2 WELCOME Central & Eastern Europe (CEE) has gone from an emerging market to a converging one and some parts are even submerging as the financial crisis maintains the bite it s had on Europe for the better part of three years now. International investor reaction to this has been predictable: brave institutional money tip-toed into the region in the 1990s, when CEE was a true emerging market. As successful exits were achieved, some other wait-and-see investors followed trailblazers to get in on the action. Then eight of the region s countries joined the EU, and a whole new set of backers piled in, sending fund sizes swelling as CEE converged with EU norms. That period, it now seems, was the Golden Age for CEE. But things aren t always what they seem. In fact the hype and resultant influx of money led to rising prices, which inevitably meant that returns faced downward pressure. Many investors first foray was during that period, meaning fingers have been left burnt and sentiment has soured. Now CEE-focused GPs face an unprecedentedly difficult fundraising backdrop, with just two final closes for regional funds in the last year. As a region sitting between emerging and emerged on the checklists of LPs, it seems everyone is a competitor. The good news is that a new era has begun in the region. One in which strong exits are again being generated and so existing limited partners coffers are being replenished. It is an era in which fewer GPs will raise funds and these vehicles may end up smaller than their predecessor funds. This should mean the region will remain underfunded vis a vis other markets a true competitive advantage in today s fiercely competitive private equity world. CEE is a region young enough to enjoy higher growth rates than its Western European neighbours, but developed enough to have survived two difficult downturns. This makes the current CEE opportunity an attractive mix of low-risk, high-return potential. Since his doctoral thesis (focused on venture capitalism in Poland and other CEE economies) completed in 2002, Piotr has authored numerous publications focused on the performance and socioeconomic ramifications of international collective investment schemes. His academic and professional interests relate in particular to intellectual capital as a growth driver for financial institutions.
