2 1 BACKGROUND 1.1 Intrductin The Eurpean scial partners ETUC, BUSINESSEUROPE, CEEP and UEAPME have undertaken t develp a jint prject entitled Skills needs in greening ecnmies. They have therefre respnded t a call fr prpsal f the Eurpean Cmmissin (Budget Line ) t btain the necessary funding in rder t be able t carry ut their actin, with a final decisin expected in Nvember In the framewrk f this call, they express their intentin t select a subcntractr. This call fr tender describes the subcntracting wrk needed t carry ut this 18-mnth jint prject. These tender specificatins therefre detail the backgrund, purpse f the tender, experience required, tasks, payment and price, selectin criteria and prcedures regarding the subcntractr. 1.2 Objective and Methd Thrugh their 2011 jint study n natinal and sectral initiatives, the Eurpean scial partners cnducted an analysis f tripartite and bipartite practices at natinal and sectral levels. This jint study has identified a number f issues regarding the invlvement f scial partners n interlink between climate change, emplyment and training plicies acrss Eurpe. Building n the 2011 jint study, Eurpean scial partners want t lk int mre detail at different mdels f scial partner participatin and engagement in the transitin twards a lw-carbn ecnmy, including sme which may have emerged since the study tk place. In line with the wrk prgramme, the fcus will be put n the implicatins f the greening f the ecnmy n skills needs. In terms f methdlgy, the Eurpean scial partners will ask a subcntractr/expert t identify existing practices, based n the jint initiative, as well as a number f new initiatives (up t 30 cases in ttal), illustrating cncretely these elements and challenges. In rder t better detail the cases, the subcntractr will cnduct several interviews and will rganize if needed 10 cuntry visits. The Eurpean scial partners will rganise a jint cnference t present the main practices identified (80 participants, 40 frm each side, 1.5 days) and t discuss pssible lessns learned n scial partner invlvement in better respnding t changing skills needs in greening ecnmies. 2

3 All EU 27 Member States and candidate cuntries will be invited t participate, as well as the Eurpean Cmmissin. 4 1.4 General rganisatin and descriptin f prject partnership This actin will be managed by ETUC (n behalf f the fur EU scial partners rganisatins ETUC, BUSINESSEUROPE, CEEP and UEAPME), under the supervisin f a steering cmmittee cmpsed f representatives f the fur partners, namely: ETUC, BUSINESSEUROPE, CEEP and UEAPME. In additin, the partners will prvide expertise fr the prject cmpnents, the EU-level cnference and the steering cmmittee meetings in Brussels. Fr the implementatin f this prject, an expert will be cntracted fr an estimated 40 (frty) days expertise: - He/she is respnsible fr the planning f the prject, including the general crdinatin with the prject partners and insuring that budgets and deadlines are respected; - He/she will apply wherever pssible a balanced apprach when identifying and prpsing practices in line with the different partners bjectives. Please refer t the subcntractr terms f reference (Sectin 2 nwards) fr a mre detailed descriptin f the experts tasks and deliverables. The prject accunting and prductin f the final reprt fr the Eurpean Cmmissin will be carried ut by ETUC. 2 PURPOSE OF THE TENDER The tender aims at finding a subcntractr t carry ut the jint prject f the Eurpean scial partner rganisatins entitled Skills needs in greening ecnmies. In rder t ensure a large visibility fr this tender, the partners will publish the tender specificatins n their respective websites; they will each keep the tender nline fr 35 (thirty five) days n their respective websites. 3 TASKS TO BE PERFORMED BY THE SUBCONTRACTOR The subcntractr shuld prvide the fllwing services fr the applicant rganisatins: Prpse an actin plan during the first Steering Cmmittee meeting, including the timeframe and planning f activities, t be validated by the partners, Present the methdlgy; Map initial relevant practices at the wrkplace, based n a detailed actin plan; Prduce a detailed supprt dcument and database t keep track and assemble the relevant practices. All technical dcuments used and reviewed shuld be appended; Organise ne Steering Cmmittee meeting at intermediate stage, in clse crdinatin with the partners. He/she will have at his/her dispsal the pssibility t undertake up t 10 2-day trips funded visits t certain cuntries t rganise face-t-face interviews. The expert will be respnsible fr the planning and rganizatin f the travels required t run the interviews, including the validatin f cases with the partners and a detailed reprting f experiences; 4

