City and National Park Service staff provided Council with an overview of the history of Pearson Airfield, the current operations and budget and future potential development projects. (Willy Williamson, ) 5:30-6:00 p.m. CITY CENTER REDEVELOPMENT AUTHORITY (CCRA) AND DOWNTOWN REDEVELOPMENT AUTHORITY (DRA) ANNUAL REPORT Council met with Lloyd Tyler, Chief Financial Officer, Chad Eiken, Community and Economic Development Director, Richard Keller CCRA and DRA Board President, and Chris Wamsley, Board Member. City staff and CCRA/DRA board members provided Council with an overview of the DRA and CCRA 2016 activities and a preview of the anticipated 2017 work. COUNCIL REGULAR MEETING (City Council Chambers) PLEDGE OF ALLEGIANCE CALL TO ORDER AND ROLL CALL The regular meeting of the Vancouver City Council was called to order at 7:01 p.m. by Mayor Timothy Leavitt in the Council Chambers of City Hall, 415 W. 6th Street, Vancouver, Washington.
2 Page 2 of 12 Present: Absent: Councilmembers Stober, Topper, McEnerny-Ogle, Turlay, Hansen, Burkman, Mayor Leavitt None APPROVAL OF MINUTES OF FEBRUARY 6, 2017 Motion by Councilmember McEnerny-Ogle, seconded by Councilmember Burkman, and carried unanimously to approve the meeting minutes of February 6, APPROVAL OF MINUTES OF FEBRUARY 13, 2017 Motion by Councilmember McEnerny-Ogle, seconded by Councilmember Turlay, and carried unanimously to approve the meeting minutes of February 13, CITIZEN COMMUNICATION (ITEMS 1-5) Mayor Leavitt opened Citizen Communication and, receiving no testimony, closed Citizen Communication. CONSENT AGENDA (ITEMS 1-5) Council requested Item 2 be pulled from the Consent Agenda for separate consideration. Motion by Councilmember Burkman, seconded by Councilmember Stober and carried unanimously to approve Items 1, 3-5 of the Consent Agenda. 1. PURCHASE OF VIDEO PRODUCTION AND BROADCAST EQUIPMENT AND RELATED SERVICES FROM ADVANCED BROADCAST SOLUTIONS, LLC (Staff Report ) The current franchise agreements between the City, Clark County, Comcast of Washington V, LLC, and Qwest Broadband Services, Inc. d/b/a CenturyLink provide for a capital contribution in the amount of $1/month per subscriber for support of Public, Education, and Government (PEG) access and monthly transport costs for public I-NET users. This contribution may only be awarded to designated access providers and public I-NET users. Typically Clark/Vancouver Television is awarded between $150,000 and $200,000 annually for video production equipment through budget allocations from the PEG Capital Fund and/or review and approval of PEG grant requests by Council and the Board of County Councilors. Currently, the City purchases video production equipment through the City of Seattle contract. The estimated spending at Advanced Broadcast Solutions, LLC in is expected to exceed the $350,000 previously approved amount, requiring another Council approval. The raising of this threshold
3 Page 3 of 12 will enable Clark/Vancouver Television to order video equipment in an expeditious manner while taking advantage of the City of Seattle contract s competitive pricing. Clark/Vancouver Television is requesting Council approve the increased spending at Advanced Broadcast Solutions, LLC up to an $850,000 threshold against this contract, which covers five (5) years, December 1, 2013, through November 30, 2018, with the option to extend for one (1) additional 2-year period. Motion authorized the purchase of additional video production equipment from Advanced Broadcast Solutions, LLC through City of Seattle Contract #03178 at an amount not to exceed $850,000 over the life of the contract, which expires November 30, 2018, with the option to extend for one (1) additional 2-year period. (Jim Demmon, Video Services Manager, ) 2. INTERLOCAL AGREEMENT WITH CLARK PUBLIC UTILITIES (CPU) FOR OVERHEAD LINE RELOCATION ASSOCIATED WITH THE 18TH STREET IMPROVEMENT PROJECT (Staff Report ) Chris Malone, Senior Civil Engineer, provided staff comments. The City and CPU have been working cooperatively to complete the 18th Street reconstruction project. Significant relocation is required for CPU facilities. When CPU has facilities located within right-of-way, CPU is responsible for the cost of relocation to accommodate roadway reconstruction. When the facilities are located in CPU easements, CPU can require reimbursement for the relocation of the facilities. An Interlocal Agreement must be executed to enable the City to reimburse CPU for these costs. Councilmember Hansen recused himself from the discussion and action of this item, as he is employed by Clark Public Utilities. Councilmember Turlay asked if the electrical lines are run overhead in this area and if there had been consideration to bury them underground as part of this project. Mr. Malone stated City staff had asked CPU about this option, and were informed that to do so would add several million dollars onto the project cost. Therefore the lines would remain above ground after the street improvement project is completed. Motion by Councilmember Stober, seconded by Councilmember Topper, and carried unanimously (Hansen recused), authorized the City Manager or his designee to sign an Interlocal Agreement with Clark Public Utilities for reimbursement of expenses for Overhead Electric Line Relocation NE 18th St Road Project, currently estimated to be $940,555.84, which includes sales tax. (Chris Malone, Senior Civil Engineer, ) 3. APPROVAL OF ONE-YEAR HEALTH INSURANCE STOP LOSS POLICY WITH HCC LIFE INSURANCE (Staff Report )
