1 Ocala Sportsman s Association, Inc. BOD Meeting May 27, 1:05 PM Present: Mike Bryant, Rich Dambroso, Dan Sauro, Alan Densky, Feg Henkel, Bob Sabatino, Ray Radank Secretary Alan Densky called the meeting to order at 1:05 PM. Discuss: Ray s Proposal to continue the Thursday practice shoot on the 2nd and 3rd Thursdays of each month. Practice will only be open to members of OSA 1. Set up would be at 9:00AM followed by safety briefing and first shot at 10:00AM and ending around 1:00PM - Depending on the number of shooters. 2. Three practice stages will be used, defensive pistol, bowling pins and steel. Bob Athanasiou has agreed to RO the defensive pistol group as he is a IDPA certified range officer. Ray Radank will continue to RO the bowling pins. Julie Johnson and/or Joanne Thorup are NRA range safety officers and will run the steel. Steel will be set up at a safe distance, 15 yards minimum and greater, and will be angled in such a way as to provide maximum safe deflection of bullet splatter down and/or away from shooters. I plan to hold a research and development day on a Thursday for testing steel position and angle to provide optimum safety. 3. Drawing from the holster will only be allowed in the defensive pistol section under the supervision of a qualified range officer who has experience supervising shooters who draw from the holster. This RO will test all new and unknown participants ability to draw a firearm safely with a cold gun, before allowing the shooter to proceed with a hot gun. RO will refer any shooters who lack the Page 1 of 5
2 experience to draw from the holster safely to Ray Radank for instruction, before that person is allowed to draw with a hot weapon. The bowling pins and steel will shoot only from the low-ready position. RO's and shooters will know in the safety briefing that for added safety, no one is to stand behind a shooter that is drawing from or returning to the holster. the proposal was passed with six in favor, and one vote abstaining. Business continued from the last meeting on May 12, 2014: Continued Discussion Prorating Memberships. After discussion with Director Feg our IT man, the members of the board felt that prorating would be fair and reasonable and best if it is done on a quarterly basis, and start as of July 1, Feg will develop a process for expediting this issue, and report back to the BoD at the next meeting. Continued Discussion: Based on Irv s recommendations, we need to seriously review the Range Operating Procedures ASAP, as there could be liability for the Officers & Directors there. Have we eliminated the Swap page on the web site? This discussion was tabled and will be continued at the next Bod meeting. Continued Discussion: Ray, where do we stand with form 1024 and the application for non-profit status? Ray reported that he will try to finish and send in the paperwork this week. Continued Discussion: Modifying the Waivers to cover us better. Has Irv made any progress on this? As of today, Irv Weiner has made his suggested modifications, and we will review them at the next BoD Meeting. Continued Discussion: OSA Dues has never been increased in all of the years that the club has been in existence. Because of the increases in taxes and costs of operating the range, the dues needs to be increased. We discussed several Page 2 of 5
3 different ways that we can raise dues in a way that will be fair and acceptable to the membership. After discussion, it was proposed that the yearly dues be increased by $25.00 for a Primary Membership, and by $5.00 for an associate membership starting in Continued Discussion, how we can motivate all members to recruit their friends to become members: After much discussion, it was proposed that OSA members will get a onetime $25.00 discount in their NEXT MEMBERSHIP RENEWAL for each new Primary (Yearly (or longer)) membership that signs up (and pays in full) through them. The new member MUST supply the referring member s name on the sign up form at the time of sign up. Absolutely NO RETROACTIVE AFTER THE SIGN UP Hey! I forgot to tell you that I was referred by so-and-so referrals. If the member accumulates more than the entire renewal fee for the following year, any overage will be rolled forward and used as a credit for that member s renewal in following years. Continued Discussion: We discussed various ways to encourage the general membership to volunteer and participate in club responsibilities. Alan suggested that we simply use the biometric time clock to figure out a schedule of discounts on renewed memberships for those members (including the BoD) who donate time to the club. Ray suggested that members who show up for work days get a credit on their next membership. Page 3 of 5
4 It was decided that we will poll the members on this, and Alan will come up with a list of questions and ideas to use in that poll. He will then send them to the rest of the BoD so that we can collaborate on them. Continued Discussion: Removing lead from the Berm. Bob Sabatino turned in a list of recommended companies. Bob will now go about getting quotes for lead removal from the various companies. Continued Discussion: The state of the new Articles of Amendment; Bylaws, etc. Feg reported that additional work is required. Continued Discussion: The current state of ideas on how to fund the wall for the rifle range. We are seeking donations, and looking for other ways to fund it. New Discussion: New ways to rent out the range to trainers. How about a flat rate for a block of hours, vs $x.00 per head? This discussion was tabled for the time being. New Discussion: Bob Sabatino has two more people that want to donate the cost of two more rifle benches. We should have enough then to start some kind of competition. Ray reported that pistol shooters are using the rifle benches when necessary, and there have been no complaints from the pistol shooters. This discussion will continue at the next BoD meeting. Discuss: We have armadillo holes in the field, and they pose a danger to people walking on the range. Alan Densky made a proposal that we have Mike Gilland, our lawn man, fill in those holes on a weekly basis as they appear. Mike Bryant offered to pick up a load of dirt for this purpose, and truck it in using his pickup truck. Mike will also pick up some Amdro so that we can treat the fire ants on the range. OSA will reimburse Mike up to $ to make these purchases. Discuss: Do we want to do our own CCW training and eliminate outside instructors? Page 4 of 5
5 It was proposed that Dan could get his instructor s certification renewed, and he and Ray could run CCW classes. All of the money that would be made from these activities would go straight into OSA s account, and the instructors would not be paid. Alan suggested that if this is the case, then OSA should be responsible for paying the insurance premium for each instructor s NRA Instructor Insurance Policy. Discuss: Do we want to allow the Boy Scouts to use our range for camping out when the range is closed? Alan will find out if OSA s general liability insurance will cover the Boy Scouts Camping and OSA providing CCW training. Discuss: Do we want to put a freeze on allowing new instructors to use the range? We may want to. This requires more discussion at the next meeting. Discuss: Is the BoD going to allow Dan to talk to Sheriff about running a police officer s Shoot-Out competition. While no formal vote was taken, the BoD members all agreed that Dan can proceed. Discuss: Change BoD meetings to 2PM on the second Monday of each month. All agreed that this was a good time for said meetings. A motion was made to adjourn the meeting.
