In view of the dominance of the Maoists in these districts, the Government is laying emphasis on expansion of the bank branches in these districts. 12 Findings of the study undertaken by RBI, Bhubaneswar on PMMY Branches were lagging behind in conducting periodical visits to the units financed under PMMY. Invoices / Bills were not obtained in % of cases, by the branches. In such cases, the possibility of diversion / misutilization of funds cannot be ruled out. Clear instances of gross misutilization / diversion of funds were observed in % of the samples taken for the study. Collateral Security / Third Party Guarantee was obtained in % of the samples indicating violation of the RBI guidelines on collateral free loans upto Rs. lakh extended to MSE sector. Credit Guarantee Cover (CGC) under the scheme of CGTMSE or such other schemes was obtained in % of sample cases which indicated that CGC was not availed in larger proportion of PMMY samples studied. Out of cases of stress and cases of NPA, restructuring / rehabilitation was considered in cases only. This indicated that the concerned branches were not sensitive to resort to timely restructuring / rehabilitation process in regard to stressed / NPA loans given under PMMY. Out of the samples studied, where stock statements were required to be obtained by the branch as per the terms of loan agreement, stock statement were not regularly obtained in samples, indicating lapses on the part of branches in post disbursement monitoring of such loan accounts or end use of the funds. Major discrepancies in credit appraisal system of the Banks: In most of the cases, the credit appraisal was not done properly by the branches viz. the loans were released without realistic assessment of borrower s requirement, appraisal note was not signed by the sanctioning authority, the amount of loan sanctioned was not mentioned in the appraisal note, etc. Instances were observed where the quotation of machinery / other items to be purchased with the help of the MUDRA Loan or the invoices of machinery purchases, etc. was not found on record. In certain cases, term loan were sanctioned to Kirana shops and no fixed assets were created. Pre-sanction visit reports were not found on record at certain branches. Instances of unrealistic repayment schedule have been reported. Some of the personal loans were classified as PMMY loans.

Deposit % Advance % Incentivizing Digital payment Government of India has launched two schemes namely- Lucky Grahak Yojana (LGY) for consumer Digi Dhan Vyapar Yojana(DDVY) for business unit. The schemes envisage offering vast number of cash rewards to those consumers and merchants who are doing digital transactions for expenditure and it entails giving away cash awards on a daily basis. National Payment Corporation of India (NPCI) has been designated as the implementing agency for the draw and is responsible for maintaining the technical integrity and security of the process. Therefore all banks must take necessary action to share all such details of ON-US purchase transactions of aforesaid products to NPCI latest by noon of the following day of transaction. It may be specifically pointed out that non submission of relevant data by the prescribed time will result in exclusion of the customer(s) and onus of such situation will be on the Bank concerned. The scheme is operational with the first draw on th December, (coinciding with Christmas Day) leading up to th April, (coinciding with Babasaheb Ambedkar Jayanti) with a Mega Draw. 48 Timely submission of error free data to SLBC It is observed that some banks are not providing data in time to SLBC which results in non-compilation / updation of data and correct data is not reflected in the meetings. Banks should ensure that correct data are provided to SLBC in time to enable the later to present the same in the meetings for review. Passing of instructions to the branches Taking into consideration, the feedback received by SLBC from different sources, it is requested to the Controlling Heads of all banks to ensure that all instructions from Government of India, State Government, RBI, NABARD and SLBC reach the branches in time for implementation of various programmes / Schemes. Government Sponsored Schemes & Service Area Approach. In response to the queries of different banks and Departments of the State Government, we reiterate that for all government sponsored schemes which involve subsidy, Service Area concept is applicable. Improving infrastructure and strengthening of staff at LDM Offices. The Department of Financial Services, Ministry of Finance, Government of India and Reserve Bank of India has been stressing for the need to improve the infrastructure at LDM offices and strengthen the Office of LDM with the requires staff, vehicle, Internet facility etc. to enable the LDM to discharge the duties effectively. Some of the District Collectors have opined that due to lack of required staff at LDM offices is affecting the functioning of the LDM. Controllers of the Lead Banks are requested to provide adequate staff to strengthen the LDM s office. Submission of Reconciliation Statements The representative of Coir Board stated that non submission of the reconciliation statement despite their repeated requests is creating lot of difficulties for the monitoring of the schemes and to ascertain the NPA etc. Coir Board is not in a position to send the report as desire by the Govt. of India on completion of XIth Plan due to the lack of the full form reconciles statements. He requested the Nodal Bank branches to provide the Reconcile Statements in full form at the earliest. AGENDA NO. Any other matter with permission of the Chair.