4 Page 4 of 12 City staff worked with its broker, Wells Fargo, to seek stop loss coverage for its self-insured health benefits program. Wells Fargo issued an RFP and received quotes from seven proposers. HCC Life was the successful proposer, based on the evaluation of multiple criteria; however, the parties have only recently finalized the necessary documents. Council approval is needed to provide payment on the premium for the policy, as the value of the contract exceeds the $300,000 threshold. Motion approved the Health Insurance Stop Loss coverage with HCC Life Insurance and authorized the City Manager or his designee to execute any applicable agreements for this purchase. (Suzi Schwabe, Human Resources Director, ) 4. METROPOLITAN EXPLOSIVE DISPOSAL UNIT (MEDU) MUTUAL LAW ENFORCEMENT AGREEMENT (Staff Report ) The Vancouver Police Department (VPD) has participated in an Intergovernmental agreement for (MEDU) at least twenty years. The following agencies are listed: Interlocal agreement ( Contract ) is made by and between City of Portland, City of Gresham, City of Vancouver, Clackamas County, Port of Portland and Clark County, Washington ( Agency ) pursuant to authority granted in ORS Chapter 190 and RCW Currently VPD has one officer assigned to the MEDU team as a participating agency. The officer trains on the MEDU schedule (usually once a week) and responds to call outs for both participating and nonparticipating agencies. The officer also responds with the Southwest Regional SWAT team for deployments and missions. The officer assists with logistical needs as well as deploys robots assigned to the team. Motion authorized the City Manager or his designee to sign the new Metropolitan Explosive Disposal Unit Agreement and continue as a participating agency. (Kathy McNicholas, Police Lieutenant, ) 5. APPROVAL OF CLAIM VOUCHERS Motion approved claim vouchers for February 27, 2017, in the amount of $11,080, PUBLIC HEARINGS (ITEMS 6-11) 6. PARK CAPITAL FACILITIES PLAN UPDATE - EMERGENCY COMPREHENSIVE PLAN AMENDMENT (Staff Report )
5 Page 5 of 12 Monica Tubberville, Park Planner, provided staff comments. Mayor Leavitt read the title of the ordinance into the record. AN ORDINANCE relating to the Vancouver Comprehensive Parks, Recreation and Natural Areas Plan ( Park Plan ) to update provisions for the six-year Capital Facilities Plan to accurately refer to proposed projects for 2017 through 2022, and establishing an effective date. Acquisition negotiations on some proposed park acquisitions are already underway, and development project design and construction are awaiting funding authorization to proceed. Short-term amendments to the CFP are needed to initiate budget allocations for proposed projects and to ensure funds are fully committed before the extended timelines expire. Proposed amendments to the CFP focus on projects in Park Districts 4 and 5 that could occur in the next two years, and provide the options and flexibility needed to commit or encumber funds approved through the concurrency extension. A few amendments are included for projects outside of District 4 and 5 that could be initiated prior to completion of the 2017 annual review and the following budget cycle to address pressing situations (ADA, safety, and liability) and/or take advantage of potential partnership opportunities. of the proposed amendments: 1. Planning period - updated to 2017 through Acquisitions - Addition of two or more acquisition areas in District 4, and five park development projects in Park Districts 4 and 5, totaling an estimated $6 million. Multiple acquisition areas are included in Park Districts 4 and 5 to provide a broad net of options to maximize flexibility due to the limited predictability of negotiations. 3. Park Capacity Enhancements - Progressive system-wide park enhancements to prepare master plans for existing undeveloped park sites and complete approved master plans for parks not yet fully developed to expand user capacity for growing population density. Enhancements will include multiple districts, including Districts 4 and 5, with timing for completion based on priority needs. 4. Riparian Natural Area Enhancements - Improvements to promote connectivity throughout greenways and natural areas, including improved access, trailheads and pocket-parks adjoining natural areas where appropriate. This effort will maximize existing infrastructure and public investment and is included in the emergency update to provide the option to proceed if an opportunity presents itself prior to completion of the 2017 annual review.
