This agenda contains a brief general description of each item to be considered. The Commission encourages your participation. If you wish to speak on a matter which does not appear on the agenda, you may do so during the Public Comment period at the close of the meeting. Except as otherwise provided by law, no action shall be taken on any item not appearing in the agenda. When addressing the Commission, please state your name for the record. Please address the Commission as a whole through the Chair. Comments to individual Commissioners or staff are not permitted. Speakers will be limited to three (3) minutes. Power Point and video presentations must be requested prior to start of meeting. CALL TO ORDER: Scott Larson Chair Larson called the meeting to order at 9:00 am. PLEDGE OF ALLEGIANCE: Carolyn McInerney Carolyn McInerny led the Pledge of Allegiance. INVOCATION: Carolyn McInerney Carolyn McInerny presented the Invocation. CHAIR S COMMENTS: Scott Larson Welcome Chief Lewis to Commission Chair Larson welcomed Chief Lewis to the Commission. Chief Lewis of Newport Beach Police Department was appointed by Orange County Chiefs of Police and Sheriff s Association. Introduction: Susan Price, Director of Care Coordination Susan Price introduced herself and gave a brief summary of her career background - 1 -

Stefano, M. Wakeham Absent: T. Burnham, A. Do, K. Goll, M. Refowitz CONSENT CALENDAR: All matters are approved by one motion unless pulled by a Commissioner for discussion or separate action. At this time, any member of the public may ask the Commission to be heard on the following items on the Consent Calendar: 1. Approval of May 27, 2016 Minutes Chair Larson asked for motion to approve Consent Calendar. Larry Haynes made a motion, Tita Smith seconded the motion. Abstention Kathryn McCullough. The motion passed. DISCUSSION CALENDAR: 2. Continuum of Care Ad Hoc Committee Update Scott Larson/Kim Goll/Sister Regina Fox/Juanita Preciado A Continuum of Care (CoC) Application i. Approve Preliminary 2016 CoC Funding Application Policy and Process ii. Approve 2016 Reallocation and Permanent Housing Bonus Project Recommendations a. Three separate motions B. Emergency Solution Grant RFP Chair Larson stated that the items were presented to the Executive Committee at the special meeting on July 12, 2016 and deferred the decision and approval of the items to the full Commission. He also said that there were new additions of Ad Hoc members, Jean Watkins of Salvation Army, Judson Brown of the City of Santa Ana and Carla Vargas of United Way. Juanita Preciado gave an overview of the NOFA cycle. NOFA is HUD s annual funding process to provide funding to Continuum of Cares throughout the Country and this year s allocation is a little over $21M and 5% bonus projects Cycle that has no preset dates and has short time frames Released on June 29 and the deadline to submit is September 14 2 parts of the application o System application review Overall system update and performance Includes HMIS data on system performance measures o Project applications Reviewing individual projects according to HUD s guideline to see how they are functioning Capacity Management Audits Performance measures Tier 1-93% of allocation about $20M Tier 2-7% of allocation about $1.5M; last year was 15% 100 point scoring system by HUD Compete with other Tier 2 across the Country Bonus project application to be included in tier 2 Local review initiated by SWAP Analysis/performance measures in March CoC Funding Cycle Process Overview o Reviewed by the Commission, Executive Committee, Implementing Groups Chair Larson went over last year s lost $1.5 million for 10 projects in Tier 2 and asks to look at the Ad Hoc s recommendations objectively to not lose funding in Continuum of Care. Reallocate projects that are underperforming and not competitive Decision can be to reallocate or not to reallocate HUD gives opportunity to reallocate if we reallocate 20% of portfolio in the last 3 years Bonus points associated o OC CoC has reallocated 21% - 2 -

