But this is really great weather, so I hope you enjoy! Again I have been fortunate to be able to attend the ASSE Mid-Year meeting. There is always a lot of business to attend to. I attended a Working Group meeting on Thursday for Plumbing Based Residential Fire Sprinklers. This is always a very interesting meeting because of the new subject matter and also because of the various discussions associated with this new Standard. Well, unfortunately there is not a lot of good news from St. Louis County on the adoption of their plumbing code. Ray Hefner and myself attended the Building Commissioners meeting on Wednesday, April 15, 2010 P R E S I D E N T S R E P O R T On Friday I attended a meeting on Cross Connection Control. This committee oversees all aspects of ASSE Backflow Programs. We discuss Don Summers, Missouri Chapter President & 2nd Vice-President ASSE qualifications of testers, proctors, instructors, and school. We also discuss questions used in the certification and recertification process. And then everything before and after to be able to discuss why we thought that the Drainlayer should not be able to do the work of installing piping from the building to the tank or container for Rain Water Harvesting from interior Storm these different topics associated with Backflow. On Saturday I attended a meeting for the Board of Directors for ASSE. It is at this meeting we discuss everything that is associated with our Society. I was not able to attend our Chapter monthly meeting this month but was told by Steve Stahnke that Sean Graham and Keith Davis gave a great presentation on Trac-Pipe and everyone there received a certificate for installation. WOW! That is impressive, everyone passed their certificate test. S T. L O U I S C O U N T Y P L U M B I N G C O D E U P D A T E Drains. It was really odd what happened. After Jack Fischer got finished with his remarks on what transpired at the PCRC meeting when they reviewed the three issues at hand we thought CONTNUED PAGE 2

2 P a g e 2 #3. Section 1103.P-159 is a completely new section being added to the Plumbing Code and Ordinance. This section is being added due to the push of GREEN BUILDING and water conservation. Within this section, it is discussed and deter- S T. L O U I S C O U N T Y P L U M B I N G C O D E U P D A T E that we would have a chance to say something at the time given to public comment. That never happened. The commission asked for a motion to accept the revisions that the PCRC sent back to them, asked for a second, asked for the question, said there was none, and voted unanimously to pass the code to the County Council. Normally we would have been able to speak before it goes to the vote, but no one ever called on Ray or myself even though we had our hands up. Very Strange. The only issue left to discuss is Section 1103.P-159. in this section there were several topics that had to be addressed by the PCRC. When they met last week This is becoming a huge issue here in St. Louis, Missouri, and around the country. At the last Building Commission meeting the Fire Marshall s, Manufacturer s, and Contractor s spoke in favor of this important issue. The HBA on the other hand is against them. They seem to think that if approved and required in homes it will mined to cover areas such as 1. Grey Water collected from plumbing drainage piping, 2. Reclaimed Water delivered to a building site/ premises by a public reclaimed water distribution system s series of mains and appurtenances, 3. they did discuss all the sections under consideration, but we did not agree with their decision on section # 2 of P-159. Since the Building Commission approved the proposed code it will now go the County Council where we will have to address the issue of Rain Water Harvesting and hopefully get the results needed. P L U M B I N G B A S E D R E S I D E N T I A L F I R E S P R I N K L E R S Y S T E M S M U L T I - P U R P O S E Residential Plumbing Based Fire Sprinkler Systems Public Safety ASSE Series 7000 increase the cost of the home where no one will buy new homes. We all disagree. The cost of a human life is much more important. There have been studies to prove that having these systems have saved many lives, not only the home owner but also the fire fighter. So what is more important to you, the cost of a home or the Rainwater Harvesting; rain water collected from interior downspouts within a building, 4. Rainwater collected from exterior downspouts to a collection container, 5. installation of the overflow from a tank or container, 6. after reclaiming the CONTINUED PAGE 3 Sections of the St. Louis County Plumbing Code and Ordinance that are still being discussed cost of life. We need to get out and make sure that the Building Commission and the County Council understands the concerns of the public and make sure these systems are approved to install. Then we will deal with the issue of Multi- Purpose or Stand Alone Systems. This will determine who installs them. S T. Within Section 4 it used to state that only a Master Drainlayer could install a tank or container collecting rainwater from exterior downspouts. We have suggested adding the wording to include a Master Plumber because there may be a circumstance where a Plumber could be installing these containers or tanks. Then there are also two exceptions ; one for the Irrigation Installer and then one for the home owner. The one for the home owner would allow a home owner to install those barrels under their downspouts to fill with water to be used for things such as watering their plants, flowers, or bushes. Again all of these have been approved through the Building Commission except for Interior Downspouts, the piping going to the tank or container is still being discussed. Reclaiming of Rainwater and Grey Water, the future of our Business I wish I had some news for the City Plumbing Code. Unfortunately this Plumbing Code Review Committee has not met for several months now. Their code still stands where it was back then. That is, the committee has reviewed most of the S T. L O U I S C I T Y P L U M B I N G C O D E sections of the code and made their changes and additions. There are still a few items that we have gotten in the County Code that we do want the City to also adopt. Then the only other part of the Ordinance that needs to be reviewed is Chapter 1. In this Chapter there are going to be a lot of areas to be looked at. We are hoping to get the City to adopt many of same sections of the code as the County. I hope by now that everyone knows that the City has appointed a new Chief Plumbing Inspector Alan Snyder. He was appointed on April 9, CONGRATULATIONS TO ALAN!!!!!!!!

N E W S S T O R Y H E A D L I N E s t l p i p e l i n e Plumbers & Pipefitters Local 562 has just had their launch of the stlpipeline on March 6, This is a project that has been worked on for several years by Pat Kellett; Business Manager, John O Mara; Asst. Business Manager, and Brian Chumley; Asst. to the Business Manager, along with many other people including the Training Center. With this new endeavor there is a call center , that an individual home owner or building owner can call to get in touch with a Plumbing Service Contractor, who is associated with Local 562, the PIC, and the MCA. The great thing about this is all of the Plumbers, Pipefitters, or Technicians are highly trained and very skilled in their trade. Along with the call center, there is a website that you can log onto for information. This is for those of us who are trying to get into the new technology and come out of the dark ages and for those that are already there. To help this project along, the local asked the Training Center to develop a training program for journeymen plumbers, at first, to make sure that the people that are sent to someone's home or business is fully trained. The first class started in January and the plumbers in- volved will go through 104 hours of thorough training. They will cover aspects of the trade such as Customer Relations, Cabling and Sewer Camera, Trouble Shooting Water Heaters, and Miscellaneous Fixtures repair. We hope that this will turn out to be one of the best projects the local union has ever been involved in. SO LET S GET THE WORD OUT!!!!
