1 FY 16 Transportation Funding Sorting out the budget bill By Pete Japikse Deputy Director, Management Services OSBA leads the way to educational excellence by serving Ohio s public school board members and the diverse districts they represent through superior service and creative solutions.

2 The elements Regular Education Formula ( ) Other types (OAC ) Payment in Lieu ( ) Special Education (OAC ) Data: T1 & T2 previous year for all districts, T1 current year for your district

3 Regular Ed Definitions Qualifying ridership those students actually transported as counted by October 15 that live 1 mile or more from school Rider density total ADM per square mile School Bus Service includes district, contractor, or subcontracted

4 Regular Ed Overview Calculate last year s cost per mile and cost per student for the state Apply those costs to current year T1 data for pupils and miles for each district Greater of (per mile) or (per student) Pay at greater of 50% or state share index Add costs for other types Line item has been increased to hopefully avoid proration of the calculated amount Add supplement

5 What is different? Standard adjustment is 50%, not 60% Full formula payment intended Rider Density is still ADM / square mile Pupil count is still ridership > 1 mile Supplement is provided outside of guarantee and cap

6 Details... Calculate each district s cost per bus rider and cost per bus mile for the previous year: Discard the 10 highest and 10 lowest district cost per mile and cost per pupil to remove extraneous data Add all Type 1 and Type 2 riders, divide total cost by total riders = state cost per rider Add all Type 1 and Type 2 miles, divide total cost by total miles = state cost per mile Calculate the per pupil and per mile costs for the state data

7 Applying the state costs to your district Using your current year T1: 1. Multiply regular ed riders x state cost 2. Determine the district pupil calculation 3. Multiply daily miles x 180 x state cost 4. Determine the district miles calculation Take the larger of miles or pupils calculation Multiply this by greater of 50% or state share index (a measure of wealth) Set this number aside it is the bus calculation

8 Calculating other types Type III (public transit) Multiply the state pupil cost x 35% x number of riders reported on T1 Type V and VI (vans) Multiply the state pupil cost x 50% x number of riders reported on T1

9 Total the funding For each district - add calculated bus funding to calculated funding for types III, V, VI The legislature has increased the total line item with the intent of paying each district the full amount. Caps and Guarantees still apply

10 Supplement Calculate transportation supplement percentage (TSP) (35{FY16} or 50{FY17} rider density)/100) If above is <0, district is not eligible Supplement = TSP * Mileage base *.55

11 Type IV (payment in lieu) Law defines the parent payment as $250 per child for a full year Budget bill allocates up to 2.5 M to fund this in each fiscal year of the budget Districts are required to pay $250 even if there is insufficient funding to cover the cost

12 Type IV state calculation Add up all Type IV students on current year T1 report Divide that number into 2.5M to determine the state funding per student Apply that rate to the number of students reported on the district T1 report.

13 Total regular ed funding Bus calculation Calculation for Types III, V, VI Calculation for Type IV Supplement (outside guarantee & cap)

14 Special Ed Same as previous years Based upon T2 report 1. $6 per day per student % of cost in excess of $6 per day 3. Sum above, x greater of 60% or SSI (state share index) 4. Total all calculations for the state 5. Prorate to remain within appropriation

15 Guarantees... Regular education transportation funding is within the guarantee and cap Supplement is outside of guarantee and cap Special education transportation funding is outside the guarantee and cap

16 When will you see it? Normal process... Last year payments are continued into the new school year ODE will process the previous year T1 and T2 to determine average costs ODE will process the new T1 to get current data and calculate New payment adjustment applied in January of new school (hopefully) year to make payments current

17 Other notables... Type IV impractical resolutions no longer need to have ESC concurrence Community schools that provide their own transportation under can determine their own ridership policy, and are not obligated to match their public district of residence
