Buck, Buck, Moose or Scratch Ticket or Ticket means the Minnesota State Lottery Scratch Game #706. B. The Lottery means the Minnesota State Lottery. C. Minnesota Second Chance Promotion or Second Chance Promotion means the drawings conducted by the Lottery in conjunction with the Buck, Buck, Moose Second Chance Promotion. D. Players Club means the registered database located on mnlottery.com Duration A. The Second Chance Promotion will begin at 5:00:00 a.m. Central Time ( CT ) on April 3,, and conclude at 11:59:59 p.m. CT on a date to be determined by the Minnesota State Lottery Eligibility A. A person may enter the Second Chance Promotion by becoming a member the Players Club and supplying all the required registration information and entering the 10-digit validation number found under the scratch-f latex coating a non-winning Buck, Buck, Moose Scratch Game Ticket. B. Each non-winning Ticket entered will receive one (1) entry in the Second Chance Promotion. C. Only one (1) winner per household per drawing is allowed. D. The submission a winning Ticket invalidates that entry. E. Employees (including immediate family residing in the same household) the Minnesota State Lottery (the Lottery ), employees (including immediate family residing in the same household) any company that is not eligible to receive a prize Minnesota Lottery Rules. A person who submits an entry must be 18 years age or older. G. The Lottery is not responsible for delayed, lost, or misdirected electronic submissions made through the Internet. H. A person may enter more than once; however, each player may use only one (1) unique Ticket number per entry. Multiple using the same non-winning Ticket number and made via automated computer scripts or other programming techniques will be disqualified. I. A player who uses a non-winning Ticket as an entry in this Second Chance Promotion that has previously been used in any other Minnesota Lottery Second Chance Promotion or contest will be considered ineligible. J. By participating, players agree to these ficial rules and to the decisions the Lottery which will be final and binding in all respects. K. An entry will be considered invalid if it does not meet all the requirements for eligibility stated in this section The Second Chance Promotion Drawings A. To enter the Buck, Buck, Moose Second Chance Promotion, a player must enter a non-winning Ticket via the process described above. The Lottery will conduct two (2) Second Chance Promotion drawings. The eligibility and schedule for each drawing are described in the table below. The Lottery will, by use mechanical or other devices, randomly determine which the submitted are selected. C. The Lottery will conduct two (2) drawings at Lottery Headquarters. A Lottery representative will draw ninety-three (93) total winners for the following prizes: One (1) $2,500 cash prize. Two (2) Grand Prize Merchandise Packages. Each Grand Prize Package consists one (1) Lottery T-shirt, one (1) can Moose Munch, one (1) one-year Minnesota State Park Pass and $250 cash (The taxable value the prize is estimated at $295 total value) Thirty (30) Merchandise Packages each consist one (1) Lottery T-shirt, one (1) can Moose Munch, one (1) one-year Minnesota State Park Pass (The taxable value the prize is estimated at $45 each) Sixty (60) Lottery T-shirts (the taxable value each prize is estimated at $0 ) The Lottery reserves the right to substitute prizes for any reason, including based on availability. D. The first (1) entry drawn in Drawing #1 will receive one (1) Grand Prize Merchandise Package. The next fifteen (15) drawn in Drawing #1 will each receive one (1) Merchandise Package. 4 E. The first (1) entry drawn in Drawing #2 will receive $2,500 cash. The next entry drawn will receive one (1) Grand Prize Merchandise Package. The next fifteen (15) drawn in Drawing #2 will each receive one (1) Merchandise Package. The next thirty (30) drawn in Drawing #1 and Drawing #2 will each receive one (1) Lottery T-shirt. F. A person may win only once in each Second Chance Promotion drawing, but may win a prize in more than one drawing. G. A list all prizewinners will be posted on the Contest Winners page mnlottery.com following the drawing and after prizewinners have been verified. The list will remain on the Contest Winners page for the duration the Claim Period (as defined below). H. By entering this sweepstakes, prizewinners consent to full use any and all information they provide on the entry form for publicity, public relations, and content creation purposes, including on the Lottery s social media channels and mnlottery.com, by the Lottery. Prizewinners may be required to execute an Affidavit Eligibility form and appropriate releases and authorizations. Refusal to do so may result in forfeiture any prize won. I. A prize won in a Second Chance Promotion may not be assigned or transferred to another person. Federal, state, or local taxes on any prize are the sole responsibility the prizewinner. All applicable federal, state, or local laws apply. J. Promotion questions may be referred to the Lottery at (651) , option 2, or lottery@mnlottery.com Claiming Prizes The person whose entry was selected in the Second Chance Promotion drawing to win a prize valued at $600 or more must fill out and submit a claim form to the Lottery. In the event that the claim is not validated by the Lottery, the claim will be denied and the player will be notified immediately. If a prizewinner is delinquent in the payment Minnesota state taxes or owes a debt as defined in Minn. Stat. 270A.03, subd. 5, the amount due will be deducted from the value the prize including, but not limited to, the cash portion the prize, and the cash value the merchandise or non-cash prizes. 5 will be given thirty (30) calendar days from the date the Lottery informed them the existence a debt in which to fully satisfy the debt, as determined by the Minnesota Department Revenue. In the event that the prizewinner fails to completely satisfy the debt within 30 days, the Lottery will liquidate the non-cash prize and forward any proceeds received to the Department Revenue to satisfy or partially satisfy the debt on the prizewinner s behalf. If any cash remains after the Lottery has forwarded the proceeds a non-cash prize to the Minnesota Department Revenue, the prizewinner will be awarded the remaining cash. Prizes with a value $599 or less will be shipped to the address listed in the prizewinner s Players Club prile after the drawing in which they are awarded. The Lottery is not responsible for lost or misdirected delivery. Prizes returned to the Lottery may be claimed by the prizewinner during the Claim Period (as defined below). The prizewinner is responsible for providing their correct contact information and U.S. Postal Service mailing address, and for checking mnlottery.com to determine if a prize was returned to the Lottery Claim Period All prizes in this Second Chance Promotion must be claimed within one (1) year the date the drawing at which the prize was awarded. If, however, the one (1) year deadline is a Saturday, Sunday, or a day that Minnesota State Lottery fices are closed due to a legal holiday, a claim must be submitted by the close business the following business day. The Lottery reserves the right to substitute prizes based on when the prize is claimed during the claim period. The Lottery will post the end the claim period on mnlottery.com. Questions may be referred to the Lottery at (651) , option 2, or lottery@mnlottery.com Allowance for Delay Payment The Lottery may delay payment pending a final determination by the Lottery under any the following circumstances. A. if a dispute occurs or it appears likely that a dispute may occur regarding the prize; B. if a dispute occurs or it appears likely that a dispute may occur regarding the ownership the entry; C. if there is any question regarding the identity the claimant; Minnesota Lottery Rules. 6 D. if there is any question regarding the validity the entry or the claim presented for payment; or E. if the claim is subject to any reduction for delinquent debts owed by the claimant under Minn. No liability for interest for any delay will accrue to the benefit the claimant pending payment the claim Emergency Termination If, for any reason, it is not possible to run all or any part the Second Chance Promotion as planned due to, without limitation, errors in these ficial rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error, or any other cause beyond the control the Lottery that, in the sole judgment the Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct this promotion, the Lottery reserves the right, at its sole discretion, to cancel, terminate, modify, or suspend the promotion Governing Law By submitting an entry to the Second Chance Promotion, a person agrees to comply with and abide by these game procedures: Minn.
