2 Welcome and Introductions Chuck called the meeting to order at 9:30 a.m. MHSAB members and guests introduced themselves Review of Agenda and Minutes Members reviewed 09/25/17 agenda. There were no changes to the agenda. Advisory Board Updates Review current roster of members Alvine Laure contacted MHSAB members who have not been regularly attending MHSAB monthly meeting, and removed those who wished not to participate. Currently there are vacancies on the board for the following: one African-born female, two African Americans (one male and one female), one Hispanic male and one transgender. Antony Stately resignation as a co-chair Resignation letter was shared with the Advisory Board members, Antony served as co-chair. Hereafter, Antony will participate as a MHSAB member. Mady Ekue-Hettah resignation as a Board member Mady, after accepting her new position with MDH, submitted her resignation letter as an Advisory Board member was shared. Review Roles and Responsibilities Advisory Board Chair: Chuck Peterson will serve as the Advisory Board chair until November 27, Also in November, the Advisory Board will determine the election process for a 2 nd co-chair. This decision was made based on the Minnesota HIV Strategy timeline, as it would be more efficient to not select a new co-chair until end of the year. Members: The Advisory Board members reviewed their roles and responsibilities. It was clarified that in the absence of an Advisory Board member, proxies will not participate in voting. Guests: The Advisory Board reviewed the roles and responsibilities of guests at MHSAB meetings and there were no changes. 2
3 Minnesota Department of Health (MDH) Alvine Laure shared her responsibilities as highlighted in the position description of the Statewide HIV Strategy Coordinator. Department of Human Services (DHS) The Advisory board reviewed the role of DHS within MHSAB meetings. Any recommendation impacting the Minnesota state budget must be presented in the first year of biennium. Therefore, if there are any recommendations to ask the Legislator for funding, the budget should be presented in 2019, at the start of biennium. Review Updated Timeline An updated version of the Timeline was shared with MHSAB members. Dr. Alvine Laure Ekame will draft the Minnesota HIV Strategy and forward to the Advisory Board on October 27, 2017 for review and feedback. The final Strategy is due by November 10, Alvine Laure will incorporate the MHSAB members feedback before submitting the document to MDH and DHS management and executive offices for review and edits. The final Strategy will be forwarded to the Advisory Board by early January 2018 after MDH and DHS have completed their review. The MHSAB will seek consensus (can live with the Strategy/will support it). The Board will write a cover memo stating their agreement and/or concerns with the Strategy. Ideally, the cover memo will accompany the Strategy when it is sent to the Governor s Office, but it will definitely accompany the Strategy when it is submitted to the Legislature. The MHSAB members must complete the cover memo by January 15, The final Minnesota HIV Strategy submission to the Legislature will have input from DHS, MDH and MHSAB. Cancellation of Town Hall Meeting Due to the timeline of the Strategy, there is not sufficient time to plan and implement town hall meetings as previously discussed. A town hall meeting may be scheduled during the spring of 2018 to brief the community and the legislators on the submitted Minnesota HIV Prevention Strategy. Focus Groups Report Dr. Alvine Laure shared focus group highlights in a PowerPoint presentation. The planning and facilitation of the focus groups was a collaborative effort among Advisory Board members to schedule focus groups and key informant interviews in the eight regions of the Map of Field Services Epidemiologists. 3
4 Purpose of focus groups To learn from perspectives and opinions of participants To collect rich qualitative data through direct interaction between facilitators and participants To ensure Minnesota HIV Strategy priority recommendations are in line with the community needs To provide people living with HIV, high risk populations, health professionals and government employees an opportunity to have their voices heard in the planning process of the Minnesota HIV Strategy Emerging themes Education Communication Cultural and gender appropriate services Resources Review and Discuss Table of contents The Advisory Board only reviewed the table of contents headers and made the following changes: List goals after vision Rename outcomes as objectives Rename objectives as indicators Eliminate indicators The Advisory Board approved the table of contents listed in the following manner: EXECUTIVE SUMMARY INTRODUCTION BACKGROUND VISION GOALS OBJECTIVES KEY STRATEGIES RECOMMENDATIONS NEXT STEPS CONCLUDING REMARKS LIST OF ACRONYMS 4
5 APPENDICES Vision Dr. Alvine Laure will review the vision statement and share it with MHSAB members on October 9, Goals Goal 1 Narrative: The Advisory Board agreed on the message of the narrative, however, they would like to add that knowing one s HIV status is a method of preventing HIV. Dr. Alvine Laure will make the changes and present it to the Advisory Board on October 9, 2017 Strategy: Board members would like to add a fourth strategy as follows: Broadly increase HIV education and awareness for health professionals, students and high risk populations in Minnesota Re-organize the order of strategies Goal 2 Narrative: add ; between area and portions in the first sentence. Strategy: Goal 3 2:1 best aligns with goal 1. Alvine Laure, Katherine and Matt will work together to reword Medicaid/medical assistance expansion in a less political tone 2:2 Identify populations that would be impacted by the implementation of the strategy. Alvine Laure will identify those populations based the focus group summaries 2:3 reword LGBTQ community to based on sexual orientation and gender identity No changes to the narrative No changes to the Strategy Goal 4 Narrative: spelling correction strongler to stronger Strategy: Changes to 4.1: Integrate HIV prevention, care, and treatment throughout all sectors of government, education, human services, and healthcare systems. 5
6 4:2 Strategy as stated feels cumbersome; suggestion to list possible partnerships in the tactics to keep the statement broad. Alvine Laure will modify the sentence, and present it to the Advisory Board on October 9, Goal 5 Narrative: delete housing status and the full range of to add stable housing and improved in the last sentence Strategy 5:3 spelling correction abborable to affordable Next Steps The Minnesota HIV Strategy submission to the Legislature will not include outcome indicators. The goals, objectives, strategy, and tactics will aid in the drafting of the outcome indicators.