3 Billy O Connell, recused himself from discussion because they receive CoC funding. He said he was advised to leave room; his comments Should be helping build nonprofits not tear them down Seeing more homeless on the street now that we lost our safety net In order to honor Mr. O Connell s request and in the absence of any Counsel opinion, the Chair requested other Commission members that receive CoC funding to also step out of the room to recuse themselves. Both Larry Haynes and Margie Wakeham stepped out of the room. Susan Price spoke related to Brown Act and recusal, person can be present in the discussion but not vote, be part of discussion or influence dialogue. Kathryn McCullough spoke in regards to the Brown Act, can abstain from talking and voting but not required to leave the room. Staff directed to look to ask County Counsel regarding requirements for conflicts of interest. David Cavazos stated that he s here to end Homelessness and not help anything in specific. Carolyn McInerney asked how projects in Tiers 1 and 2 were scored and performance measure. Chair Larson said that projects have been scored based on project performance measures (ranked highest to lowest). Discussion began in March with Community. Susan Price provided copies of Ad Hoc Documents (project scores based on HUD s metrics). Chair Larson went over the Project listing and scores of performance Some are to new no score Then the rest range from 80% - 50% As a whole, we are not performing well; There s room for improvement Opportunity for system performance on metrics Data has been looked at closely and report to HMIS system Dialogue with nonprofits on improving the data As a community we have to think of a collective impact Chair Larson went over the 3 recommendations. (Item 2.A.ii.) Recommendation #1: Reallocation John Henry Foundation Scattered-Site project Did not score well o Not using a Housing First Model (-10 points) a priority from HUD o Not able to change program o Cannot participate in Coordinated Entry; they do it through their own program o Unable to meet HEARTH Act requirements No current/formerly homeless on the Board; can t comply o They acknowledged that they are not aligned with HUD CoC requirements nor can they be; Juanita Preciado read acknowledgment from Mindy Andrews, Exec. Dir., TJF Will not submit LOI/Part II application Wishes the OC CoC the best in the NOFA process Tita Smith asked what percent of John Henry s budget comes from HUD funding. Bill Balfour CoC Objective: To obtain maximum funding from HUD. CoC has opportunity to do this with reallocations Reallocated funds go towards new project which presumably will have higher scores Motion on Recommendation #1: David Cavazos motion to reallocate John Henry foundation, Seconded by Kathryn, all ayes; abstentions: Larry Haynes, Billy O Connell and Margie Wakehem. The motion passed. Recommendation #2: Reallocate American Family Housing Permanent Housing Collaborative Project (PSH) 22% entered from homelessness emergency shelter and streets o HUD does not have a standard but most communities are 60% 0% exist increase individual income Funding cycle: Current funding will expire December 31, 2016 Donna Gallup, American Family Housing Understands the difficult decisions Not here on behalf of agency but residents Took over at the end of 2014 and is working to improve organization Efforts to correct have included: o Correctly placing participants in programs o Organization was high barrier; she has made it low barrier o Brought staff from Los Angeles to assist in correcting organization - 3 -

4 o Worked with 211OC and HUD to talk about our hard situation and how to rectify situation o AFH looked at data but missed previous marks 2015: 8 exists 5 increased income 2 passed away Folks that came from TH took them on to PSH In 2015 CoC cycle willingly reallocated TH last year which resulted in new RRH project for CoC Here on behalf of 30 people in current program under review - Data doesn t tell the whole story Susan Price Recommendation was from CoC Ad Hoc and not from Susan Susan would not reallocate AFH and would like time to work them to improve Motion on Recommendation #2: David Cavazos made a motion to NOT reallocate AFH - 2 nd by Carolyn McInerney; Motion to reallocate failed. AFH project to be renewed. Recommendation #3: Recommended use of reallocated funds Susan Price $150K too little for RRH or PSH Recommendation to use towards HMIS given need for improved data Options to reallocate $150K for Continuum per NOFA o New PSH o New RRH o Coordinated Entry Grant - Supportive Service only -2015: 211 received $900K o HIMIS : 211 received $499K Karen Williams Haven t had increase in HMIS o Increase would be helpful Additional funds would assist in developing reports for EDs to manage and monitor Kathryn McCullough Data is important and lacking Should put funding into data Question from Scott to Dawn Price Dawn Price, Friendship Shelter $150K not too little to do PSH project Friendship Shelter Inc. had a $67k PHS grant combined with another grant; Moved 3 people off the street Some issues can be addressed with small amounts of money; potential shared housing PHS project Not accurate to say $150K not possible PHS project Paul Cho, Illumination Foundation comments Amount is small but can be used to improve data system Overall OC system is not high performing and data review is needed to identify challenges Data does not reflect reality or story behind it This funding would allow for 211OC to sit down with nonprofits Lara, South County Outreach Need to identify things to focus on that would generate a higher score for CoC Helen Cameron, Jamboree Housing Community need to focus on ending homelessness through providing more PHS Bill Balfour Need to focus on return on investment David Cavazos Not supportive of using for HMIS If funds are taken from project then funds should be reallocated for the same Cate Murphy When the 10 year plan was written they focused on data as they knew it was important Kathryn McCullough Shared that in 1 st SuperNOFA years ago, County didn t get funding because data was not acceptable Acknowledged need to emphasize on data; HUD looking for quality data Indicated that County should have confidence on data when submitted to HUD Juanita stated that the HMIS expansion grant funded with reallocation will be submitted as new project Motion on Recommendation #3: Carolyn McInerney made a motion to approve the recommendation to reallocate John Henry funding to a new HMIS grant and Dan Kiff seconded the motion. All ayes, No noes, 3 abstentions (Larry, Margie and Billy). The motion passed. Public Comment: Arturo Sanchez spoke as an American Family Housing client very grateful to AFH for their help to get them housed - 4 -

