9 Audits + fact finding missions: Directorate SANTE F Audits on implementation of border controls against ASF in Estonia, Latvia, Lithuania and Poland done in In 2014 follow-up audits on implementation of border controls against ASF in Latvia and Estonia (6 audits). Audits carried out on animal health preparedness and eradication (12 missions): in relation to ASF in Poland and Lithuania (2014), Estonia (2015), Latvia and Estonia (2016), Poland, Hungary, Lithuania, Slovakia and Romania (2017), fact finding mission to Moldova and audit in Czech Republic (2018). Two series of fact finding mission (16 missions): carried out by the Commission in 2016 and in 2017 in Finland, Estonia Latvia, Lithuania, Poland, Hungary, Romania and Slovakia. 13 EFSA ON ASF 2018 Epidemiological assessment EFSA is currently working with the MS and third countries to collect updated epidemiological data from MS both on domestic pigs and wild boar. This data should include all surveillance data allowing to review the risk factors related to ASF. The next output is due for November 2018 and a subsequent one is due for November poss. workshop on gap analysis in

16 EU Financial support EU Member countries: in support (59.2M in total) has been provided to prevent or eradicate the disease using two different tools: emergency measures (10.9 M ) nd eradication programmes (48.3 M ). Non EU Member countries: For 2017: for Ukraine: EUR allocated for surveillance and collection of dead wild boars; for Moldova: EUR allocated to purchase of material to control the disease For 2018: EUR for Ukraine EUR for Moldova allocated for (i) testing; (ii) collection of wild boar carcasses; and (iii) awareness campaigns. 16

17 EU ASF strategy Revision 10 New title: EU Strategic approach to the management of ASF in the EU More emphasis on preparedness of free MS: management of wild boar pig farming sector and targeted public awareness campaigns 17

19 Regionalization in the EU context Regionalization is applied in the EU in line with OIE and as an integral element of the EU comprehensive strategy aimed at: ensuring the best possible disease control minimize the negative impact of disease outbreaks on the EU single market (intra-eu trade) and on exports (without lowering the level of safety of the commodities that are traded/exported (SPS agreement principles) 19

20 Main criteria for lifting Part III no ASF outbreak in pigs in area during the past 12 months total depopulation of all non-commercial farms in area with low biosecurity conditions: 3 months, if no further outbreaks from May 2018, alignment with OIE: in case of outbreak in free area (12 months with no outbreaks) 3 months after the disinfection of infected holding (+ measures are applied in accordance with Directive 2002/60) Member State can decide on which criteria to use! 20

Future legislation on ASF Animal Health Law ASF: category A disease Directive 2002/60 repealed by AHL and is to be replaced from 2021 by a Delegated Act on control measures of category A, B and C diseases (Part III AHL). Discussions should be finalised by the end of 2018! Comments from MS must be sent by 21 November 2018 Final meeting of the WG: poss. 10 December

23 Ongoing initiatives (1) Review of the current ASF legislation and EU Strategic approach: simplification, certain flexibility, science and experience Prohibition of dispatch of wild boar to other MS and third countries (except local movement) Commission Implementing Decision 2018/834 of 4 June 2018 No derogation for the registration of 1 pig holding Commission Implementing Decision was adopted on 6 November Launching research for development of ASF vaccine under Horizon 2020, at least 25 million euros are committed/planned for research on the control of ASF, from which 10 million will be devoted to the development of a vaccine 23

24 Ongoing initiatives (2) Cooperation between Ministers of Forestry and Environment and Ministers of Agriculture: a letter from Commissioners Mr. Andriukaitis and Mr. Vella was sent on 24/10/2018: request for increased cooperation Informal ministerial meeting on ASF in Brussels on 19 December 2018, in the margins of the December AGRIFISH Council Cooperation between Ministers of Transport and Ministers of Agriculture a letter from Commissioners Mr. Andriukaitis and Mrs. Bulc was sent to the Ministers of Agriculture and the Ministers of Environment of all the Member States on the 26/10/2018 Request for cooperation and awareness raising in the sector of long-distance road transport and along major highways Common event on ASF with FACE (EU hunters) January 2019, Dortmund at "Jagd&Hund" hunting exhibition Weekly info notes on ASF by the Commission 24

25 Key actions Public awareness campaigns for targeted groups Coordinated actions between farmers, hunters, other stakeholders and official services All farmers need to be involved in the fight against this disease Human factor increased checks at EU external borders (personal consignments, unauthorised goods, smuggling of commodities etc.) Farmers and hunters need to upgrade their practices: biosecurity is a key 25
