1 AGENDA: 1 129th SLBC CONFIRMATION OF THE MINUTES OF THE EARLIER MEETING The minutes of the 128 th State Level Bankers Committee Meeting convened on (already circulated vide SLBC letter dated ) may be confirmed. AGENDA No: 2 New Issues 1. Providing banking services in every village having population of over 2000 The details of revised list of villages (4446) having population over 2000 identified and allotted to various Banks by DCCs for extension of banking services are being placed in the current 129 th SLBC Meeting. Revised list of villages allotted to various banks is furnished in the annexure. As per the Monthly progress report submitted by Banks in MOF format, 4270 villages have been covered as on The details are furnished in the annexure. All member banks assured to cover all their villages before 31 st December, However, in spite of reminders from the Chairman of SLBC to the CMDs of the respective banks and also by the Regional Director of RBI, the following banks have not yet completed 100% coverage.

7 New Issues 129 th SLBC 2. Interest subvention scheme for housing loans up to Rs lacs: National Housing Bank advised that the 1% Interest Subvention Scheme of the Government of India (Ministry of Finance) is in operation since The scheme provides interest subsidy on housing loans to eligible borrowers and is being implemented throughout the country by Scheduled Commercial Banks and Housing Finance Companies registered with National Housing Bank. The subsidy amount is already allocated and provided in the Union Budget for the year In accordance with the Union Budget announcement for the year , the Scheme has been extended for FY with increase in the housing loan limit from the earlier Rs lakh to Rs lakh and the cost of the unit from the earlier Rs lakh to Rs lakh respectively. Interest subsidy of 1% is applicable for first 12 months of eligible loans sanctioned and disbursed during the currency of the scheme. After sanctioning and disbursing the eligible loans, the implementing agencies can claim subsidy from the Nodal Agency, i.e., NHB on a monthly basis. The formats for claiming interest subvention amount and for submitting the utilization certificate are available in NHB website 7

G.O.(Ms) No.46 dated on Cyclone Thane affected District : Government of Tamil Nadu has declared the Cuddalore and Villupuram Districts as Cyclone Affected Districts due to Thane cyclone. A copy of the G.O. (Ms) No.46 dated issued by Government of Tamil Nadu to this effect is provided as an annexure. 10

Extension of credit facility to Oil Palm and Purchase of Farm Machinery: Credit facility to Oil palm: Commissioner of Agriculture, Government of Tamil Nadu advised that despite availability of subsidy and other benefits for cultivation of Oil Palm, the initial investment becomes a big limitation for many growers and has been acting as an impediment in area expansion. Hence, credit support may be provided by banks by having a tripartite agreement with the processing companies /banks and farmers to motivate the farmers to take up oil palm cultivation. The salient features of the scheme are enclosed in the annexure. Credit facility for purchase of Farm machinery: Commissioner of Agriculture advised that under the NFSM Rice Scheme implemented in Tiruvarur, Nagapattinam, Pudukottai, Ramnad and Sivaganga Districts 50% subsidy is provided for the distribution of Power Tiller, Laser Leveller and Transplanter. The details of the scheme are enclosed in the annexure. 13

