2 Distribution of Ration Card in Pilot Phase - Bhubaneswar Municipality Corporation (BMC) Hon ble Chief Minister giving away the first Ration Card under NFSA in Ward No. 5 of BMC
3 National Food Security Act 2013 (NFSA) provides for food & nutritional security in human life cycle approach by ensuring access to adequate quantity and quality of food at affordable prices to people to live a life with dignity. Identification of beneficiaries for Targeted Public Distribution System (TPDS) is the first step for implementing NFSA in states. TPDS computerization has been taken up in the State as a National Plan Scheme to address various challenges of the current system such as leakages, diversion of food grains in the supply chain, fake and bogus ration cards, inclusion and exclusion errors, lack of transparency, weak grievance redressal and social audit mechanism. The National Plan Scheme has two components. National Food Security Act 2013 & Identification of PDS beneficiaries of Odisha Component I Digitization of ration card and beneficiary databases. Automation of supply chain management system. Setting up a transparency portal and grievance redressal mechanisms. Component II Automation of Fair Price Shop transactions. Architecture of TPDS Transformation in Odisha
4 Identification of Eligible Households and Issuance of Ration Cards under NFSA Transparency Portal / Identification of PDS beneficiaries under NFSA in Odisha has been linked to the economic well-being of families and carried out on principle of exclusion. Nine exclusion criteria have been notified by Government of Odisha. Families not falling under the scope of approved exclusion criteria were asked to apply through a pre-designed application form at Registration Centers to get a Ration Card. The application forms with relevant documents were digitized with reference to NPR (National Population Register) ID wherever available in the Central Digitization Centre located at District level to create Applicant database. The Applicant database de-duplicated with respect to same name string, Aadhaar Number, EPIC Number and NPR TIN Number fetched the list of duplicate individuals and families. Similarly the Socio Economic Cast Census (SECC) exclusion criteria relevant to NFSA was superimposed over the applicant database to identify Suspect Lists. This consolidated applicant database was compared with an integrated National Population Register (NPR) database created by mapping external Government databases pertaining to exclusion criteria with the NPR database. This exercise identified ineligible families. The list of duplicate and suspect families were physically verified and decided as to whether they would be retained or deleted. The list of eligible applicants were reviewed at Block/Urban bodies and in the Gram/Ward Sabha. The final list of PDS beneficiaries has been hosted in and Laminated bar-coded Ration Cards are being issued to the beneficiaries. There will be a Ration Card database Management System (RCMS) to consider request for new Ration Card for the eligible leftout families and modification (additions, deletions, mutations, etc.) in the existing Ration Card on account of shifting of residence, birth or death, change in category of beneficiary, corrections in the details mentioned in the card or any other such reason. The State Government shall maintain the ration card data in the digitized database and ensure that issue of a new ration card and modification in the existing card is undertaken through the software programme so that the database is automatically updated. The State Government would prescribe the procedure for receiving the application through on-line mechanism including the use of e-service centres, like Jana Seva Kendra or CSCs. The designated officials would issue a Ration Card to an eligible applicant within a reasonable time of the receipt of application after necessary checks and verification. The details of Ration Cards and time frame for delivery of services would be notified by the State Government and displayed in the public domain including the State web portal. There would be endeavors to eliminate ineligible Ration Cards on continuous basis.
5 The Odisha Gazette EXTRAORDINARY PUBLISHED BY AUTHORITY No. 2069, CUTTACK, FRIDAY, DECEMBER 05, 2014 / MARGASIRA 14, 1936 FOOD SUPPLIES & CONSUMER WELFARE DEPARTMENT NOTIFICATION The 17th July, 2014 Inclusion Criteria: 1 Household without shelter. 2 Household with destitute who is living on alms. 3 All households of Primitive Tribal Groups. 4 Household having a widow pension holder, if not otherwise ineligible as per the nine exclusion criteria. 5 A person with disabilities of 40% or more. 6 Any transgender person. Inclusion (6) and Exclusion Criteria (9) for Identification of Beneficiaries Exclusion Criteria: Any family covered under any of the nine exclusion criteria are not eligible for being a beneficiary under NFSA 2013 in Odisha 1 Household owning motorized three wheeler (two or more) / a four wheeler / a heavy vehicle / a trawler / motor boats (two or more). 2 Household owning mechanized agricultural equipment such as Tractors or Harvesters. 3 Household with any member who is a regular employee - gazetted or non-gazetted - of Central Government, State Government, Public Sector Undertakings, Government aided autonomous bodies and local bodies. This will exclude incentive and other honorarium based workers. 4 Household with any member in the family earning more than Rs.10,000/- per month in the rural and Rs.15,000/- per month for urban areas. 5 Pensioners with monthly income of more than Rs.10,000/- per month in rural areas and Rs.15,000/- per month in urban areas. 6 Household with enterprises (other than micro-enterprises) registered with the Government for manufacturing and services. 7 Household paying Income Tax or Professional Tax. 8 Household having domestic electric connection with a load of 2 KW or more and consuming an average of 300 units of energy (KWH) per month. 9 Household with three or more rooms with pucca walls and pucca roof. An advertisement on the occasion of launch of distribution of new Ration Cards on 2 nd October 2015.
6 Ceiling of PDS Beneficiaries under NFSA (Rural + Urban) TPDS under NFSA covers 67% of the population of the country (75% rural and 50% urban population) with a uniform entitlement of 5 kg of food grains per person per Rs. 3/-, Rs. 2/-, Re. 1/- per kg for rice, wheat and coarse grain respectively (Priority Households). Antyodaya Anna Yojana (AAY) household s entitlements at 35 kgs of food grain per household per month to continue as before. Government of India has fixed the number of beneficiaries under NFSA at 82.17% of rural population and 55.77% of urban population for Odisha. The ceiling of PDS beneficiaries in Odisha has been fixed at Lakh based on above formula. Considering the fact that all district in the state are not equal in terms of development, the percentage of SC & ST concentration in the district has been taken as weightage for determination of limits of NFSA for rural and urban areas of Odisha. District with less than 30 percentage of SC & ST population as per Census 2011 have been given a limit equal to 95 percentage of target population as per Government of India norm of percentages for rural area and percentages for urban areas. Similarly, for districts having more than 50% SC & ST population, 105% of the target population (as per GoI formula) has been taken. For rest districts, the target population as per GoI norm has been kept intact.