6 Page 6 of Housekeeping amendments - Removal of completed projects, park name corrections; 2016 assessment replaced acquisition estimates; current development cost estimates updated, and park district references revised. Additional updates to the 2014 Park CFP are warranted, but unrelated to Council s PIF concurrency extension, and do not constitute an emergency based on the criteria for review of plan amendments out of cycle. A complete update of the CFP will be brought forward through the 2017 annual review, which is typically completed by December 31. The proposed amendments to the Vancouver Parks, Recreation and Natural Areas Capital Facilities Plan are consistent with the Vancouver Comprehensive Plan, the Vancouver Strategic Plan, other applicable laws, and with Council s November 7 th decision to encumber the specified PIF funds no later than December 31, The CFP amendments meet the criteria specified in VMC exceptions for review of emergency amendments outside the normal annual review cycle as they are a change of community wide significance and needed to avoid obstructing Comprehensive Plan goals and policies. Ms. Tubberville provided an overview of the proposed CFT amendments. Mayor Leavitt opened the public hearing and, receiving no testimony, closed the public hearing. Motion by Councilmember Stober, seconded by Councilmember Turlay, and carried unanimously approved Ordinance M-4194 amending the capital facilities plan of the Vancouver Comprehensive Parks, Recreation and Natural Areas Plan. (Julie Hannon, Parks and Recreation Director, ; Monica Tubberville, Park Planner, ) Peggy Sheehan, Community Development Programs Manager, provided an overview of the proposed projects associated with Items MULTIFAMILY HOUSING TAX EXEMPTION AGREEMENT KIRKLAND TOWER (Staff Report ) A RESOLUTION of the City Council of the City of Vancouver approving an agreement with Waterfront Holdings Group for property tax exemption. An application for multi-family tax exemption under VMC 3.22 has been submitted for the following project. Kirkland Tower (Developer: Waterfront Holdings Group) Ten story / 65,647 sq. ft. development in Waterfront sub-district 36 market-rate condominium units 3,330 sq. ft. commercial space
7 Page 7 of 12 Projected sales prices of $550,000 to $1,540,000; unit sizes ranging from 800 to 2,500 sq. ft. 55 parking spaces available on-site Total development cost of ~$17.9 million Qualifies for 8-year multi-family housing property tax exemption The proposed project is located within the VCCV, one of two eligible target areas designated through the multi-family tax exemption ordinance. The 2007 VCCV subarea plan and Planned Action identified a need of approximately 4,600 new residential units downtown as an essential key to downtown vitality and support of businesses. The addition of 36 units will add much needed housing options for area residents. Between 2010 and 2016, the buying power of Vancouver residents declined because renter income has not increased at the same pace as rent. In addition, the rental market has tightened considerably over the last few years. The general intent of Multi-family Tax Exemption Ordinance is to encourage development that provides places to live closer to employment, shopping, entertainment and transit services and encourage affordable housing opportunities. In addition to the expected outcomes, applying the ordinance for this specific project will have a beneficial effect by means of: Promoting development activity to support current housing needs. Allowing development of this vacant site. Providing support and commercial space for area businesses. Providing construction employment opportunities. Providing new development in a low/moderate income neighborhood. Mayor Leavitt opened the public hearing and, receiving no testimony, closed the public hearing. Mayor Leavitt noted that he would be abstaining from the vote on this item as he has direct participation in the project. Motion by Councilmember Burkman, seconded by Councilmember Stober, and carried unanimously, with Mayor Leavitt abstaining, adopted Resolution M-3925 authorizing the City Manager or his designee to sign the Multi-Unit Housing Limited Property Tax Exemption Agreements with Waterfront Holdings Group, LLC. (Peggy Sheehan, ) 8. AGREEMENT 807 JEFFERSON STREET (Staff Report ) A RESOLUTION of the City Council of the City of Vancouver approving an agreement with Farview Drive LLC for limited property tax exemption. An application for multi-family tax exemption under VMC 3.22 has been submitted for the following project.

