7 IT-Inclusion Process Re-engineering Standardization of 15 digit schemes Codes:- 15 digit scheme codes were standardized to enable the compilation of accounts up to last level of classification. Reduction in the number of payment Input forms (Treasury Bill Forms) :- In place of 36 types of forms used earlier, only six types of forms were standardized for payments.

8 IT-Inclusion Process Re-engineering Receipt challans were re-designed to meet the need of computerization. Customized challan forms were also made for big revenue earning departments such as Trade-Tax, in order to increase the speed and accuracy. Standard Package for Pay Bill preparation developed to bring about uniformity and clarity of data.

9 IT-Inclusion Process Re-engineering Cheque System Introduced: Initially used payment through vouchers system was replaced by the cheque system. Training of Treasury Staff: No computer specialist was employed. In stead, treasury staff was trained to run the system.

10 IT-Inclusion Process Re-engineering Reduction in number of DDO: Number of Drawing and Disbursing Officers was reduced from to It enabled the treasury to manage its affairs more efficiently. Study of other states computerization: Group of officers were sent to other states to study their systems of computerization, and learn from their experiences.

49 IT-Inclusion Bottlenecks Huge amount of money state government transfer to National Securities Depository Limited (NSDL) for registering the subscribers and for maintains of records. Different MOU with different State Government. As GOI is not funding the hardware and software required at DDO level in the treasury mission mode project, DDO is not the part of complete computerization process.

50 IT-Inclusion Bottlenecks Replication of work at DDO and treasury level. Training and Hardware and software facilities at DDO Level. In the current E-payment system return transaction are very huge because of involvement of only one agency bank. Problem in monitoring of centrally funded schemes.

51 IT-Inclusion Bottlenecks Commercial Tax E-receipt collected by different banks incorporated by RBI scroll in T+2. But there is no mechanism to check whether the amount and challans detail intimated by the banks are correct or complete in the sense that the same number of transaction happens there. RBI is only providing the scroll of commercial tax e-receipt instead of complete e-receipt.

52 IT-Inclusion Bottlenecks e-stamping has been implemented by stock holding corporation they are submitting the stamp sales amount in government account in T+2. Submitting the consolidated challan of daily receipt which is manual process. They are not submitting details of individual e-stamp tag with that challan. problem in refunding of these receipt by the concern treasury.

53 IT-Inclusion Bottlenecks State government is paying a huge amount of commission to stock holding corporation.

54 IT-Inclusion Scope of Improvement There should be a state agency like pension directorate can be used for this purposes by strengthen the directorate by means of manpower and hardware and software. It will save a huge amount of state budget in a long run. Hardware, software, networking and training of DDO's to make a proper and strengthen government financial system.

55 IT-Inclusion Scope of Improvement Utility bills like telephone, electricity etc payment to the agencies centrally will reduce the work. Monitoring of centrally funded schemes which do not route through state budget. Integration with PFMS formally known as CPSMS with the treasury system will improve the monitoring of funds at central as well as state level.

56 IT-Inclusion Scope of Improvement There should be a mechanism to monitor that all the treasury transaction reflected in the bank scroll and timely intimated to treasuries. RBI should provide scroll for all Net banking receipts. Instead of external agency treasury can also do the e-stamping using his resources very effectively.