5 Start rganising the EU-level cnference by prpsing a detailed agenda and help in the selectin f a cnference venue; Organise ne final steering cmmittee meeting, in clse crdinatin with ETUC s Prject Administratr. The expert will be respnsible fr the finalisatin f all prject deliverables; Advise n the chice f guest speakers t be invited, case studies t be presented; Animate the cnference and cntribute t rganise the mderatin f the discussins in rder t ensure an interactive nature f this exercise, including receiving questins frm the audience; Draft a pst cnference summary f prceedings (max. 10 pages); Liaise with the steering cmmittee when crdinating with speakers the cntent f presentatins / interventins in line with the ratinale f the cnference; Finalise all cnference materials; Ensure that the final utcmes can be used as t be disseminated widely, prviding technical and practical apprach, t be user friendly and in line with the verall bjective f the prject; The subcntracted expert will be respnsible fr prpsing an agenda fr each Steering Cmmittee meetings and will draft the summary f cnclusins. Bth the agendas and the summary f cnclusins will be validated by the partners. 4 EXPERTISE AND EXPERIENCE REQUIRED Subcntractr Sund experience is required in the fllwing areas: Successful track recrd in delivering research-based prjects ver a lng time frame (12+ mnths); Ability t frmulate and carry ut a tailred methdlgy invlving a variety f actins (i.e. mapping f practices, Eurpean events); Crdinating, running and animating large-scale internatinal events (f up t 100 participants), preferably n the issue f skills; Strng prject management and planning skills; Reprting skills (in English); Ability t wrk within specified deadlines and t respect budgetary limits. Sund expertise is als required n the fllwing issues: Knwledge f scial dialgue systems and labur market issues in member states and at EU level; Ability t infrm and analyse skills issues identified at the wrkplace. 5 TIME SCHEDULE AND REPORTING The subcntractr will be asked t wrk frm 01 December 2012 t 31 May

6 The subcntractr will be respnsible fr remitting the deliverables freseen in the prject methdlgy within the abve time frame. The subcntractr will be asked t wrk 40 (frty) days. 6 PAYMENT The ttal maximum budget available fr expertise is as fllws: Cntract with ETUC Daily rate Days f wrk 550 x 40 days 22,000 TOTAL 22,000 In accrdance with the abve table, the subcntractr will enter int a cntract with ETUC fr a ttal f 22,000 (all taxes included). The subcntractr will receive an advance, interim and final payment. 7 PRICE Cntract with ETUC: 22,000. TOTAL: 22, SELECTION CRITERIA The ffers will be examined against the fllwing criteria: Ability t frmulate and carry ut a tailred methdlgy invlving a variety f actins (i.e. mapping f practices, Eurpean events); Experience in crdinating, running and animating large-scale internatinal events, preferably n the issue f skills; Successful track recrd in delivering research-based prjects ver a lng time frame (12+ mnths); Prject management experience are essential requirement; Expert knwledge f skills, labur market issues, and scial dialgue at natinal and EU level; Experience in wrking with scial partners rganisatins at EU and natinal levels is an asset; Ability t identify and integrate analyses f the actual challenges in the scial and ecnmic field currently faced by scial partners in Eurpe; Ability t cnduct meetings and draft all dcuments in English; 6

7 Prven track recrd f ensuring the quality f written materials prepared, bth in terms f cntent and frmat (i.e. deliver publishable dcuments, presentatin f cases, etc.); Gd administrative skills; Respect f deadlines; Respect f the budgetary cnstraints. 9 AWARD CRITERIA The cntract will be awarded t the tender ffering the best value fr mney, taking int accunt the specific bject, requirements and selectin criteria f the tender. The principles f transparency and equal treatment will be respected with a view t aviding any cnflicts f interest. 10 CONTENT AND SELECTION OF THE BIDS Offers must be received within 15 (fifteen) days f the date f publicatin f this call fr tender n the partners, by 10 Octber Offers must be t ETUC (see cntact address belw). T ensure cnfidentiality, bidders must: - submit their ffer in a sealed envelpe; - the inside envelpe shall nt nly bear the name f the department fr which it is intended (see belw), but als the wrds "Tender nt t be pened by the Mail Department (Appel d ffres à ne pas uvrir par le service du currier). If self-adhesive envelpes are used, they must be sealed with adhesive tape crssed by the signature f the sender. A cmmittee will be frmed cmprising at least fur representatives f the Eurpean scial partners (ETUC, BUSINESSEUROPE, CEEP and UEAPME). One r mre members f this cmmittee will initial the dcuments, cnfirming the date and time f each bid. The cmmittee members will sign the reprt n the bids received, which will list the admissible bids and prvide reasns fr rejecting bids wing t their failure t cmply with the stipulatins f the tendering prcess. This cmmittee will als evaluate the tenders that have been deemed admissible. An evaluatin reprt and classificatin f participatin requests will be drawn up, dated and signed by all the members f the evaluatin cmmittee and kept fr future reference. This reprt will include: 1. The name and address f the cntracting authrity, the purpse and value f the cntract r framewrk cntract; 2. The names f any excluded candidates and the reasns fr their rejectin; 3. The names f candidates selected fr cnsideratin and the justificatin fr their selectin; 4. The names f candidates put frward and justificatin f their chice in terms f the selectin r award criteria. The cntracting authrities will then make their decisin. 7