Setting up of Rural Self-Employment Training Institutes (RSETIs) A) Ministry of Rural Development, Govt. of India issued guidelines envisaging infrastructure funding assistance from GOI, allotment of land free of cost by respective State Government etc., and advised Banks to set up RSETIs. All the Four Banks having Lead District responsibilities have since opened RSETIs in the lead districts allotted to them. B) Allotment of land to RSETI by State Government: As per the revised guidelines dated issued by Ministry of Rural Development, Government of India on establishment of RSETIs in all the districts in the country, Government of Tamil Nadu proposes to allot the land for construction of the building in the name of BDOs and the possession would be given to the Bank establishing RSETI by way of a tripartite agreement to be entered among the BDO, Bank and the P.O.Mahalir Thittam. The Lead Banks which have established RSETIS may approach the respective District Collectors for allotment of land. SETTING UP OF FINANCIAL LITERACY & CREDIT COUNSELLING CENTRES (FLCCC) In order to provide free financial literacy /education and credit counselling, RBI had advised Banks to set up FLCCC. The High Level Committee set up by RBI had also reiterated the necessity to cover initiatives under financial literacy and credit counselling while broad basing the Lead Bank scheme. On the basis of the above recommendation, RBI advised Lead Banks to open a Financial Literacy and Credit Counselling Centre (FLCCC) in every district where they have lead responsibility. Financial Inclusion & Green Initiatives - Electronic transfer of benefit payments Banks have already opened a large number of no-frills accounts for reaching out to the door steps of the people in villages having population of over The State Government already commenced disbursement of Old Age Pension through Banks from September, 2011 on a pilot basis in one taluk each in three Districts viz. Trichy, Cuddalore and Kanyakumari. Now, it has been decided to expand the scheme to all the villages with a population of 2000 or more identified under the Financial Inclusion Plan in the State. The State Government is contemplating to launch a pilot project of electronic payment of NREGA payments in 2 Districts in Tamil Nadu initially. B) RBI, Chennai vide letter dated has called for statistical data (in a prescribed format) on ICT based Financial Inclusion from member Banks in Tamil Nadu. SLBC is collecting, compiling and submitting to RBI. Member Banks are requested to furnish the data on time to SLBC. C) The progress made by the Member Banks under Financial Inclusion as of December 2011 is furnished in the Annexure. Very few districts have submitted the data as on December 2011 as a result of which we are unable to place the data in Agenda. Hence, DCC Convenors /LDMs are requested to ensure submission of the data on financial inclusion to SLBC for review on time. 27

Payment of proper Stamp Duty on Certificates of sale issued by Recovery Officers of Banks under SARFAESI Act, 2002: The Inspector General of Registration, Tamil Nadu advised that Certificates of Sale issued by Recovery Officers of Banks under SARFAESI Act, 2002 attract a stamp duty of 6% along with 2% surcharge on Market Value. The copy of the letter from The Inspector General of Registration is enclosed as an annexure. The members are requested to deliberate on this issue. 30

List of Notified Towns under Sec.58 (f) of Transfer of Property Act, 1882 for creation of equitable mortgage in favour of banks: Government of Tamil Nadu vide their letter dated advised that based on the resolution passed in 119 th Meeting of SLBC, Tamil Nadu, a proposal to notify all the Municipal Corporations, Municipalities and Town Panchayats in Tamil Nadu under Sec.58 (f) of Transfer of Property Act, 1882, in supersession of the earlier notifications, is under consideration of the Government. The copy of the letter is enclosed as an annexure. The forum requests the Deputy Secretary to Government, Law (Admn) Dept to follow up the issue and take a decision at the earliest. 34

