2 Version /24/01 HX REPRESENTED 10/1/2000 ATB WAGE INCREASE REQUIREMENTS BACKGROUND The University of California and the University Professional and Technical Employees (UPTE) negotiated a new wage agreement which is expected to be ratified by UPTE membership on January 26, 2001, should ratification not occur as expected an amendment to this request will be issued. The terms of the agreement provide acrossthe-board (ATB) increases to eligible employees effective October 1, To be eligible for this increase an employee must be employed by the University in the HX unit on the date of UPTE s ratification of the agreement. In order to distribute these monies, effective October 1, 2000, to represented HX unit employees meeting the eligibility criteria, a special Payroll/Personnel System (PPS) program must be developed. Depending on an eligible career and casual employee s base wage level, the employee will receive an adjustment of either 1.8% or 2.8% or in the case of per diem employees an increase of either 1% or 2%. For eligible career or casual employees whose October 1, 2000 salary level (BEFORE 10/1/00 Merit) is less than or equal to $40,000, the employee is to receive an adjustment equal to 2.8%, or 2% if per diem, of his/her salary. Employees, whose salary base is greater than $40,000 but less than $80,000, are to receive a 1.8% salary adjustment if career or casual or 1% if per diem. All adjustments are to be calculated and applied as basebuilding increases to existing appointment/distribution pay rates. The program will be required to calculate the increase for non-step based employees, create EDB update transactions, cost and generate retroactive pay transactions. A similar process of a special rate adjustment was developed as part of PPS Release 1303 this process should be modeled on that. PROCESS REQUIREMENTS Eligibility for the wage increase: 1. At least one active or future appointment. 2. Title Code is either in the range of Appointment Title Unit Code (EDB 2029) = HX 4. Appointment Representation Code (EDB 2031) = C (Covered) 5. Appointment Personnel Program (EDB2007) is not A Academic. 6. Appointment Without Salary Indicator (EDB 2028) is not Y October 2000 HX ATB Wage Increase Requirements 2

Active on the EDB on January 26, 2001 Calculations For appointments that meet the eligibility criteria described above, distributions must be selected against which the augmentation adjustment will be applied. If the Description of Service Code (EDB 2056) is range adjustable, as determined in the DOS Table, Range Adjustment Indicator (DOS 7700) = Y, and the Pay Category (DOS 1600) is N (normal) and the Type of Hours Code (DOS 2000) is R (Regular) or O (Overtime) or P (Premium Overtime), or if the Range Adjustment Indicator = Y, and the Pay Category = A combined with a Type of Hours Code = to O, the distribution should be selected. The current pay rate must be annualized to establish the threshold amount for determination of what increase an employee is due. Determination of salary level should be based on Distribution pay rate: If Rate Code (EDB 2015) = H (hourly), Distribution Rate (EDB 2055) X 2088 hours, or If Rate Code = A (annual), and Primary Pay Schedule is MO or MA, then Distribution Rate X 12 or If Rate Code = A and Primary Pay Schedule is BW, then distribution Rate X 26 or If Rate Code = A and Primary Pay Schedule is SM, then distribution Rate X 24. Each eligible appointment should be evaluated independently for eligibility. No rounding is to be performed. The system must calculate the increase for all HX covered titles. First the program must determine whether the appointment is associated with an Appointment Type code of 2, 7 or 3. Titles that are career or casual and are equal to or less than the salary threshold of $40,000, the system should calculate a salary increase of 2.8%. Distributions with an appointment type equal to 6 (per diem) should calculate a salary increase of 2%. Similarly, distributions with an appointment type of 2, 3, or 7 and the annualized salary level falls within the salary threshold of more than $40,000 and less than $80,000, the calculated increase should be 1.8% and a per diem appointment type employee whose salary level falls within this level should receive an increase of 1%. < 40K & Appt Type = 6 <40K & Appt Type = 2,3,or 7 >40K & Appt Type = 6 >40K & Appt Type = 2,3 or 7 2% 2.8% 1% 1.8% The system must calculate the increased rate. Open range, merit based titles, both hourly and monthly, must be rounded to the nearest cent. Examples: 1. 4 2. Appointment Pay Rate is hourly amount = $13.83 X 1.02% = $ rounded to nearest cent = $14.11; 3. Appointment Pay Rate is monthly amount = $ X 1.01% = $ (no rounding required); 4. Appointment Pay Rate is hourly amount = $27.98 X 1.01% = $ rounded to $ No augmentation adjustment is to be made to any distribution at an annualized rate of $80,000 or above. EDB update transactions An EDB transaction must be generated to update the employee s distribution pay rate using the new rate calculated above. If the employee is eligible for the increase, the existing distribution should be ended and a new EDB transaction record should be generated reflecting the new rate. EDB distributions that cross the effective date boundary of 10/01/00 should be ended as of 09/30/00 and new distributions created with a begin date of 10/01/00 and an end date equal to the original end date of the terminated distribution. Distributions starting 10/01/00 or later should have their rate updated. Personnel Action Code 28 Range should be used on the EDB update transaction. Costing Costing transactions similar to the costing provided in PPP910 for Range Adjustments must be provided as part of this process. Reporting Special Augmentation Report A report and electronic file (separated by tabs in a format usable by standard data handlers such as Excel) similar to that produced by Release 1303 will be required. The report will list employees, the calculated increase amount as well as the calculated costs which are included in the list of data below. Attachment 1 reflects a sample report layout.
