12/09 up to 1: 00 PM for the purchase of tender documents. Cost of tender documents may be paid in cash with the Chief Cashier, SECL, Dipka Area from PM to 3:30 PM from Monday to Friday and from AM to 1.00 PM on Saturday and cash receipt obtained should be produced for obtaining tender documents or through DD in favour of SECL, DIPKA AREA. 3 SUBMISSION OF TENDERS: i) Date & time for submission of tender (Part-I & Part-II): 18/12/09 i.e. Technical / Commercial bid & price bid) as explained, up to 4:00 PM in tender notice. ii) Location/Place for submission of tenders: a). In the office of the Staff Officer (E&M), Dipka Area, P.O.: Dipka, Distt: Korba (CG): b). In the office of the CGM (E&M)-HOD, SECL, HQ, Bilaspur. Cont d P/2

2 //2// iii) The tender notice can be seen in SECL WEB site the tender document can be down loaded from web site in such case the tenderer has to submit the application fee for tender document in the form of demand draft from scheduled banks / nationalized banks altogether in a separate envelope superscripting on it as the Application fee for Tender Document. In case tender is sent by post, it should be sent by Registered post only through post & Telegraph Department and photocopy of the Registration slip may be retained with the tenderer, so that the same can be produced on demand for verification, if any. The department is not responsible for any postal delay. The envelope containing the tender should be super scribed with part of tender i.e. Part-I & Part-II the NIT No and date of submission & name of work and be addressed to Staff Officer (E&M), South Eastern Coalfields Limited PO: Dipka Distt: Korba (CG) Envelopes not super scribed with NIT number and due date of submission are liable for rejection. iv) (a) Earnest money should be enclosed along with technical / commercial bid and other required documents in Part-I envelope of the tender. (b) Part-II envelope of the tender should contain duly signed Price-bid only and must be written in words as well as in figures. Overwriting and cutting in rates should be avoided. Any other documents, Letter etc. whatsoever should be enclosed in Part-I tender only. v) Late tenders / Incomplete tenders / telegraphic and tenders received through private courier services or tenders received after due date and time of tender submission shall not be accepted. 4. OPENING OF TENDERS (PART I) i) DATE & TIME : 22/12/09 at 4:30 PM ii) PLACE iii) OPENING OF PART II : In the office of SO (E&M) SECL, Dipka Area. : Shall be communicated after scrutiny of Part-I. Bidders are requested to be present during opening of part-i. The qualifying criteria for the work are as follow: - a) Experience of having successfully completed similar work during last seven years against firm order placed by CIL or its subsidiaries / SECL areas / Other Govt. Dept. / PSU s. The product should be DGMS approved. The bidders should submit copy of WORK ORDER & COMPLETION CERTIFICATE, in support of experience. i) Three similar completed works each costing not less than at least 40 % of the estimated amount. OR ii) Two similar completed works each cost not less than 50 % of the estimated amount. OR iii). One similar completed work costing not less than 80 % of the estimated amount. Cont d P/3

3 //3// b) Average annual financial turnover during the last (three) years ending 31 st March of the previous financial year, should be at least 30 % of the estimated cost. c) Sales Tax Registration details / Sales Tax clearance certificate d) Latest Income Tax clearance certificate / latest Income Tax Return. e) Document showing PAN Number. f) Service Tax: Service Tax registration certificate / proof of applying for registration. g) Bank Account Details required for EFT: Name, Branch in which A/c is maintained, Computerized or not, Branch Code, Account Number. (The Bidder should submit self attested copies of the above document in Part-I i.e. Technical / Commercial Bid) 5. DEFINITION OF SIMILAR WORK: Having supplied & installed the tendered item. 6. EARNEST MONEY DEPOSIT (EMD): The earnest money can be deposited in the form of Bank Draft / Banker s Cheque on any Nationalized Bank of Gevra / Dipka in favour of SOUTH EASTERN COALFIELDS LIMITED, DIPKA AREA PAYABLE AT Gevra Project / Dipka (CG). No tender shall be considered unless accompanied by the requisite earnest money. The date of Demand Draft / Banker s Cheque in respect of EMD shall be on or after the date of NIT and DD / BC made before the NIT date shall be summarily be rejected. 7. The contractor will submit in writing an undertaking that THEY WILL ABIDE / LAIBLE FOR ANY REGISTRATION etc, IF REQUIRED WITH REGARD TO CMPF EVEN AFTER AWARD OF WORK. 8. A license under Labour Contract (Regulation and Abolition Act 1970) is to be produced, if you engage more than 19 labourers in this job on any day. The necessary records under Contract Labour and minimum Wages Acts are to be maintained by you at site of work and are to presented to the department s authorized representative or the inspecting authority as and when asked for checking. You shall make payment to the workmen engaged by you for this work as per minimum wages Act in the presence of authorized representative of the Personnel Department who will issue labour payment certificate (LPC) after issuing labour payment and verification of records. 9. RIGHT OF REJECTION / ACCEPTANCE OF TENDER: Mere issuance of tender documents will not make eligible for consideration of opening of the price bid. Management reserves its right to postpone the date of receipt and opening of tenders and / or to cancel any or all of the tenders without assigning any reason hat so ever. If the required document, as per NIT is not submitted by the bidder, the management shall be at liberty to reject the offer. Cont d P/4

4 //4// Agreement: The L-I bidder shall have to enter a written agreement on a non-judicial stamp of Rs. 50/- as a token of acceptance of the issued work order within 30 days from the date of issue of work order. No payment shall be made without entering into the agreement. Guarantee: Bidder shall stand guarantee for at least one year for satisfactory performance of the installed system from the date of installation.