Government of India s Revival, Reform and Restructuring package for Handloom Sector: The Development Commissioner for Handlooms, Ministry of Textiles, Government of India, New Delhi vide letter No.6/2/99-DCH/FP/DIIDS dated had advised all the State Governments and all CEOs of Commercial Banks, the guidelines for implementation of Revival, Reform and Restructuring package for Handloom sector. Copy of SLBC s letter dated sent to all member banks, explaining the salient features of the scheme is enclosed. A special Meeting of the SLBC, Tamil Nadu was conducted on to sensitize the bankers about the package. In the meeting all member banks assured to submit to SLBC the data called for vide SLBC letter dated But, we have not received the data from any Bank. Member banks are requested to submit the data immediately to SLBC. Tamil Nadu State Government has submitted commitment letter on to participate in the scheme. Hence member banks should prepare the list of eligible individual weavers and implement the package within 60 days from The claim has to be submitted to NABARD Regional Office, Chennai. Reimbursement will be given by NABARD to respective banks on first come first served basis. In the IIIrd NIMRC meeting held at New Delhi on , it was decided that all banks shall prepare the eligible individual weavers list and also SEND INTIMATION to these weavers. Hence, member banks are advised to intimate the eligible weavers about the scheme. Rural Self Employment Training Institutes Appointment of State Project Co-Ordinator: Ministry of Rural Development, Government of India advised that they have signed a MOU with National Academy of RUDSETI for monitoring the RSETIs to bring them at par with the best performing RUDSETI. As per the terms of the MOU a State Project Co-ordinator has been appointed by the national monitoring Cell, established at Bangalore for each State. T.N.Government s Old Age pension Scheme - Payment through banking channel - through business correspondents: The Tamil Nadu Government s Old Age Pension is being paid successfully to the beneficiaries through banking channel through business correspondents using Biometric enabled smart cards in three taluks of the State on a pilot basis. Now the Government has decided to extend the scheme to all the 4446 villages having a population of 2000 or more identified under Financial Inclusion Plan in the State. Ministry of Finance, Government of India s directives on Lending to Agriculture: All SLBC Convenor banks have been advised by the Ministry of Finance, Government of India, to launch an action plan to improve lending to Agriculture particularly crop loans. The target is to ensure that each farmer gets an agriculture credit limit by Special SLBC was conducted on and the minutes of the meeting was sent to member banks /RBI /NABARD and Government of Tamil Nadu on A small Committee of the Banks has been formed to monitor the progress made in this direction. Three meetings of the small committee were conducted to review the position. As per the data collected from banks as on so far lac KCC loans have been sanctioned by Banks in Tamil Nadu from September to December, 2011 against the gap of about lac non defaulting farmers left uncovered as of August, The forum is requested to deliberate and offer its views / suggestions to ensure each non defaulter farmer gets an agricultural credit limit as advised by the Ministry of Finance, Government of India. SLBC also advised member banks to work out a scheme for giving savingscum OD account to other families which do not have any land and live in rural areas. As per the data collected from member banks as on , from September to December 2011, 1,68,610 savings cum OD accounts have been opened. Member Banks are advised to cover all such eligible non-farmer families. 51
52 New Issues 129 th SLBC 14. Variation between BSR and SLBC data: Reserve Bank of India advised that there are variations between the data submitted by Banks in BSR and the data submitted to SLBC. When the BSR and SLBC data as on September, 2012 were compared it was found that some of the banks have reported lower figures to SLBC while the BSR figures were more in both deposits as well as advances. Some other Banks have reported lower figures to BSR and higher figures to SLBC both in deposits and advances. Reserve Bank s letter dated and the relative comparison of data district wise and bank wise are enclosed as annexure. Member banks are requested to exercise caution and advise correct data to SLBC and in BSR. 52

The year to year incremental deposit growth works out to 19.19% as against the growth of 18.14% from December 2009 to December CREDIT EXPANSION The total advances increased from Rs crores as of December 2010 to Rs crores as of December 2011, thereby showing an increase of Rs crores. The incremental growth works out to 19.70% as against the growth rate of 18.34% recorded in the previous year. CD RATIO The Credit Deposit Ratio of Commercial Banks in Tamil Nadu increased from % as of December 2010 to % as of December
61 PRIORITY SECTOR ADVANCES The percentage of priority sector advances works out to 43.76% as against the national norm of 40%. Priority Sector Advances have grown by 18.33% Y.O.Y as against 21.64% during December 2009 to December AGRICULTURAL ADVANCES The aggregate of agricultural advances extended by Banks in Tamil Nadu have increased from Rs crores as of December 2010 to Rs crores as of December 2011, thus registering an increase of Rs crores in absolute terms and 23.81% in percentage terms. [The growth rate during the period December 2009 to December 2010 was 21.67%]. The share of agricultural credit in total advances as of December 2011 was 18.75% against the national norm of 18%. MICRO & SMALL ENTERPRISES (MSE) The advances to Micro & Small Enterprises sector (MSE) during the period under review has witnessed an increase by Rs crores, from Rs crores as at December 2010 to Rs crores as at December 2011, thus showing a growth of 15.77%. The share of MSE advances in total advances as of December 2011 was 14.82% EDUCATION Educational Loans have increased from Rs crores in December 2010 to Rs crores as of December The increase of Rs crores under Educational Loans represents a growth rate of 30.10%. Year-on-year (December 2009 to December 2010), there was an increase of Rs crores in Educational Loans outstanding, recording a growth rate of 41.40%. 61
62 HOUSING The outstanding under Housing Loans has registered an increase of Rs crores from Rs crores in December 2010 to Rs crores in December 2011, registering a growth rate of 6.63%. During the corresponding period of the previous fiscal, there was an increase of Rs crores in Housing Loans outstanding with 18.84% growth rate. ADVANCES TO WEAKER SECTIONS The advances to Weaker Sections increased from Rs crores as of December 2010 to Rs crores as at the end of December 2011, registering a growth rate of 34.58%. At this level, advances to Weaker Sections constituted 12.25% of the total credit against the national norm of 10%. The growth during last year (December December 2010) was 37.30%. DRI ADVANCES The outstanding advances under DRI has increased from Rs crores as on December 2010 to Rs crores as of December 2011, registering a growth rate of 46.77% The percentage of DRI advances to total advances has slightly improved to 0.06% as against the bench mark level of 1%. 62

