Introductions Bill Robotka, ESC introduced Rebecca Purcell who is a Public Health Nurse in the Department of Health Services. Rebecca will be attending JLMBC as the employee representative for the ESC Units from now on. Welcome Rebecca. 2. Check-in & Review Tentative Agenda- No changes were made to the agenda.

Review Minutes of JLMBC Meeting of April 19 and May 17, 2012 Marcia Chadbourne explained that with the departure of the Benefits Manager, some administrative work will be delayed, including publishing of the minutes of prior JLMBC meetings. Effort will be made to have draft meeting minutes from April 19 and May 17, 2012 available in time for the July meeting, but with no guarantees. JLMBC members may be asked to help draft meeting minutes from their meeting notes, if available. 4. Follow Up From Prior Meetings a. Final Annual Enrollment Migration Statistics i. Migration statistics were distributed and reviewed. b. Status of Presentations in Labor Negotiations i. Marcia Chadbourne provided an update that information previously compiled and reviewed by the JLMBC was presented in response to questions regarding health plan cost drivers. SEIU representatives mentioned their presentation of the report from the Community Campaigns for Quality Care, and would like this presentation made to the JLMBC at a later date. c. Segal Agreement Renewal i. Marcia Chadbourne provided a copy of the Board Report renewing the agreement with Segal for benefits consulting services for another 6 months, through 12/31/2012 to provide the County time to conduct a Request for Proposal for benefit consulting services. The RFP will go out sometime in August and she is looking for two JLMBC volunteers to participate in the review and selection process. d. County Health Plan Actuarial Report i. Tom Morrison, Robert Mitchell and Gita Raghavan of The Segal Company presented the Actuarial report and responded to questions from the Committee, which was distributed to Committee members. Also distributed were Projected Rate Increase and Revised Rate Increase Exhibits (2) previously presented at the 2/16/2012 JLMBC Meeting. These documents and the report were reviewed and many questions were posed to Segal. Based upon questions regarding pharmacy claims costs, Segal will develop information from CVS/Caremark to present at the August JLMBC Meeting. There were no further follow up items identified. 5. Cal PERS Medical Benefits Rates for 2013 a. Reviewed PERS Monthly Premium for Contracting Agencies, Bay Area Region. It was noted that PERS rates on based upon Calendar year, so Sonoma County rates have a 6 month lag, as new PERS rates are not effective until 1/1/2013. By that time, the County s rates for FY 2013/14 will be available. It was suggested that Segal prepare information which illustrates the County s Plans and Rates side-by-side with the appropriate
4 PERS plan, which will provide ease in reviewing. Segal agreed they would prepare this information for the August JLMBC meeting. 6. Staff Development a. Status of Year-End claims processing-problems or concerns i. Jill Hager, Interim Benefits Manager, provided a brief update on the status of year end processing. A few questions were asked about the process, and there were no follow up items. b. Discussion on Staff Development Administrative Manual i. Marcia reminded the Committee it was scheduled to go over the Staff Development Administrative Manual as a summer project, so it will be on the July JLMBC Agenda to begin this review. We will not discuss benefit allowance amounts or what each MOU covers as those aspects are the subject of bargaining, just the administrative procedures and anything under the purview of the Director of Human Resources. 7. Review Board Of Supervisors Reports Scheduled a. Segal Benefits Consultant Agreement Renewal 5/22/2012 i. See comments above under 4.c.i. b. Agreement with The Standard for LTD Benefits 5/22/2012 JLMBC was reminded that County completed the Request for Proposal and selected The Standard, to continue to provide Long Term Disability benefits to non-law enforcement units. Members of the selection committee included Andre Bercut, SEIU and Lou Maricle, SCAMC. On May 22, 2012, the Board of Supervisors approved the contract for an initial three-year term from 6/1/2012 through 5/31/2015. Follow-Up item: JLMBC members were also notified that representatives of The Standard will attend the October 18, 2012 JLMBC meeting to present annual statistics and utilization report. c. Kaiser Occupational Health Agreement Renewal - 6/19/2012 JLMBC members were provided a briefing about the services provided by Kaiser Occupational Health for occupational injuries. Follow-Up Item: There were no questions or follow up items. d. Care Counsel Agreement Renewal 6/26/2012 The Board of Supervisors approved the contract renewal to continue Care Counsel through July 31, Members of the committee requested that Care Counsel attend a future meeting to review utilization and evaluate marketing strategies to inform more employees and retirees about these services, which are available to All County employees, retirees and their families. e. MHN Agreement Renewal 6/26/2012
5 The Board of Supervisors approved the contract renewal with MHN for Employee Assistance Program services through 5/31/2013, and MHN is scheduled to present a Utilization Report at the September 18, 2012 JLMBC meeting. f. OPEB Payroll Rate for FY 2012/13 6/26/2012 The Board approved the payroll rate of 7.5% for FY 2012/13 for funding Other Post Employment Benefits (OPEB) for retiree medical. There were no questions regarding this report and no follow up items. g. OPEB PARS Trust for FY ending June 30, /26/2012 The Board approved the transfer of $1,500,000 into the PARS OPEB Trust, effective 6/30/2012. There were no questions and no follow up items.