Completes full block development 92 units with 20% affordable to households earning up to 115% of area median income Projected rents of $933 to $1,400; mix of studio, 1 and 2-bedroom units 89 parking spaces available on-site Total development cost of ~$16.4 million Qualifies for 12-year multi-family housing property tax exemption The proposed project is located within the VCCV, one of two eligible target areas designated through the multi-family tax exemption ordinance. The 2007 VCCV subarea plan and Planned Action identified a need of approximately 4,600 new residential units downtown as an essential key to downtown vitality and support of businesses. The addition of 92 units will add much needed housing options for area residents. Between 2010 and 2016, the buying power of Vancouver residents declined because renter income has not increased at the same pace as rent. In addition, the rental market has tightened considerably over the last few years. The general intent of Multi-family Tax Exemption Ordinance is to encourage development that provides places to live closer to employment, shopping, entertainment and transit services and encourage affordable housing opportunities. In addition to the expected outcomes, applying the ordinance for this specific project will have a beneficial effect by means of: Promoting development activity to support current housing needs. Allowing development of this vacant site. Providing support for area businesses. Providing construction employment opportunities. Providing new development in a low/moderate income neighborhood. MULTIFAMILY HOUSING TAX EXEMPTION AGREEMENT K WEST (Staff Report ) A RESOLUTION of the City Council of the City of Vancouver approving an agreement with DBG Properties, LLC for property tax exemption for the approved value of the property located at 5500 NE Fourth Plain Blvd in Vancouver, Property ID for a 12-year tax exemption.

K West (Developer: DBG Properties, LLC) Three story / 204,795 sq. ft. development in Fourth Plain sub-district 192 units with 100% affordable to households earning up to 60% of area median income (tax credit project) Projected rents $764 to $1,040; mix of 1, 2 and 3-bedroom units 247 parking spaces available on-site Total development cost of ~$30.6 million Qualifies for 12-year multi-family housing property tax exemption The proposed project is located within the Fourth Plain subarea, a low/moderate income neighborhood and one of two eligible target areas designated through the multi-family tax exemption ordinance. The addition of 192 units will add much needed housing options for area residents. Between 2010 and 2016, the buying power of Vancouver residents declined because renter income has not increased at the same pace as rent. In addition, the rental market has tightened considerably over the last few years. The general intent of Multi-family Tax Exemption Ordinance is to encourage development that provides places to live closer to employment, shopping, entertainment and transit services and encourage affordable housing opportunities. In addition to the expected outcomes, applying the ordinance for this specific project will have a beneficial effect by means of: Promoting development activity to support current housing needs. Allowing development of this vacant site. Providing support for area businesses. Providing construction employment opportunities. Providing new development in a low/moderate income neighborhood. Mayor Leavitt opened the public hearing and received the following testimony: Skip Grudahl, representing the applicant DBG Properties LLC, noted that this is the third project he would be building in Vancouver utilizing the Multifamily Tax Abatement Program, and he stated they had looked into a market rate project, but concluded that the area needs much more affordable housing. He stated this project would be 100 percent affordable, and noted the critical nature of the MFTE program in assisting with getting such projects built. There being no further testimony, Mayor Leavitt closed the public hearing. Councilmember Turlay asked if the proposed rents included any utilities. Mr. Grudahl stated they did not, as that allows renters greater control over their personal utility usage.
12 Page 12 of 12 Councilmember Stober noted that there is sometimes a question about the value of the abatement program. He stated that these abatements and the revenues accrued after the abatement period help the City of Vancouver subsidize services citywide. Motion by Councilmember Stober, seconded by Councilmember Burkman, and carried unanimously adopted Resolution M-3929 authorizing the City Manager or his designee to sign the Multi-Unit Housing Limited Property Tax Exemption Agreements with DBG Properties, LLC.
