1 Page 1 of 5 FORT WILLIAM FIRST NATION CHIEF and COUNCIL MEETING MINUTES January 28, :00 p.m. (1 st Broadcast Council Meeting) CHAIR: Chief Peter Collins COUNCILLORS: Philip Pelletier, Michele Solomon, Dwight Boucher, Tony Collins Sherry Pelletier, Valerie Chapman, Jennelle Charlie, Leo Bannon Sr., Leo Bannon Jr., Kyle MacLaurin STAFF: Marilee Nowgesic (CEO), Bernice Pelletier (Recorder), Kristy Boucher, Ian Bannon GOVERNANCE: - Meeting Called to Order at 5:30 p.m. Michelle opened the meeting with prayer. AGENDA ITEM - MOTION TO ACCEPT AGENDA MOTION #1 Moved by Jennelle Charlie and seconded by Dwight Boucher to accept the agenda of January 28, 2016 with the addition of Canada Pension Plan (Dwight), Hydro Transformers (Leo Jr.), Snow Ploughing for Low Rental Units and Rent Calculations for Low Income Families (Sherry). All in favour. Motion Carried. AGENDA ITEM CEO Briefing Note Estimated overtime for Directors in 3rd Quarter (attached) CEO presented the estimated Overtime for FWFN Directors during the period of October- November 2015 to support the request of additional week of overtime leave. In the Executive summary, the CEO explained that in order to meet the demands and tasks required for all Directorates, the provision of one (1) week was introduced in the fiscal year Senior management are currently not

2 Page 2 of 5 permitted to collect or submit requests for overtime required for various project activities. In most cases, Directors are required to participate, monitor or lead their divisions in activities established in their workplaces. Council recognizes the extra time required by senior management to complete report, prepare plans and develop project activities. Areas that are not part of any overtime consideration for senior management are Council meetings, community meetings and traditional/ceremony events (i.e., sunrise ceremony, etc.) CEO informed Council that Council meetings will be postponed for the month of February to allow for Portfolio development. AGENDA ITEM BCR16-03 Transfer Elizabeth and Colleen Esquega MOTION #2 - Moved by Philip Pelletier and seconded by Michelle Solomon to submit BCR16-03 to accept the transfer of Elizabeth Esquega and Colleen Esquega to the membership of FWFN. All in favour. Motion Carried. AGENDA ITEM Transfer Matthew Towedo [Chief Collins and Councillor Tony Collins declared conflict of interest and left the meeting while Council makes a decision.] Tony Collins explained that Mathew Towedo is his grandson and that he has raised him since he was born. Mathew Towedo is of age and is now requesting to transfer to FWFN. CEO is appointed Chair for this agenda item. MOTION #3 Moved by Michelle Solomon and seconded by Jennelle Charlie to accept the transfer of Mathew Towedo Into the membership of FWFN pending formal written request from Mathew Towedo. All in favour. Motion Carried. AGENDA ITEM Equipment Report The Director of Economic Development will provide the Equipment Report for March 2, 2016 Council Meeting.

3 Page 3 of 5 AGENDA ITEM FWFN GARAGE CEO will follow up with the Director of Economic Development in regards to the following: 1. Purchase Order System - Who is in charge of processing paperwork and keeping garage organized? 2. Public Works trucks that are taken home after work hours. 3. Review the risk, liability, safety and process and procedures for the use of band equipment/trucks. CEO informed Council that upgrading of cameras will take place this year at the Community Centre, Youth Centre, Arena, Band Office, Garage, Mt. McKay which provides enhanced security, and allows us to view recordings more effectively and visually correct. AGENDA ITEM Horizon Councillor Jennelle Charlie brought it to Council s attention that Wyatt Bannon would like the support of Council as an advocate for FWFN regarding the Horizon issue. Wyatt Bannon has been a major part in dealing with research and affidavits in the fight against Horizon wind turbines. Peter will continue to talk with the Nor Wester Group prior to the March 22, 2016 court date. Consensus to engage Wyatt Bannon in the Horizon issue and to invite him to meet with the Chief and CEO prior to the court hearings. AGENDA ITEM John Bannon (House) Councillor Jennelle Charlie asked if any assistance was provided to John Bannon and his family in regards to his house fire. Council was notified FWFN s insurance coverage expired once John Bannon took full ownership of the home. It is up to individual homeowners to provide insurance coverage on their homes. The CEO let Council know that John recently contacted her to see if the Band could help.

4 Page 4 of 5 AGENDA ITEM Governance Coordinator Position CEO will discuss the position with Portfolio and provide Council with information. Meeting with Youth and Social Development - Council is invited to a meeting with the Director of Youth and Social Development and the Youth on February 11, 2016 to discuss initiatives as part of the work plan development. AGENDA ITEM CPP (Canada Pension Plan) Councillor Dwight Boucher was asked by some of FWFN employees to bring to Council that they do not want to pay into the CPP because they are already paying into the Bands pension program. They don t want to pay into two pensions. Council discussed that CPP is a good income for retirement along with FWFN s pension program. Discussion that employees can get back when income tax is filed. Discussion to bring to Portfolio for discussion. Discussion to invite a Retirement Planner to speak to staff. Discussion to look at future employees benefits and setting up a trust for Elders to have income from a retirement fund. CEO will follow up with staff on this issue of CPP. AGENDA ITEM Hydro Transformer The CEO will follow up with the installation of hydro transformers and costs. AGENDA ITEM Snow Ploughing for Low Rental Trailers After discussion, it was noted that FWFN does not provide snow ploughing for the low rental trailers and that it is up to each tenant to provide their own service. AGENDA ITEM Low Working Income Families Rental Formula The Director of Lands and Property and Finance Department are working on a formula for low income working families. A Draft report will be made available for the next Council Meeting on March 2, 2016.

5 Page 5 of 5 AGENDA ITEM Minutes January 13, 2016 MOTION #4 Moved by Sherry Pelletier and seconded by Leo Bannon Sr. to accept the Minutes of January 13, 2016 as read. Motion Carried. Georjann Morriseau abstained. Corrections, omissions, and new business arising from minutes: - The Chief let Council know that CN will not have an emergency route down the middle of the bridge for ambulances and firetrucks because they want the City of Thunder Bay to take responsibility and liability and this is not agreeable. Discussion on CN s use of FWFN lands. - Chief requests to have a FWFN representative on site when the City of Thunder Bay has their engineers investigate the CN Bridge. - Correction to Motion #4 Michelle Solomon was against this motion. - The Director of Economic Development to provide a report on the leach ditching by True Grit and also the labour charge for work done on Pollard tractor trailers for March 2, The Housing Department have done a walk through on the Low Rental Trailers and will provide a report to Council on March 2, The Band Member Meeting for housing will be held on February 6, Chief will follow up with the Director of Economic Development in regards to status of the culvert located on Mountain Road and Chippewa Road. - The Acting Director of Finance is working on an update for the minor statement and trust accounts. Bernice and Kristy leave meeting at 7:30 p.m. INCAMERA session begins.
