2 Foster County Housing Authority Meeting Agenda March 20, :00 AM ~ 3 rd Floor Jury Room Attendance: Laurie, Tamara, Sandra, Les Dave (via conference call) Stutsman County Housing Authority Meeting started at 9:15 AM Notes from previous meeting (board vote) o Les made a motion to approve, Sandra second, the board approved Approval of financials (board vote) o Laurie motioned to approve, Les second, the board approved Approval of accountant year end financials (board vote) o Dave explained that the fee accountant went through the books and closed all accounts for the year. The accountants also post the HUD required financials. Les asked if the housing authority ever does an audit. Dave explained HUD s rules for housing authorities with a budget under $500,000 requiring no audit. An audit would be a large expense for the housing authority, taking nearly half of the admin revenue for the year. o Les made a motion to approve the financials, Tamara second, the year end financials were approved. Update on budget o Dave updated the board on the budget. HUD sent the annual HAP (housing assistance payments) on March 19. That shows FCHA will pay all of April and most of May s HAP out of reserves. Our expenses have stayed stable and we are looking for a couple applications. Update on merger talks o Dave updated the board on merger talks. We are working on the documents to get a legal test and visit with the boards. State Century Code requires 5 board members for the housing authority and no more. The group is looking at randomly drawing for which counties would serve on the board, and the remaining would be on an advisory council that would also participate in meetings, etc. o Les asked if Century Code could be changed to allow more board members. Dave said that is something he is exploring. But we have to be careful not to negatively impact other groups. The office staff compiled the information requested. o This is a random drawn compliance review. The review does not mean we are in violation of anything or that someone flied a compliant. o The review will look at the local preference and how things are handled. o HUD will want to visit with board members and contact you. o If you have any questions, please call us at the office. o Dave then reminded the board members of the waiting list preferences and how everything was handled, and when the boards established the preferences.
