The report includes responses from the school year thorough the school, and represents data submi ed to KASB as of Wednesday, February 14th, At this point 245 districts had responded, represen ng percent of the districts in Kansas. It is important to note that the surveys listed above had less than 100% response rates for the past several years, so some of the change in trends from year to year could be due in part to the districts who have not provided their informa on. For the purposes of this report, Average refers to the mean value reported, Median refers to the middle most value reported, Minimum refers to the smallest value reported, and Maximum refers to the largest value reported. 2 KASB Teacher Contract Survey Annual Report

3 Salary, Fringe, Bonus In , the average reported base salary for teachers is $35,555. This is an increase of 2.2 percent from last year s average of $34,800. The base salary has been increasing each year, but the increase from last year to this year is slightly higher than in the past several years. The average reported board paid fringe benefits amount for is $6,508, an increase of 5.3 percent from the previous year. This increase is also slightly higher than it has for the past several years. This year 13.9 percent of districts reported paying an incen ve or reten on bonus, up from 12.7 percent last year. The bonus amount ranged from $839 to $1,686 this year, up from $784 to $1,544 last year. 2/21/2018 3

4 Package Percent Change For , the average total package percent change reported was 3.5 percent, up from 2.9 percent last year and 2.1 in The minimum reported for this year was a 3 percent decrease, and the maximum was a 22 percent increase. 5 Nego a ons For , the average number of nego a on sessions between boards and teachers reported was 3.2, down from 3.4 last year. The average session length remained at 2.0 hours, where it has been since The average district cost for nego a ons was reported at $1,575, a 52.3 percent increase from last year s average of $1,034. 2/21/2018 5

6 Contract Provisions This year, 2.4 percent of districts reported that contract se lement was ed to enrollment. 7 Impasse Impasse occurs when boards and teachers cannot reach agreement. At that point, outside assistance to reach agreement may be employed. Ul mately, if no agreement is reached, boards may issue unilateral contracts. In , 2.9 percent of districts reported reaching impasse in nego a ons, con nuing a downward trend on this since Also declining was the percent repor ng joint impasse (1.6 percent this year). No districts reported that the board issued a unilateral contract, consistent with last year. 2/21/2018 7

8 Contract Years In , 94.8 percent of districts reported one year teacher contracts. Over me, this percent has been generally increasing, but peaked in with 99.6 percent, then decreased slightly in subsequent years. 8 KASB Teacher Contract Survey Annual Report

9 Reopeners Most districts do not specify condi ons in which contracts might be reopened for nego a ons. In , 5.3 percent of districts indicated contracts could be reopened for a change in the salary schedule, 4.1 percent for a change in fringe benefits, 2.9 percent for a change in contract days, and 3.7 percent for one or more unspecified items. 1.6 percent reported that the salary schedule could be reopened for nego a ons in light of enrollment changes, and 10.6 percent indicated it could be reopened for a change in legisla on related to school finance. The larger percent repor ng that salary schedules could be renego ated based on legisla ve change is indica ve of uncertainty about future state school funding. 2/21/2018 9

10 Unspecified Items Most districts who report that a contract could be reopened for nego a ons based on unspecified items only include one or two item on the list. 10 KASB Teacher Contract Survey Annual Report

11 Subs tute Daily Pay In , the average daily pay reported for subs tutes is $94.39, up 2.4 percent from $92.10 last year. Reported amounts range from $70 per day to $135 per day. The average daily subs tute pay has been increasing steadily for many years, but showed a larger increase between last year and this year. 2/21/

12 Leave Days Offered District responses indicate that over half of districts offer medical and personal leave, between 25 and 50 percent offer all purpose and bereavement leave, and less than 25 percent offer sabba cal, emergency, family, maternity, legal, associa on, professional, or other leave. Historical trends indicate that more districts are offering all purpose days and less are offering medical and personal days, possibly indica ng districts a empts to provide more flexible leave for teachers. 12 KASB Teacher Contract Survey Annual Report

13 Leave Days Per Year District responses suggest that the number of days of each leave type offered per year has been largely consistent, aside from an apparent increase in sabba cal and maternity leave and a decrease in emergency and family days. For , districts offered an average of 10.1 days for medical, 3.6 for personal, 11.3 for all purpose, and 4.4 days for bereavement. 2/21/

14 Leave Max Accumula on Maximum days of accumula on has not been collected for many years on sabba cal, emergency, and (un l last year) family leave. There are also some gaps in the data for bereavement, maternity, legal, associa on, and other. The exis ng data does show that max accumula on amounts have been fairly consistent over me, with teachers allowed more days accumula on for all purpose and medical days than for other leave types. 14 KASB Teacher Contract Survey Annual Report

15 Leave Policies In , 47.3 percent of districts reported including FMLA provisions in their agreements. This is down slightly from last year, but has been increasing in general since Also in , 76.7 percent of districts reported that supervisors can deny personal leave requests. This is slightly higher than last year (73.5 percent) and notably higher than in (59.6 percent). 2/21/

16 Leave Used In , districts reported that teachers use an average of 6.9 leave days per year. 17 Pay for Unused Leave 82.5 percent reported paying annually. In , 91.0 percent of districts reported paying for unused leave indicated they paid at re rement, 31.0 percent upon death, 26.5 percent upon resigna on, 9.4 percent annually, and 59.2 percent at maximum accumula on. Over 90 percent of districts have reported paying for unused leave since Similarly, over 70 percent report paying at re rement since Between 28.0 and 39.5 percent of districts have reported paying upon death since Between 24.2 and 32.9 percent have reported paying upon resigna on since The percent of districts repor ng that they pay for unused leave annually has increased substan ally in the past two years, going from 0.4 percent in to 9.4 percent in The percent repor ng that they pay at maximum accumula on has been between 56.5 and 66.3 percent since , with the excep on of , when 2/21/

18 Leave Days Paid In , the average number of days reported for maximum unused leave days accumulated was 53.3, the same as for the previous year. The reported values range from 2 to 360 days again consistent with last year. The average amount paid per day for is $58.88, up 4.0 percent from $56.78 last year. 19 Paid Leave Bank In , 90.2 percent of districts reported that they have a paid leave bank, down slightly from last year percent reported that this bank was controlled by teachers, while 62 percent reported it was controlled by a joint commi ee percent reported that teacher use of the paid leave bank is voluntary. 20 Paid Leave Bank Days In , the average number of days leave contributed per teacher to the paid leave bank is 1.9, consistent with last year and down slightly from 2.0 reported for through The annual board contribu on is 42.1 days, con nuing a downward trend since The average number of days reported for the maximum in the bank is 222.4, up notably from last year and much higher than the trend for previous years.
