1 Memo To: Clay Pearson, City Manager From: Michelle Graham, HR Director; John McCarter, Budget Officer CC: Jon Branson, Deputy City Manager Date: August 9, 17 Re: Additional Information for budget discussion Subsequent to the presentation of the compensation and classification study on July 24 th, I have gathered some information from various resources that provides some additional information of how we compare to other cities in what we offer in the area of employee benefits. Listed below are the additional information, the page numbers in this packet and a brief explanation of what each document shares. Overview of organizational Rewards/Benefits..1 This page was pulled from our City Website and gives you a snap shot of the benefits offered by our organization. Pages from HGAC Survey These pages were pulled from the most recent HGAC survey and share various cities responses to include data about population, number of employees, operating budget, amount of payroll, property tax rate, most recent pay adjustments and type, health benefits offered with subsidized amounts as well as types and amount of paid leave. General City Information..2 Compensation Pay 3 Health Benefits...4 Time-Off with Pay...5 Survey Results Related to other pay. This information was gathered by staff through a quick survey and provides additional information related to longevity, education incentives and bilingual pay programs. Sample Pay plans Non-civil service FY18 Pay Plan...8 This is based on our current pay plan and would be effective October 1. Organization Benefits/salary background 8/9/17 Page 1
2 95% of Market Pay Plan 14 This pay plan would be used in the event that the 95% scenario is included in the budget and would be used moving from April 1, 18. % of Market Pay Plan.19 This pay plan would be used in the event that the % scenario is included in the budget and would be used moving from April 1, 18 Civil Service FY18 Pay Plan 23 This plan has been adjusted based on the 2% COLA for employees. Unlike the non-civil service pay plan, this plan itself must adjust in conjunction with any overall pay increase for employees. 95% of Market Pay Plan 24 This is a sample of what the Civil Service pay plan would be at 95% of market based on the study. Because these steps would all be below what we currently pay, the existing pay plan from page 23, would be the Civil Service plan for the entire year with no additional changes to civil service in April. % of Market Pay Plan. This is a sample of what the Civil Service pay plan would be at % of market based on the study. If this scenario is adopted these would be the new step rates effective April of 18. Cost Comparison of Comp& Class Scenarios % of Market..2 95% of Market.27 Each of these charts represent a breakout of the components behind the 2% COLA and the respective Comp & Class Scenarios. The yellow column ( Change from Current Pay Plan to 2% COLA) represents the cost to adjust all salaries up 2%. This is considered the baseline for comparisons illustrated in the budget. The amount in the green column ( Change from 2% COLA Base ) represents the dollar amount it would take to get from that baseline to new Comp & Class amount effective April 1 st.