64 DISTRICTWISE PERFORMANCE OF COMMERCIAL BANKS IN TAMILNADU A comparative analysis of the performance of the Commercial Banks in Tamil Nadu indicates the following: a) Tiruppur district has the highest CD ratio at 184% followed by Ariyalur district (177%) & Virudhunagar and Dharmapuri districts (172%). b) Of the 31 lead districts, the CD ratio of 30 districts is above the RBI norm of 60%. c) Kancheepuram District is having CD ratio of 52% which is less than the National Norm of 60% and Member Banks are requested to evolve suitable strategies to improve their lending so as to achieve the National Norm for CD Ratio in that district. 65 REVIEW OF OPERATIONS OF CO-OPERATIVE BANKS IN TAMILNADU AS AT THE END OF DECEMBER 2011 As at the end of December 2011, there were 794 branches of Co-operative Banks (both, District Central Co-operative Banks and State Agricultural and Rural Development Banks) in Tamil Nadu. The details are furnished for the information of the members. 71 District wise performance: District wise/major Sector wise performance for the period ended DECEMBER 2011 is furnished in Annexure I. Banking System in Tamil Nadu has achieved 107% of the proportionate plan allocation during the period under review. The performance of the individual districts varies from 87% to 163%. 24 districts have achieved, more than 100% of the target. Under Farm Sector, 29 districts have achieved more than 100% of the target & under non-farm sector 10 districts have achieved more than 100% of the target. Sector wise performance: Non-Farm Sector Industries: The performance of Banks in Sivaganga district under Non-Farm Sector is much below 50%, i.e. 48%. LDM need to bestow his attention and impress upon Member Banks in Sivaganga district to improve the performance under Non-Farm Sector during the current year. B. 83 AGENDA No: th SLBC Interest Subsidy for Housing the Urban Poor (ISHUP) District-wise and Bank-wise details of application sent to Banks as on is furnished in Annexure 1 and District-wise and Bank-wise details of loan sanctioned by Banks as on is furnished in Annexure 2. Ministry of Housing & Urban Poverty alleviation, Government of India expressed concern over the vast difference between Number of applications received and Number of sanctions and also between the number of sanctions and number of loans actually disbursed. As the scheme will be closed by , Member Banks are advised To dispose of all pending applications before All eligible loan applications complete in all respects to be sanctioned within 14 days. Incomplete applications to be immediately returned back Declined / ineligible applications should be sent back with reasons for rejections All loans sanctioned should be disbursed immediately Subsidy should be claimed immediately after release even if it is a part release. During the Special SLBC Meeting held on to discuss the progress under ISHUP, the members advised the following discrepancies observed in the applications sent by TNHB which hinder the progress under the scheme:- 1) The plan and estimate enclosed along with the applications do not bear the details of the name of the applicant and Survey No. of the plot etc. 2) The applicants express their unwillingness to avail loan in many cases after TNHB forwarded the application to banks. 83
84 3) The no. of applications returned by the banks was not taken into consideration by TNHB while arriving at the pending application data. 4) The income certificates enclosed with the applications are not obtained from the competent authority. 5) Bankers are not disbursing the sanctioned loans in time. During the above meeting, Shri. R. Chandran, Executive Engineer, Tamil Nadu Housing Board advised that the data on applications returned by the banks will be provided within 5 days which SLBC is yet to receive. Tamil Nadu Housing Board is requested to provide the data on applications returned immediately. 84
