1 Key Features - Senate Bill 800 as Amended by the Senate Finance Cmmittee (February 8, 2015) Resurces Apprpriates an additinal net $204.8 millin the first year, and $ millin the secnd year, in general fund resurces. The revenue increase includes a preliminary upward adjustment t the revenues based n cllectins year-tdate fr three revenues surces withhlding, crprate, and insurance. Increased revenues are ffset by revenue reductins against the revenues assumed in SB 800 as intrduced due t the failure r mdificatin f prpsed tax expenditure legislatin. Additinal resurces were directed tward: Emplyee cmpensatin increases fr all emplyee grups (see belw); Setting aside ver $130 millin fr a future payment t the Revenue Stabilizatin Fund; Eliminating the $30 millin Aid t Lcalities reversin accunt in the secnd year; and Prviding $100 millin fr cash funding f capital utlay prjects. 2 Includes $56.7 millin GF fr a three percent salary increase fr state emplyees, reflected in their September 1, 2015 paychecks; Prvides $22.1 millin GF fr a three percent adjustment fr state-supprted lcal emplyees; Recmmends $50.4 millin GF fr the state s share f a 1.5 percent increase fr teachers; and Funds $14.4 millin GF fr a 2 percent faculty salary increase at Virginia s public clleges and universities. Recmmends tw special cmpensatin actins: Prvides $5.8 millin GF t allw the Virginia State Plice t begin implementing a cmprehensive pay plan t address cmpressin in the ranks; and Includes $8.6 millin GF fr a 2 percent base adjustment fr 19 classes f state emplyees determined t have high turnver rates. Adds $50.4 millin GF based n the state s share f a 1.5 percent cmpensatin increase fr teachers, with effective date flexibility fr schl divisins; and, adds $37.2 millin t increase t $187.2 millin the ne-time payment t the Virginia Retirement System t imprve the funded status. Supprts $713,000 GF fr principal training and schl imprvement. Endrses $537,297 GF fr an elementary schl breakfast pilt prgram in the schl year. Restres $220,191 GF fr the new Virginia Center fr Excellence in Teaching summer prgram. Higher Educatin Prtects higher educatin institutins frm additinal reductins ver the previusly adpted budget. Prvides a net increase f almst $4.1 millin GF ver the intrduced budget fr the higher educatin institutins. An additinal $14.4 millin GF is included fr faculty cmpensatin actins, equal t a tw percent faculty salary increase beginning in September f FY Prvides an additinal $5.4 millin GF fr undergraduate needbased financial aid, fr a ttal f $8.9 millin GF ver the previusly adpted budget. Health and Human Resurces Prvides a net decrease f $10.6 millin GF as cmpared t the intrduced budget fr Health and Human Resurces, including $36.8 millin GF in new spending ffset by $47.4 millin GF in prpsed savings. Requires the develpment f a hspital prvider assessment prgram that wuld be implemented in FY Such a prgram charges an assessment n hspitals that is cllected by the state, which then uses sme r all f the new revenue as state match t make additinal Medicaid payments t hspitals. With the federal, mney the hspitals will have a net financial gain depending n their level f Medicaid business. Remves the Medicaid Expansin language. Retains the Gvernr s A Healthy Virginia Plan. Includes $7.4 millin GF t cntinue t imprve access t mental health services. Alng with the Gvernr s Access Prgram fr the Seriusly Mental Ill, ttal funding fr behaviral health services added in this budget is $102 millin. Specifically, this initiative includes: - $4.3 millin GF fr permanent supprtive husing t prvide supprt services fr 300 individuals with mental illness wh are living in the cmmunity that will help February 8, Senate Finance Cmmittee

