President s Message Dear Members, We are settling back into our routine after Halloween and the district wide Professional Development days. If you did not have to work one or both of those days, I hope that you were able to enjoy your time off. Nominations will be taken at the meeting in November so please consider whether you would be interested in serving on the E Board. Please be sure to send in your survey that was sent out with the meeting agenda. We need these by November 7. We want to hear your feedback. Also, just a reminder thatt if you have questions or concerns to please contact either myself or any member of the Executive Board. We want you to have the information you need. Our E Board works diligently (and may I add, voluntarily) to help DUSD run smoothly. The E Board would like to wish you all a wonderful and happy Thanksgiving. 2 CSEA 439 NEWLINE NOVEMBER 2013 SCHOLARSHIPS Q: How do I apply for the Teresa Harrington Scholarship for my graduating senior? A: Applications will be made available in January through CSEA. They will be available through and on the website. Q: When is this application due? A: The Teresa Harrington Scholarship is due in late March or early April. The date will be posted when the application is made available to the public. Q: When will I find out if my student received the scholarship? A: Winners will be recognized at the annual CSEA Dinner in May. Q: What is the Union Plus Scholarship? A: The Union Plus Scholarship is sponsored by the Union Plus Scholarship Foundation to help union members and their families offset the cost of higher education. Since 1992, the program has awarded more than $3 million to deserving students. Q: Who is eligible for the Union Plus Scholarship? A: Current and retired members of unions participating in any Union Plus program, their spouses and their dependent children (including foster children, step children, and any other child for whom the individual member provides greater than 50% of his or her support) can apply for a Union Plus Scholarship. (Participating union members from Puerto Rico, Canada, Guam and Virgin Islands and U.S. citizens are eligible.) Members do not have to purchase any Union Plus program product or participate in any Union Plus programs to apply for the scholarships and scholarship awards are not based upon participation in a Union Plus program. The individual must be accepted into an accredited college or university, community college or recognized technical or trade school at the time the award is issued. Note: Graduate students are now eligible. Q: How much is the Union Plus Scholarship? A: The scholarship ranges from $500 to $4000. This is a one-time cash award sent to winners for study beginning in the fall of the same year. Q: How do I apply for the Union Plus Scholarship? A: Visit the Union Plus site for more information and to apply online. Q: When is this application due? A: The Union Plus Scholarship is due on or before 12:00 Noon (EST) on January 31, Applications received after this deadline will not be considered.

3 CSEA 439 NEWLINE NOVEMBER 2013 The policy becomes negotiable if it relates to any mandatory subjects of bargaining, such as when a violation of the policy can be used as grounds for discipline or evaluations. CSEA chapters can negotiate protections covering employee use of into the contract. Who s Reading Your ? From CSEA.com You might want to think twice beforee sending your next personal or union-related from work. An employer is allowed to read your , make no mistake about it. Federal and state laws permit public employers to monitor, read or otherwise intercept messages, and several court cases have established that employees do not have a legally protected right to privacy in workplace messages. Therefore, it never hurts to consider the content before saving or sending your message. The right to use that information against you, though, is another matter. In general, the employer's system is considered the employer' 's "property," and an employer has the right to regulate use of its property. Employers usually do this by adopting policies, often without input from employees. The bottom line? You should exercise reasonable discretion when using your workplace system, and be aware that use of profanity or personal criticism could increase your employer's desire to regulate e- mail by employees. The union has rights, too CSEA also has the right to use the system to communicate with you, subject to "reasonable regulation." However, an employer cannot restrict the content of the union's unless it presents a considerable threat to the peaceful operation of the workplace. Know your rights. ~The courts have ruled there is no constitutional right to privacy when it comes to messages in the workplace. ~Recognize that any message you send through your workplace system can be read by the employer. ~Chapter members can negotiate protections regarding privacy, discipline and other concerns into the contract. Has the district violated your rights? If you feel the district has violated your rights, contact a union steward, chapter officer, or CSEA labor relations representative. You may be able to file a grievance or pursue civil action. Get Connected with... Bring a large saucepan of water to a boil. Add Brussels sprouts and cook until bright green and just tender, 6 to 8 minutes. Drain well. 2. Melt butter with oil and broth in a large skillet over medium heat. Add Brussels sprouts, chestnuts and sage and cook, stirring often, until heated through, 2 to 4 minutes. Season with salt and pepper. Serve warm or at room temperature.
