5 RESULTS: TOWARDS A NATIONAL INCLUSION STRATEGY Health To cover 10.4 Million in PROSPERA and 3.5 Million beneficiaries of the program for the elderly "65 and over". Health coverage to reach 6.6 Million students from public high schools anduniversities. Social Security 165,000 new affiliations to the program for the elderly 65 and more. Social security institutions have implemented nation wide campaigns to inform the characteristics of the coverage offered. Nutrition Targeted food delivery to more than 36m beneficiaries. In order to promote healthy eating habits, Nutrition Fairs have been held inthe 32 States 5,158 community kitchens operating. Education Childcare facilities and public day care centers will be certified as offeringpreschool education. Stimulate assistance to preschool via a national wide media campaign. Adults with elementary and secondary education certified through a Skills for Life program. Basic Service Transition to New Technologies 1.2 million of people benefited from gas and ecological stoves, more than double that in a year. 10% price reduction of LP gas which impacts on the household savings. Income 9.4m of Social Booklets To capture the benefits ofthe Structural Reforms. More than 40 million beneficiaries through SEDESOL s Social Programs

8 EVOLUTION OF THE PROGRAM On September 5, 2014, with the signing of the decree creating PROSPERA Social Inclusion Program, the National Coordination body was established to articulate and coordinate the institutional offer of social policy programs and actions, including those related to the social promotion sector, Productive Inclusion, income generating activities, economic well-being, financial and formal labor market insertion, education, nutrition and health, directed to the population living in extreme poverty, under co-responsibility schemes.
9 RULES OF OPERATION In the Rules of Operation of PROSPERA Social Inclusion Program for fiscal year 2015, four lines of operation were determined with the purpose of granting to its beneficiaries: Productive Inclusion Labor Inclusion Financial Inclusion Social Inclusion For fiscal year 2016, the four lines of operation are combined in the fourth component of the program called "Linkage". Therefore, PROSPERA Social Inclusion Program, reinforces the attention and coordination actions to contribute to the development of capacities, access to social rights and the well-being of the population in poverty through four components, which are mentioned below: Nutrition Component Health Component Education Component Linkage Component
10 PRODUCTIVE INCLUSION Its purpose is to promote access to federal productive development and income generation programs, to improve people s economic well-being. PROSPERA through its State Delegations operates through the following stages: i) Identification of the productive potential of the program beneficiaries; i) Articulation of beneficiaries in organized structures; i) Advice to the beneficiaries for the development and registration of productive projects. Through interinstitutional coordination activities with international organizations such as the International Fund for Agricultural Development (IFAD) and the World Bank, as well as educational institutions such as the Chapingo Autonomous University, information and counseling are provided to families participating in PROSPERA to access the support of the Programs of Productive Development and Income Generation.

PROGRAMA DE APOYO A UNIDADES DE PROMOCIÓN DE CRÉDITO. 12. PROGRAMA DE GARANTÍAS LÍQUIDAS. 13. PROGRAMA DE REDUCCIÓN DE COSTOS DE ACCESO AL CRÉDITO. VII. STPS 14. PROGRAMA DE APOYO AL EMPLEO There is a paragraph in the Rules of Operation of the 14 programs that allows PROSPERA to establish the synergies to serve its beneficiary population.
12 LABOR INCLUSION - Its purpose is to offer alternative job training with a special emphasis on young PROSPERA alumni who have completed Senior Secondary Education and who are still part of their family households, to provide them options to enter the labor market or pursue self-employment. - In 2014 and 2015, with the Ministry of Labor and Social Security, and through the National Employment Service, training was offered to young beneficiaries, to link them with companies. Training courses were not operationalized, however, due to lack of interest. - For fiscal year 2015, a collaboration agreement was signed between the National Institute of the Entrepreneur, which carried out the "Young Entrepreneurs Prospering strategy, which benefited 495 young people from 5 states, with resources of up to $ 50, to establish productive projects. - For the current fiscal year, it was decided to link PROSPERA beneficiaries with private companies. Currently, beneficiaries in Puebla and San Luis Potosí have been linked. - Likewise, in the framework of the National Productivity Committee, PROSPERA is designing, together with the Economic Productivity Unit of the SHCP, the World Bank, the Ministry of Public Education, the National Employment Service and energy sector companies, the development of a pilot project to link young PROSPERA beneficiaries with job offers in the energy sector.
13 FINANCIAL INCLUSION Financial inclusion is intended to provide PROSPERA beneficiaries with access to financial services under preferential conditions, such as Financial Education, Savings, Life Insurance, Basic and complementary credit and, if applicable, other complementary benefits. In 2015, the Integral Program for Financial Inclusion, called PROIIF, was designed by SHCP and implemented through BANSEFI, which also acts as a settlement institution in the dispersal and delivery of financial support to beneficiary families.
14 SOCIAL INCLUSION The linkage and engagement with other social programs allows PROSPERA families to access complementary support. In 2014, a paragraph was added to the Rules of Operation of some Social Programs that grants preferential access to members of PROSPERA families who meet the established eligibility criteria. Some links with Non-Governmental Organizations (NGOs) have allowed actions to be implemented in the following topics: Nutrition and early childhood development. Change of habits and behaviors, empowerment of women and prevention of gender violence. Community development. Alcoholism and its effects. Decent work, labor inclusion, equality and non-discrimination at work, as well as prevention and eradication of child labor
15 SOCIAL INCLUSION Other linkages with public institutions: Community Summer Tutors - Young people can carry out their social service by supporting the regularization of children at the elementary level, in addition, the fellows cover their co-responsibility in health. National Coordination of Higher Education Scholarships this prioritizes students in PROSPERA families for scholarships. The Start Your Career Scholarship (BITC) promotes access to higher education services. It is a scholarship of $ pesos monthly for 10 months and $ for two months, during the first year of implementation. Fairs VAS! A Mover a México are events with the main objective of facilitating beneficiaries access to educational, labor and income generation alternatives granted by public, private and civil society organisations in their geographical areas. As well as information on prevention of pregnancy, gender-based violence, alcoholism and drug addiction, among others.