5 reduce hspitalizatins, hmelessness and incarceratin; and - $2.1 millin GF t add tw Prgram fr Assertive Cmmunity Treatment (PACT) teams that are evidencebased and prvide an array f intensive treatment services t individuals with severe mental illness this actin creates tw additinal teams in FY 2016 n tp f the fur created in the current budget; - $1.0 millin GF t expand psychiatry and crisis respnse services fr children requiring mental health services, dubling the amunt f funding in the current budget fr FY Adds $8.2 millin GF r $16.4 millin in ttal funds t begin t implement the prvider rate study that calls fr increased Medicaid rates fr the Intellectual Disability and Develpmental Disability Waivers. - This investment in rates will help build cmmunity capacity t aid in mving individuals ut f the state training centers. Restres $7.5 millin GF in budget reductins and eliminates fee increases such as: - $3.8 millin GF t restre funding t the Department f Health t keep the restaurant permit fee at $40 rather than the prpsed increase t $285 a year; and, - $2.5 millin GF t restre funding fr services t peple with disabilities thrugh Centers fr Independent Living, persnal care services, and lng-term emplyment supprt services t enable individuals with disabilities t wrk in the cmmunity. 6 Adds $3.7 millin GF t increase Medicaid reimbursement as fllws: - $2.2 millin GF t end the payment reductin plicy that reduces the fee fr emergency rm dctrs fr nnemergency cases. - $1.4 millin GF t increase payments t the Children s Hspital f the King s Daughters in Nrflk. This hspital, which has high Medicaid utilizatin, is the state s nly cmprehensive children s hspital. Adds $5.5 millin GF r $11.0 millin in ttal funds fr a tw percent increase fr persnal care service rates fr prviders that serve vulnerable disabled individuals residing in the cmmunity. Prvides $2.0 millin GF fr the safety net prviders -- free clinics and cmmunity health centers. Captures $47.4 millin GF in savings within Health and Human Resurces that will have n impact n services and includes: - $14.4 millin GF in savings by assuming tbacc tax revenues will nt decline, as assumed in the intrduced budget; - $14.1 millin GF frm the funding in the intrduced budget t cver vertime fr persnal care attendants per a new federal regulatin, which was struck dwn in early January by a federal curt, freeing up the funds fr ther uses; - $7.8 millin GF in savings by crrecting the apprpriatin in FY 2016 which is nt required based n last year s budget actin t limit the increase in Intellectually Disabled (ID) and Develpmentally Disabled (DD) February 8, Senate Finance Cmmittee

Rejects the prpsed increase in hmewner deductibles fr the remediatin f leaking strage tanks. Prvides an additinal $6.0 millin GF in FY 2015 fr agricultural best management practices t cntrl nnpint surce water pllutin. Prvides $10.0 millin GF in bnds fr the Strmwater Lcal Assistance Fund fr grants t supprt lcal water quality prjects. Prvides a ttal f $2.9 millin GF fr capitalizatin f the Nutrient Offset Fund fr purchase f nutrient credits. Prvides ver $1.0 millin GF t replace cabin furnishings acrss Virginia State Parks. Restres $400,000 GF fr the Med-Flight prgram perated by the State Plice aviatin unit in cperatin with Chesterfield Cunty, serving Central Virginia. Prvides $360,000 GF and tw psitins the secnd year t strengthen search and rescue prgram crdinatin at State Plice and the Department f Emergency Management. Restres $250,000 GF the secnd year, t be matched several times ver by federal funds, fr maintenance f Natinal Guard armries acrss the state thrugh the Department f Military Affairs. Restres $1.9 millin GF and 36 crrectinal fficers t staff the Department f Crrectin s highest-pririty security psts -- at Augusta, Buckingham, and Nttway Crrectinal Centers, which have experienced increased crwding due t the clsure f Pwhatan Crrectinal Center. Adds $474,000 GF the secnd year t supprt the hiring f veterans by cmpanies certified by the V3 (Virginia Values Veterans) prgram, and t supprt the transitin f veterans int the civilian wrkfrce thrugh educatin and training. Adds $180,000 GF and three new husing specialist psitins t crdinate effrts t reduce hmelessness amng veterans thrugh the Wunded Warrir prgrams in Nrthern Virginia, Suthwest Virginia, and Greater Hamptn Rads. Virginia s Curt System Adds $1.0 millin GF the secnd year fr the Virginia Legal Services Crpratin fr legal aid fr indigent defense in civil cases, t ffset the lss f funding frm ther surces. Capital Outlay Includes recmmendatins f: $99.5 millin in GF cash fr capital prjects; $96.0 millin in VCBA/VPBA debt; February 8, Senate Finance Cmmittee

10 $10.0 millin fr an additinal 9(d) prject at the Cllege f William and Mary; and, $132.4 millin in nngeneral funds fr higher educatin capital prjects and the federal matching funds fr the Veterans Care Centers. Within thse amunts, prvides: $180.0 millin fr the cnstructin f 10 prjects at higher educatin institutins and the veterans care centers; $13.8 millin t plan an additinal nine prjects at educatinal institutins; $23.4 millin fr supplements, imprvements, and furnishings; and, $177,000 fr ne land acquisitin prject. Prpses $10.0 millin in the secnd year fr the Strmwater Lcal Assistance Fund. Redirects debt f $28.0 millin which was prpsed fr lcal vting equipment in the intrduced budget.
