Name of Promotion The name of this promotion will be the $100,000 Shopping Spree Second Chance Promotion Definitions A. $100,000 Shopping Spree or Scratch Ticket or Ticket means the Minnesota Lottery Scratch Game #682. B. Minnesota Second Chance Promotion or Second Chance Promotion means the drawings conducted by the Lottery in conjunction with the $100,000 Shopping Spree second chance promotion Duration A. The Second Chance Promotion will begin at 5:00:00 a.m. Central Time ( ) on October 3,, and conclude at on a date to be determined by the Minnesota Lottery Eligibility A. A person may enter the Second Chance Promotion by becoming a member of the Minnesota Lottery s Players Club via mnlottery.com and supplying all of the required registration information, and entering the 10-digit validation number that appears under the latex of a non-winning $100,000 Shopping Spree Scratch Game Ticket. B. Each non-winning Ticket entered will receive one (1) entry. C. One (1) winner per household per drawing. D. The submission of a winning Ticket will invalidate that entry. E. Employees (including immediate family members residing in the same household) of the Minnesota Lottery, Clockwork Active Media Systems, LLC, and any other company that is not eligible to receive a prize from the Lottery under Minnesota law or pursuant to a contract with the Lottery are ineligible for any of the $100,000 Shopping Spree Second Chance Promotion Drawings. F. The person who submits an entry must be 18 years of age or older. G. The Minnesota Lottery is not responsible for delayed, lost or misdirected electronic submissions made through the Internet. H. A person may enter more than once; however, the player may only use one (1) unique Ticket number per entry. Multiple entries using the same non-winning Ticket number Page 1 of 5

2 and entries made via automated computer scripts or other programming techniques will be disqualified. I. A player who uses a non-winning Ticket as an entry in this Second Chance Promotion that has previously been used in any other Minnesota Lottery second chance promotion or contest will be considered ineligible. J. By participating, players agree to these official rules and to the decisions of the Minnesota Lottery which will be final and binding in all respects. K. An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section. L. Odds of being selected as a winner are dependent on the number of entries received 5.1. The Second Chance Promotion Drawings A. To enter the $100,000 Shopping Spree Second Chance Promotion, a player must enter a non-winning Ticket via the process described above. The Minnesota Lottery will conduct three (3) Second Chance Promotion drawings. The Lottery will, by use of mechanical or other devices, randomly determine which of the entries submitted are selected. C. The Minnesota Lottery will conduct three drawings with sixteen (16) total winners for the following prizes: Fifteen (15) $500 Mall of America Visa Card + $500 cash ( $1,000 value) One (1) $1,000 Mall of America Visa Card + $9,000 cash ($10,000 value) Page 2 of 5 The Minnesota Lottery reserves the right to substitute prizes for any reason, including based on availability.

3 Page 3 of 5 D. The first five (5) entries drawn in Drawing #1 and #2 will receive a (1) $500 MOA Visa gift card and $500 cash. E. The first (1) entry drawn in Drawing #3 will receive (1) $1,000 MOA Visa gift card and $9,000 cash. The next five (5) entries drawn in Drawing #3 will receive a (1) $500 MOA Visa gift card and $500 cash. F. A person may only win once in any one Second Chance Promotion drawing, but may win a prize in more than one drawing. G. A list of all winners will be posted on the Contest Winners page of the mnlottery.com website following the drawing and after winners have been verified. The list will remain on the Contest Winners pages for the duration of the Claim Period (as defined below). H. Each person entering the Second Chance Promotion and winning a prize from the promotion consents to the use of his or her name and/or likeness for advertising, trade or promotional purposes without further compensation. I. Prizes with a value of $599 or less will be shipped to the address listed in the prizewinner s Minnesota Lottery Players Club profile after the drawing in which they are awarded. The Lottery is not responsible for lost or misdirected delivery. Prizes returned to the Lottery may be claimed by the prizewinner during the Claim Period (as defined below). It is the responsibility of the prizewinner to provide correct contact information, mailing address and to check the Lottery s website to determine if a prize was returned to the Lottery. J. A prize won in a Second Chance Promotion may not be assigned or transferred to another person. Federal, state or local taxes on any prize are the sole responsibility of the winner. All applicable federal, state or local laws apply. K. Promotion questions may be referred to MSL at (651) , option 2 or promotions@mnlottery.com Claiming Prizes Each person whose entry was selected in the Second Chance Drawing to win a prize valued at $600 or more must fill out a claim form and submit it to the Lottery. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately. If a prize winner is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes 270A.03, subdivision 5,the amount due will be deducted from the value of the prize including, but not limited to, the cash portion of the prize, and the cash value of the merchandise or non-cash prizes. If the person owes a debt as described above, the person will be given thirty (30) calendar days from the date that the prizewinner is informed by the Lottery of the existence of a debt in which to fully satisfy the debt, as determined by the Minnesota Department of Revenue. In the event that the person fails to completely satisfy the debt within

4 30 days, the Lottery will liquidate the non-cash prize and it will forward any proceeds it receives to the Department of Revenue to satisfy or partially satisfy the debt on the winner s behalf. If any cash remains after the Lottery has forwarded the proceeds of a non-cash prize to the Minnesota Department of Revenue, the winner will receive the remaining cash Claim Period All prizes in this Second Chance Promotion must be claimed within one (1) year of the date of the drawing at which the prize was awarded. If, however, the one (1) year deadline is a Saturday, Sunday or a legal holiday, a claim must be submitted by the close of business the following business day. The Minnesota Lottery reserves the right to substitute prizes based on when the prize is claimed during the claim period. The Lottery will provide the end of the claim period on its website. Questions may be referred to the Lottery at (651) , option 2 or promotions@mnlottery.com Allowance for Delay of Payment The Lottery may delay payment pending a final determination by the Lottery under any of the following circumstances. A. if a dispute occurs or it appears likely that a dispute may occur regarding the prize; B. if a dispute occurs or it appears likely that a dispute may occur regarding the ownership of the entry; C. if there is any question regarding the identity of the claimant; D. if there is any question regarding the validity of the entry or the claim presented for payment; or E. if the claim is subject to any setoff for delinquent debts owed by the claimant under Minnesota Statutes, Section 349A.08, subdivision Emergency Termination If, for any reason, all or any part of the Second Chance Promotion is not capable of running as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error or any other cause beyond the control of the Minnesota State Lottery that, in the sole judgment of the Minnesota State Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Minnesota State Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion Governing Law By submitting an entry into the Second Chance Promotion, the person agrees to comply with and abide by these game procedures; Minnesota Statutes, Chapter 349A (the State Lottery Law); Minnesota Rules, Chapter 7857 (the Lottery s Prize Payment Rules); and all final decisions of the Page 4 of 5