5 Final Recommendation: Approve Preliminary 2016 CoC Funding Application Policy and Process (Item 2.A.iApplication Policy and Process Recommendations outlines appeal process Approves Bonus Project for PSH for individuals with Severe needs; no reallocation funding to be included in RFP Previously approved by Ad hoc Committee and Executive Committee Motion to Approve Preliminary 2016 CoC Funding Application Policy and Process by Carolyn McInerney, second by Tita Smith. Motion passes; 3 abstentions (Margie, Billy and Larry) 3. Coordinated Entry System Update Karen Williams/Juanita Preciado A. Approve Coordinated Entry Policy and Procedures for Rapid Rehousing Karen Williams gave an update on Coordinated Entry System (CES). Billy O Connell Wants information on the Helpline calls for Housing breakdown Karen Williams will provide info Recommendation to approve Policies Recommendation for Rapid Re-Housing. Previously Approved by the Executive Committee Part of the NOFA application process submitting in September Motion to approve RRH Policies by Carol McInerney second by Dave Stefano. Motion passes. 4. Point in Time Count Karen Williams A. Point in Time Count Ad Hoc Committee- Update Karen Williams gave an update on the Point in Time Count, January 28, There are 18 individuals in the Ad Hoc group that meets every 3 rd Monday of every month. Will have 5 deployment centers Has selected a vendor: Focus Strategies (contract in approval process) Received interests from the cities for city level; finalizing options Will use automation software with tablets for PIT will assist with mapping of homelessness 5. Implementing Group Items I. Margie Wakeham, Implementing Group #2 (Improve Emergency Shelter/Transitional Housing) Year Round Emergency Shelter Update Julia Bidwell/Scott Larson A. North County- RFP B. South County Roundtable Margie Wakeham gave an update on IG #2. The group met on July 15, Approved the minutes from the January meeting. Looking for ES efforts in our community II. No update. Tom Burnham, Advocacy/PR/Fund Development Sub-Committee A Action Plan B. Next Steps - 5 -

6 III. Larry Haynes, Implementing Group #1 (Outreach to Homeless/At-Risk of Homelessness) A. Prevention B. Outreach Zulima Pelayo gave an update on behalf of Larry Haynes. Met on June 28, 2016 o Reviewed policies for Street Outreach to align with Coordinated Entry o Policies have been reviewed by community and will return for authorization o Prevention looking into getting a cost analysis done on agencies administration overhead cost IV. Kim Goll, Implementing Group #4 (Data/Social Policy/Systemic Change) Chair Larson gave an update on behalf of Kim Goll. Next meeting August o Attend next meeting o Lightly attended and data is important; all of community should be involved V. Dave Kiff, Implementing Group #3 (Permanent Housing/Resources to Remain Housed) No update. 6. Miscellaneous Updates Scott Larson A. ACCOC Taskforce Chair Larson gave and update in ACCOC Taskforce they are continuing to meet Incorporating dialogue of PIT to drill down to city data PRESENTATION: None PUBLIC COMMENTS: At this time, members of the public may address the Commission regarding any off-agenda items within the subject matter jurisdiction of the Commission provided that NO action may be taken on off-agenda items unless authorized by law. Comments shall be limited to three minutes per person and twenty minutes for all comments, unless different time limits are set by the Chairman subject to the approval of the Board. Lou, Homeless Advocate in Anaheim Recommends that cities create safe zones for homeless while await the shelter to open Other options include o o City designated camping grounds for homeless Provide cubicles/room to separate folks and get little privacy as opposed to having to share with strangers Curtis Gamble Still working on Kraemer site He has heard of shelter in Palm Desert it is a good program Scott shared that County looked at project when developing management plan Paul H. Hospitals continue to dump Need Kraemer to have services including charging for cell phones Donna Just sharing that she is no longer homeless Margie W. - Families Forward and others are doing survey of families literally homeless seen per group in a month Kathryn M. wanted to make sure agencies new of Commission meetings and also asked Curtis if Veterans on street are aware of 70 new HUD VASH vouchers MEMBER COMMENTS: ADJOURNED: Chair Larson adjourned the meeting at 11:03 am.
