This Appedix provides a more detailed alysis of the iformatio published by CITU o its Web site i May, givig a progress report o the Prime Miister's target that 25 per cet of trasactios should be capable of beig delivered ally by 22. The CITU report drew o statistics submitted by each Whitehall departmet about how departmets ad agecies aticipated that their capabilities to deliver trasactios would develop over the ext three years, ad their aticipated levels of actual. ii.2 The broadest defiitio of trasactios is that adopted by CITU, ad icludes systematic phoe (for istace, via a call cetre), existig data iterchage (used betwee some large compaies ad govermet agecies), computer paymets, kiosk or ATM trasactios, ad Web or coectios. It also icludes all paymets by departmets made to citizes through bak accouts, eve though departmets have bee developig this kid of for may years, which hece has little to do with iformatio age govermet. Figure shows the actual percetages of overall coducted ally ad departmets estimate of their to hadle ally across the two years, with departmets arraged i order of the umber of their total projected for 22. The top few departmets here accout for the vast bulk of all govermet trasactios with citizes. Figure 2 shows the same data, but this time excludig from the "" total those paymets made by departmets through people's bak accouts. The mai effect here is o the Ilad Reveue, whose total falls sharply but which stays top; ad o the Departmet of Social Security, whose total halves, ad whose rak cosequetly falls from secod to fifth. ii. By applyig the percetages for actual takeup projected by departmets to their total, we ca also calculate the projected umber of actual which departmets are forecastig for 22. The mai reasos why departmets are projectig icreases i actual of more tha oe millio are also show, ad suggest that there are five key reasos why trasactios are risig: Existig largescale computerised trasactios systems are beig rather slowly exteded, otably for PAYE i the Ilad Reveue (see paragraph.2) ad at Customs ad Excise. Phoebased admiistrative systems are beig developed or expaded, otably for pesios at the Departmet of Social Security (DSS), ad for bookig drivig tests, obtaiig driver vehicle liceces ad reportig ijuries at agecies withi the Departmet of Eviromet, Trasport ad the Regios (DETR) group. Iteretbased admiistrative processes are beig developed for existig tasks otably for payig valueadded tax at Customs ad Excise, selfassessmet forms at Ilad Reveue, the expasio of e busiess at Compaies House i the DTI group, Iteretbased processes at the Departmet for Educatio ad Employmet i vacacy otificatio ad jobfillig, ad ew methods of programmig court busiess ad makig paymets at the Lord Chacellor's Departmet. Existig successful Iteretbased services are expected to grow i their volume of trasactios at the Foreig ad Commowealth Office ad at the Meteorological Office i the Miistry of Defece group. 7 Govermet o the Web Chages i the departmetal totals at the Scottish Office ad i the Norther Irelad Civil Service reflect a compoud effect from idividual agecies withi their departmetal groups pursuig alogous chages to their Eglish couterparts, sometimes more speedily ad i others cases more slowly. Lookig at the fil colum of Figure, i twothirds of departmetal groups there is a relatively modest chage i the level of trasactios. But i a third of cases there will be a more tha per cet icrease i the volume of i the period up to 22. ii. Goig dow below the level of departmetal groups, Figure shows at the agecy ad specific programme level all those chages which will trigger a icrease i of more tha, by 22, this time arraged i order of the size of icrease. Further alysis of these sizeable icreases i Figure 5 demostrates that they cluster heavily i fuctiol areas related either to regulatio or to taxatio. I fact three quarters of all the icreased resultig from these sizeable chages are cocered with govermet taxig, licesig or regulatig citizes ad firms. Oly a quarter of these chages at most are employig delivery i improvig services for citizes. Put aother way, the vast bulk of the ew aticipated by govermet arise i admiistrative areas which are either paid for by charges (such as liceses, tests or registratios) or are geeratig tax reveues. It seems that it is easier for officials to make a busiess case for chage ad to costjustify techological iovatios i areas like licecig, charged for services ad tax collectio tha it is to begi employig ew techology i areas of service provisio or trasfers fuded from geeral taxatio.
