To protect long-term financial stability and small-town, rural character by improving 911 fire/police/emergency response times; improving traffic flow/safety including Bundy Canyon Road, Clinton Keith Road, Baxter Road; fixing potholes/streets; preserving Murrieta Creek; building/maintaining local trails; addressing homelessness; other services/infrastructure improvements, shall the City of Wildomar establish a 1-cent sales tax providing approximately $1.7 million annually until ended by voters; requiring financial audits, citizen s oversight, all funds used in Wildomar, be adopted? 16 Information about the need for road upgrades, safety, and accountability resonates with majorities of Wildomar voters. Ranked by Total More Inclined to Vote Yes Much More Incl. Smwt. More Incl. (STREET RATINGS) More than 30% of Wildomar streets are rated poor, very poor or failed by independent pavement management engineers, with many additional streets still unpaved. It is about time we make these essential repairs and safety improvements before they become more expensive. 54% 27% 81% (PUBLIC SAFETY) Wildomar doesn t have enough fire stations, firefighters and emergency paramedics. This means 80% of the responses to 911 calls don t meet emergency medical time standards. This measure will save lives by upgrading the only current city fire station and adding an additional station with additional firefighters and paramedics. 51% 29% 81% ^(ACCOUNTABILITY) This measure includes strict accountability requirements to make sure that funds are used effectively and as promised, including an independent oversight committee and annual independent financial audits, and all money will stay local and cannot be taken by Sacramento or Washington, DC. 57% 20% 77% 15

(SAFETY) Due to state takeaways, the City has had to reduce neighborhood police patrols at the same time the number of robberies and thefts in the city are increasing. Additional funding will improve 911 response times, ensuring our children, seniors and residents, remains safe. 56% 21% 76% (INCORPORATION) Almost 10 years ago, the City of Wildomar was incorporated, giving residents control over their City and the needed services it provides. This measure will continue that goal by providing a dedicated local funding source which can only be used by the City to maintain and improve essential city services, and that cannot be taken by the state. (LOCAL CONTROL) Over the last 6 years alone, Wildomar lost over $12.5 million from Sacramento withholding the City s fair share of the vehicle license fee, resulting in the City having to cut back on neighborhood police patrols, maintenance and upgrades of local streets, and other City infrastructure. 19 A majority opposes cannabis businesses within City limits. Voters in California and the City of Wildomar approved Proposition 64 last year, allowing for the recreational use of marijuana and empowering cities to establish local cannabis regulations. Proposition 64 also gave cities the choice as to whether to allow commercial cannabis businesses to operate in their cities, something the City of Wildomar is currently considering. 24 Conclusions A 1-cent sales tax measure is currently viable for a November ballot. Nearly seven in ten see at least some need for additional local funding. The community s highest priorities public safety, road repairs and traffic flow. Respondents support taxing cannabis operations but they are quite strongly opposed to all manner of businesses within city limits. 23
